. A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,

CALIFORNIA, ADOPTING A REVISED POLICY REGARDING COUNCILMEMBER _ REQUESTS TO PLACE MATTERS ON FUTURE AGENDAS
WHEREAS, the Council of the City of Glendale (“Council”) adopted Resolution No. 08-229 on December 16, 2008 to document its policy and practice regarding individual councilmember requests to place matters on future agendas, as well as items for reconsideration/rescission, and timing of placement of matters on future agendas; and WHEREAS, the Council desires to revise its policy regarding councilmember requests to place matters on future agendas.
’ NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Glendale, California that:

A. The Council hereby modifies Section 1 of the “Policy Regarding Placing Matters on the Agenda’ as follows:
“4. General Policy
An individual Council Member may request at a meeting of the Council that a matter be placed on a future agenda. Said matter shall be placed on the next regular meeting agenda under “New Business” or “Discussion of Councilmember Future Agenda Requests” (if such an agenda category or similar agenda category is created after the adoption of this Resolution). At said regular Council meeting, Council will discuss whether to have staff prepare a report and place said matter on a future agenda. Substantive discussion may occur at this initial point, but the staff will not prepare a report on the item. At the subsequent regular meeting, the Council may, with three affirmative votes, direct staff to prepare a report on the matter for Council consideration and action. The timing of the placement of that matter on a future agenda shall be in accordance with Section 3 of this Policy. The Council may, in its sole discretion, deviate from the Policy set forth herein in any instance. Failure to comply with this Policy shall not void or otherwise affect the validity of an action lawfully taken in compliance with the Brown Act and any applicable public hearing procedures.”
B. Sections 2, 3 and 4 of the Policy (per Resolution No. 08-229) shall remain in effect as follows: ,
“2. Items for Reconsideration and Rescission
Under Glendale Municipal Code Section 2.04.150, a motion to reconsider may be made only at the meeting at which the vote to be reconsidered is taken. However, the Council may rescind an action taken at a meeting that has been completed by rescinding that action at a subsequent meeting. A motion to rescind an action taken by the Council at a prior meeting, and take further or alternative action on the matter, shall only be placed on an agenda if a Council Member that voted with the majority at the prior meeting requests that said matter be placed on a future 8f2

agenda. The Council shall not rescind any action for which it is legally impossible to undo.
3: Timing of Placement of Matters on an Agenda
The Mayor shall have the discretion to control the timing of the placement on future agendas. The Mayor shall work with the City Manager regarding the timing of the placement of matters on future agendas taking into account the need to act on a matter within a certain timeframe and the overall workload of City staff. The Council may direct the timing of the placement of an item on a future agenda only by a majority vote of the membership of the Council (three affirmative votes).

4. City Manager Role
This policy pertains to the ability of individual Council Members to place matters on future agendas. The City Manager is authorized to place matters on the agenda after consultation with the Mayor. Other than with respect to timing, this policy does not govern matters that the Council is legally required to consider at a Council meeting. The City Manager shall also have the authority to place a report on a Council agenda to provide basic information regarding a matter and seek Council input and direction as to whether to prepare a more detailed and/or substantive report on the matter for future Council consideration.” Adopted this 148th day of April , 2023.
