1 COUNCIL PRIORITIES
Economic Development: To ensure an inclusive, equitable and strong economy, it will be essential to collaborate with business and community partners during National Small Business Week to host a series of events that will provide specific resources and programs that will benefit the small business community.

RECOMMENDATION
That City Council appropriate $39,500 in Glendale Small Business Summit sponsorships received to fund the activities intended from the sponsorships.

BACKGROUND
The City Council directed Economic Development staff to work with the U.S. Small Business Administration to host a Small Business Summit from May 16 - 18, 2023. The Summit will consist of a series of virtual and in-person sessions on topics of interest to our small business community, culminating in a closing event and business resource expo at the Embassy Suites Glendale on May 18.

ANALYSIS
At its January 31, 2023 meeting, the Glendale City Council appropriated $60,000 from the Undesignated General Fund Balance and appropriated it to Community Development’s Economic Development division to host the Summit, with the understanding that staff would seek out additional sponsorship dollars to supplement this amount. A sponsorship deck was created and distributed to community contacts. An additional $39,500 was secured in sponsorships as of this report:

Platinum Sponsor
Office of Los Angeles County Supervisor Kathryn Barger $20,000 Silver Sponsors
Department of Economic Opportunity $5,000
Golden State Bank $5,000
Bronze Sponsors
The Accountancy $1,500
GCC – Professional Development Center $1,500
SoCal Gas $1,500
Athens Services $1,500
Axiom Print $1,500
Edward Jones $1,500
Glendale City Employees Association $ 500
Event sponsorships when received are deposited into the General Fund, not to the Department that has secured the sponsorship. As the sponsorships are intended to fund the events themselves, staff is requesting an appropriation of these funds to supplement the appropriation the Council has already made in support of hosting these first time events.

1 STAKEHOLDERS/OUTREACH
Economic Development staff created a sponsorship deck (Attachment 1, Glendale Small Business Summit Sponsorship Benefits) and distributed it to community contacts and partners. One Platinum Sponsor, two Silver Sponsors, six Bronze Sponsors, and a $500 donation were secured to augment the funding for the Summit as of this report.

FISCAL IMPACT
Hosting a Small Business Week Summit was not included as part of the FY 22-23 Budget. On the January 31, 2023 Council Meeting, Council appropriated $60,000 in support of hosting these events. Staff has secured $39,500 in sponsorships which were deposited into the Undesignated General Fund Balance. In order for staff to utilize these sponsorship dollars in support of the events, the following appropriation is requested:

Requesting Appropriation
Amount From (Account
String)
To (Account String) Funding Source
$39,500 38525-1010-CDD-

ENVIRONMENTAL REVIEW (CEQA/NEPA)
This item is exempt from the CEQA because there is no reasonable possibility that hosting these events will have a significant effect on the environment.

CAMPAIGN DISCLOSURE
This item is exempt from campaign disclosure requirements.

ALTERNATIVES

1. Approve the resolution of appropriation of $39,500 in Glendale Small Business Summit sponsorships to support the events of the Small Business Week Summit.

2. Reject the resolution of appropriation of the $39,500 in Glendale Small Business Summit sponsorships. As the intended use of these funds is to support the Summit, these sponsorship dollars would not be utilized as originally intended and should be returned to the local partners.

3. Consider alternatives not proposed by staff.
