7 EXECUTIVE SUMMARY
Due to the following reasons, staff recommends to reprogram CDBG funds from prior program years to other City or community agency projects:
•There is a 7-year period of performance for CDBG funds and funds that remain unexpended by the deadline will be recaptured by the US Treasury. CDBG funds allocated to the City in program year 2016-17 are expiring on September 30, 2023, thus any unspent funds that are not drawn down from U.S. Department of Housing and Urban Development (HUD) by the deadline will be recaptured and not available to the City. The projects impacted by this deadline are the Fremont Park Renovation Project, YMCA Locker Room Project, Pacific Park Playground and Pool Shade Structure Project (which is a project combined with the Pacific Park Splash Pad Project) and the Pacific Park Artificial Turf Multi-Purpose Field Project. •With City Council direction to keep the baseball field at Pacific Park with natural grass, the Pacific Artificial Turf Multi-Purpose Field project must be cancelled and replaced with a Pacific Natural Grass Project. The total project budget for the artificial turf project is $1,090,000. Furthermore, $370,000 is at-risk of being recaptured by the September 30, 2023, deadline, thus staff is recommending releasing the $1,090,000 funds to be reprogramed.
•Fremont Park Renovation project budget is estimated at $18 million, with only $223,821 in CDBG funds allocated to the project. With less than 1% of the project budget coming from CDBG funds, HUD CDBG monitoring requirements are too cumbersome to dedicate staff resources to such a large project with so little funding. The administrative burden for CDBG staff for a project that will be in construction for 18+ months for less than 1% project budget would not be prudent.
Furthermore, $18,329.25 of the funding is also at risk of being recaptured by the September 30, 2023 deadline. Thus, staff recommends releasing all CDBG funds from this project to be reprogrammed to other projects. •Three community agencies returned a combined total of $473,820.50 in CDBG funds, which would need to be reprogramed:
oArmenian Cultural Foundation’s Afterschool Program returned $35,299 from program year 2021. Although, the funds come from Public Social Services funding, returned funds can only be reprogramed to CIP projects. oThe Campbell Center returned Hamilton House CIP project funding totaling $377,883.50 with the request to reprogram $300,000 of it to their Alma House Project. Alma House construction bids came in higher than anticipated and the additional $300,000 would see the project to completion. 4 of 28
31 4
1 3
7 oHomenetmen Ararat Chapter returned $60,638 from their Bleachers Project to focus on the other four CDBG funded projects they have in progress.
The CDBG Advisory Committee met on October 24, 2022, and recommended to reprogram $1,090,000 from Pacific Artificial Turf Multi-Purpose Field project to Pacific Natural Grass project. On March 6, 2023, the Committee reviewed new proposals for FY 2023-2024, reviewed all the returned funds, evaluated the projects at risk of losing funds due to the Treasury expenditure deadline by September 30, 2023 and made CIP funding recommendations to reprogram $1,092,321.83 from various program years to City and community agency CIP projects. The CDBG Advisory Committee recommends reprogramming as follows:
•Reprogram $720,000 to Pacific Natural Grass project from Pacific Artificial Turf.
•Reprogram $546,510.25 to the YMCA of Glendale’s All-Inclusive Locker Room Project. The YMCA project was requesting additional funds in FY 2023-24 for their All -Inclusive Locker Room Project as the project bids came in higher than anticipated. The project is construction ready and would be able spend the funds by the September 30, 2023, deadline, thus it was recommended to fund the project from previous program year returned funds, instead of new funding from 2023-24. •Reprogram $300,000 to the Campbell Center Alma House Project. Alma House construction bids came in higher than anticipated and the additional $300,000 would see the project to completion.
•Reprogramming the remaining $245,811.58 to the City Pacific Park Splash Pad Project as that project will need additional funds since the bids came in higher.
Staff is requesting City Council/Housing Authority to approve the proposed substantial amendment for CDBG, ESG, and HOME Annual Action Plans for program years 2016- 17, 2017-18, 2018-19, 2019-20, 2021-22, 2022-23, which include reprogramming funds as proposed above and recommended by the CDBG Advisory Committee, for submission to HUD for final approval.

BACKGROUND
Reprogramming 2016-2017 Program Year Funds:
Each year, the City of Glendale receives HUD entitlement funding from the CDBG program. The annual allocation from HUD has a seven-year period of performance.
Therefore, any unspent funds after seven years are recaptured by the U.S. Treasury, which would result in a city’s loss of those funds. Absent immediate reprogramming, the City is at risk of losing CDBG funds from Program Year 2016-17 as the expenditure deadline from that program year is September 30, 2023.
The projects with CDBG funding from program year 2016-2017 impacted by this deadline are the following:
FY2016-2017 Amount
Fremont Park Reno-22/23 $ 18,329.25
Pacific Park Artificial Turf Multi-Purpose Field Project $ 370,000.00 Pacific Park Playground and Pool Shade Structure Project $ 24,680.00 Locker Room CIP-YMCA 21/22 $ 65,000.00
Total $ 478,009.25
Reprograming Fremont Park Renovation Project:
The Fremont Park Renovation project has a total of $223,821 (Program Years 2016-17, 2017-18, 2018-19, 2019-20, 2022-23) in CDBG funding, for a project that is estimated to cost $18 million. Consequently, staff is requesting to cancel $223,821 from Fremont Park Renovation 22/23 project and reprogram them to other projects. 6 of 28

7 Canceling Pacific Park Artificial Turf Multi-Purpose Field Project and Reprogramming to other City and Community Agency Projects:
On October 22, 2018, the CDBG Advisory Committee approved transferring $740,000 from the canceled Homeless Housing Project and appropriated $350,000 from the City’s pre-designated Parks CIP projects to fund Pacific Artificial Turf Multi-Purpose Field project with CDBG funds, totaling $1,090,000 from various program years as follows:
Program Year Funding Specific Project Title
2016-2017 $370,000 Pacific Park Artificial Turf Multi-Purpose Field Project 2018-2019 $370,000 Pacific Park Artificial Turf Multi-Purpose Field Project 2019-2020 $350,000 Pacific Park Multi-Purp Field 19/20
While the project was in the design phase in October 2020, the Parks, Recreation and Community Services Commission and City Council requested a Life Cycle Analysis (LCA) to study Natural Turf vs. Artificial Turf.
At the June 28, 2022 City Council meeting, after reviewing the results of the LCA, City Council directed staff to maintain Pacific Park as natural grass with the stipulation that special attention be given to community needs and overall maintenance of the field.
Council decided not to move ahead with artificial turf at this location, thus the Pacific Park Artificial Turf Multi-Purpose Field Project was cancelled.
Staff reached out to the HUD field office and was given approval to cancel the Pacific Park Artificial Turf Multi-Purpose Field Project and confirmed CDBG funds can be used for a natural grass project, with the following facility improvements:
•excavating the existing grass and 8 inches of soil,
•installing a new drainage system,
•adding new catch basins for water percolation,
•importing new balanced soil,
•installing a new irrigation system,
•complete laser grading,
•sod installation,
•installation of new bases, and
•completion of ballfield layout.
Staff is currently working on the design phase of the Pacific Natural Grass Project and is estimating the project cost to be over $1.2 million.
In October 2022, the CDBG Advisory Committee recommended reprogramming the funds to Pacific Natural Grass Project in the amount of $1,090,000. Before this recommendation 7 of 28

7 to reprogram the funds can be brought to City Council for approval, staff had to request further changes to avoid losing $370,000 due to the expenditure deadline.
Reprograming of returned Community Agency Projects:
Furthermore, three community agencies have returned CDBG funds, which must be reprogrammed:
•The Armenian Cultural Foundation’s Afterschool Program returned $35,299 from program year 2021 from Public Social Services program. The program was not able to enroll students due to post-pandemic return to in-person learning.
Although, the returned funds come from Public Social Services funding, HUD has a rule that all returned funds can only be dedicated to CIP projects. •In February 2023, The Campbell Center sent a letter stating they are returning Hamilton House CIP project funding totaling $377,883.50. The request was to cancel the Hamilton House CIP project and move $300,000 of the Hamilton House CIP project funds to their Alma House Project which is also currently funded with also CDBG CIP funds. Alma House Project went out to bid 3 times unsuccessfully, as construction bids came in higher than anticipated. The agency request of the additional $300,000 will see the project to completion by Fall 2023. •At the March 6, 2023 meeting of the CDBG Advisory Committee, Homenetmen Ararat Chapter returned $60,638 by cancelling their 2019 Bleachers Project in order to focus on four (4) other CDBG funded projects in the pipeline. The agency had also requested funding for FY 2023-2024.
ANALYSIS
Due to the various reasons listed below and discussed in detail in the Background section, staff recommended to the CDBG Advisory Committee to reprogram funds to avoid losing them:
•CDBG funds allocated to the City in program year 2016-17 are expiring on September 30, 2023, thus any unspent funds, totaling $478,009.25, that are not drawn down from HUD by the deadline will be recaptured and not available to the City.
•With City Council direction to keep the baseball field at Pacific Park with natural grass, the Pacific Artificial Turf Multi-Purpose Field project must be cancelled and replaced with a Pacific Natural Grass Project. The total project budget for the artificial turf project was $1,090,000, of which $370,000 is at risk of being recaptured by the September 30, 2023, deadline and must be reprogrammed •Fremont Park Renovation project is estimated to be $18 million, with only $223,821 in CDBG funds allocated to the project. With less than 1% of the project budget coming from CDBG funds, HUD CDBG monitoring requirements are too 8 of 28

•Three community agencies returned a combined total of $473,820.50 in CDBG funds, which would need to be reprogramed.
The CDBG Advisory Committee met on October 24, 2022 and recommended to reprogram $1,090,000 from Pacific Artificial Turf Multi-Purpose Field project to Pacific Natural Grass project. On March 6, 2023, the Committee reviewed new proposals for FY 2023-24, reviewed all the returned funds, evaluated the projects at risk of losing funds due to the Treasury expenditure deadline by September 30, 2023, and made CIP funding recommendations to reprogram $1,092,321.83 from various program years to City and community agency CIP projects. The CDBG Advisory Committee recommends reprogramming as follows:
•Reprogram $720,000 to Pacific Natural Grass project from Pacific Artificial Turf Multi-Purpose Field Project
•Reprogram $546,510.25 to the YMCA of Glendale’s All-Inclusive Locker Room Project. The YMCA project was requesting additional funds in FY 2023-24 for their All -Inclusive Locker Room Project as the project bids came in higher than anticipated. The project is construction ready and would be able spend the funds by the September 30, 2023 deadline, thus it was recommended to fund the project from previous program year returned funds, instead of new funding from 2023-24. •Reprogram $300,000 to the Campbell Center Alma House Project. Alma House construction bids came in higher than anticipated and the additional $300,000 would see the project to completion.
•Reprogram the remaining $245,811.58 to the City Pacific Park Splash Pad Project as that project will need additional funds since the bids came in higher.
In summary, the CDBG Advisory Committee approved reprogramming the following funds from various program years:
From:
Program Year 2016-2017
Pacific Park Artificial Turf Multi-Purpose Field Project $370,000.00 Pacific Park Playground & Pool Shade Structure Project $24,680.00 Fremont Park Renovation Project $18,329.25

Pacific Park Splash Pad Project $245,811.58
Pacific Natural Grass Project $720,000.00
All of these proposed changes require substantial amendments to CDBG, ESG, and HOME Annual Action Plans for program years 2016-2017, 2017-2018, 2018-2019, 2019- 2020, 2022-2023, thus staff is requesting approval for all the proposed changes. The reprogramming of funds are necessary to spend down CDBG funds, to avoid the US Treasury recapturing funds and for the City to remain timely in its expenditure performance.
STAKEHOLDERS/OUTREACH
A Public Notice will be published in the newspaper informing the public of the Substantial Amendment to the CDBG, ESG, and HOME Action Plans for program years 2016-2017, 2017-2018, 2018-2019, 2019-2020, 2022-2023 for a 30-day comment period before submitting the final approved Substantial Amendment Action Plans to HUD.
FISCAL IMPACT
The proposed Substantial Amendments to the CDBG, ESG, HOME Annual Action Plans for program years 2016-2017, 2017-2018, 2018-2019, 2019-2020, 2021-2022 and 2022- 2023 were not included as a part of the FY 2022-23 budget. Therefore, staff is proposing to reprogram Community Development Block Grant (CDBG) City Capital Improvement Project (CIP) funds from various program years funds by shifting of appropriation between projects.
