COUNCIL ACTION
Item Type: Action Item
Approved for June 6, 2023 calendar
EXECUTIVE SUMMARY
On November 1, 2022, the plans and specification for the Glendale Arts and Entertainment District (A&E) Improvements on Artsakh Avenue Project were presented to the City Council with a request to adopt the project plans and specification and authorize the City Clerk to advertise for bids. These plans were based on the design development package that was presented to City Council in December 2019. The City Council requested consideration of two potential design changes to the project. As outlined in this report, incorporating these design changes at this stage of design process would add a minimum of one year to the project schedule and up to $709,000 in additional project design costs. Staff is requesting direction to proceed with the original plans and specifications, or authorization to negotiate a professional services agreement amendment with Studio 111 for the additional scope of work. 3 of 11

2 COUNCIL PRIORITIES
Infrastructure: The project will re-imagine Artsakh Avenue to establish the street as the heart of the A&E inclusive of streetscape design elements and transform it into a pedestrian-friendly environment.
RECOMMENDATION
Staff recommends the City Council provide direction on preferred alternative for the project.
BACKGROUND
In early 2018 the City Council authorized a Request for Proposals (“RFP”) for an urban design firm to enhance Artsakh Avenue between Harvard Street and Wilson Avenue located within the Art & Entertainment District. In August 2018, the City Council awarded a contract to Studio One Eleven (S111) for design and landscape architecture services which included conceptual design; design development; and preparation of construction documents, permitting, and bidding; and construction administration.
In June 2019 the City Council directed staff to study two design schemes: (i) One-Way Street Option and (ii) Plaza Option (which closed the street between the Exchange parking structure’s entrances). In August 2019 the City Council authorized proceeding with the One-Way Street Option as it was determined to best meet the project objectives by: (i) minimizing traffic disruptions, (ii) supporting on street retail, dining, and entertainment activities, (iii) minimized Fire and Police concerns (primarily access), (iv) was more economical (lower project budget), (v) required less intense public activation program which could necessitate an ongoing budget. S111 was authorized to proceed with the project’s design and technical development package. In December 2019, the City Council adopted the design and technical development package and authorized preparation of the construction and bidding documents.
On November 1, 2022, staff requested the City Council adopt the project plans and specifications and authorize the City Clerk to advertise the project for construction bids.
The City Council expressed concerns about the approved December 2019 design and requested staff explore the feasibility of revising the design to address two considerations: (i) expanding the sidewalk on the westside of Artsakh north of Harvard Street (“South Block”), and (ii) implementing the Plaza Option with a full closure of Artsakh between the Exchange parking structure entrances (“North Block”). Both would require new design and construction documents. The South Block revisions would require the reconfiguration of Artsakh between the Marketplace garage southern entrance and Harvard Street. The North Block revisions would maintain the current two- way traffic north and south of the Exchange garage which would necessitate the modification of the designed sidewalk widths as well as the new raised plaza. In addition 4 of 11

2 to the North and South blocks, staff was also requested to investigate more detailed plans for the addition of retail space to the Marketplace garage.
ANALYSIS
As noted, all of the design documents up to permits and construction/bidding documents were prepared for the December 2019 approved design. Making the proposed South Block revisions would require an additional $246,000 in design services and an additional $222,000 for the North Block. Construction administration and project close-out would be an additional $67,000. Revising the project to address the South Block and North Block changes would take up to one year from conceptual design through to permits and construction/bidding documents. Developing a full set of design documents (including bidding and construction package) for the Marketplace garage shops would total $174,000; conceptual and design development plans would be $52,000 of this total. The conceptual and design development plans for the garage shops would take six months to complete; completion of bidding and the construction package would take another six months for a total of one year.
If directed to move forward with advertising and bidding for the current plans and specifications, staff anticipates that process could be completed in 5 months with construction being completed over a 12-month period. The City would advertise the project on multiple plan holders’ web sites who publish project bidding documents and distribute the information to their network of consultant, contractor, and construction industry contacts. The project would also be advertised in a local newspaper as well as on Bidnet, which is a web enabled data service to the public sector, for the dissemination to their member contractors and consultants. Finally, the project bidding documents would be posted on the City’s website.

2 STAKEHOLDERS/OUTREACH
City Council study sessions, Arts and Culture Commission presentations, stakeholder meetings, outdoor community workshops, as well as preview meetings with various City Departments have been ongoing since March 2019. Strong community support for the A&E District, consensus on adult and artist focused character for the District, the preference for a pedestrianized street, and support for a one-way street design were the key takeaways of the outreach. An on-site display at 125 N. Artsakh Avenue was set up by PWD and CDD that provided project renderings, schedule, and flyers. In October 2022, staff presented the project to the Downtown Glendale Association.
Finally, outreach continues to occur through a dedicated project website hosted by PWD, as well as a project specific domain, activateartsakh.com. The websites introduce the public to the project and project team, explains the scope of work, designs, location, phases, details the existing outreach efforts, and provides contact information for questions, discussion and/or input. It also supports the current Artsakh Creative program, which hosts temporary retailers and businesses until construction of the permanent changes has been completed.
FISCAL IMPACT
There is no fiscal impact associated with this report. However, the engineer’s estimate for the construction of this project is between $7,500,000 and $8,500,000 and will be funded by the Capital Improvement Fund. Adding the additional scope of work for the North and South Block revisions would cost $535,000, and additional $174,000 for the garage shops (total $709,000). It should also be noted that additional extensions of the timeline to begin construction will result in an increased construction cost.
ENVIRONMENTAL REVIEW
The Project is categorically exempt from environmental review because of CEQA Guidelines §§ 15301.
ALTERNATIVES
The following alternatives are presented for Council consideration:
Alternative 1: Adopt the original Plans and Specification for the Glendale A&E Improvements on Artsakh Avenue Project and direct the City Clerk to advertise for bids.
This alternative would not add additional project costs with an estimated project completion in October 2024.
Alternative 2: Authorize staff to negotiate a professional services agreement amendment with S111 for the additional design work. This alternative would add up to $709,000 to project costs with an estimated project completion in February 2026.
Alternative 3: The City Council may consider any other alternative not proposed by staff. 6 of 11
