A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GLENDALE INITIATING THE FISCAL YEAR 2023-2024 LEVY OF

ANNUAL ASSESSMENT AND ORDERING THE PREPARATION OF

THE ENGINEER'S REPORT FOR THE NORTH SAN FERNANDO

ROAD CORRIDOR LANDSCAPE MAINTENANCE DISTRICT
WHEREAS, the Landscaping and Lighting Act of 1972, Streets and Highways Code, Subsection 22620, et seq., (the “Act”) requires the City to complete the levy of annual assessment; and
WHEREAS, the Act requires the City to complete the levy of annual assessment prior to August 10th of each year or the consent of the County Auditor must first be obtained; and WHEREAS, in order to undertake the levy of annual assessment for the North San Fernando Road Corridor Landscape Maintenance District (the “District”), the City Council must first adopt a resolution generally describing any proposed new improvements or any substantial changes in existing improvements in the District and ordering the Engineer to prepare and file a report. Said Engineer's Report proposes to establish an assessment rate based on the average assessment representing the average between the assessment computed based on frontage or average lot width; and the assessment computed based on the area of the Iot.

WHEREAS, the Act also specifies that a public hearing to hear any objections to the proposed annual levy of assessment be scheduled, and said public hearing will be fixed at the time the City Council adopts a resolution declaring its intent to levy and collect the annual assessment; and
WHEREAS, to complete the levy of annual assessment in a proper and timely manner, the City Council is initiating the 2023/2024 Fiscal Year assessment by adopting this Resolution pursuant to Streets and Highways Code, §22622, generally describing any proposed new improvements, ordering the Engineer to prepare and file a report, and setting a public;hearing date to hear any objections on the proposed levy of annual assessment.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GLENDALE DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1. The City Council orders the preparation and filing of the Fiscal Year 2023/2024 Engineer's Report for North San Fernando Road. Corridor Landscape..Maintenance . District in accordance with Article 4 (commencing with Section 22565) of Chapter 1 of the California Streets and Highways Code. Said Engineer's Report shall include existing and proposed public improvements authorized by law, including:

1. Installation or planting of landscaping;

2. Installation of curbs, gutters, walls, sidewalks, or paving, or water, irrigation systems, drainage, or electrical facilities; and

3. The maintenance or servicing, or both, of any of the foregoing. 8a

SECTION 2. The Mayor is hereby authorized to affix his/her signature to this Resolution indicating City Council's approval and the City Clerk, or his/her duly appointed deputy, is instructed to attest thereto.

WHEREAS, the City Council has, by previous Resolution, ordered the preparation of an Engineer's Report (hereafter referred to as the “Report’) regarding the assessment district designated as the “North San Fernando Road Corridor Landscape Maintenance District” (hereafter referred to as the “District’), and the levy and collection of assessments related thereto for Fiscal Year 2023-2024, pursuant to the provisions of the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code of California, beginning with Section 22500 (hereafter referred to as the “Act”); and WHEREAS, there has now been presented to this City Council the Report as required by Chapter 2, Article 1, Section 22586 of the Act; and
WHEREAS, the City Council has carefully examined and reviewed the Report as presented, and is preliminarily satisfied with the District, the improvements described therein, each and all of the budget items and documents as set forth therein, and is satisfied that the proposed annual assessments, on a preliminary basis, have been spread in accordance with the special benefits received from the improvements, operation, administration, maintenance and services to be performed within the District, as set forth in said Report.

NOW, THEREFORE, BE IT RESOLVED, DETERMINED, AND ORDERED BY THE CITY COUNCIL OF THE CITY OF GLENDALE, AS FOLLOWS:

SECTION 1. The preceding recitals are all true and correct.

SECTION 2. The Report consists of the following:
e« A Description of Improvements.
e A Diagram of the District.
e The proposed Annual Budget for the fiscal year (Costs and Expenses). ¢ The Method of Apportionment that details the method of calculating each parcel’s proportional special benefits and annual assessment.
e The District Roll containing the Levy for each Assessor Parcel Number within the District commencing Fiscal Year 2023-2024.

SECTION 3. The District and the associated assessments as outlined in the Engineer's Report are in compliance with the provisions of California Constitution Article XIIID. 8a2

SECTION 4. The Report is hereby approved on a preliminary basis, and ordered to be filed in the Office of the City Clerk as a permanent record and to remain open to public inspection.

HIGHWAYS CODE, AND SETTING THE TIME AND PLACE OF THE

HEARING ON OBJECTIONS THERETO
WHEREAS, the City Council has, by previous Resolutions, formed the North San : Fernando Road Corridor Landscape Maintenance District (hereinafter referred to as the a "District"), and has initiated proceedings for Fiscal Year 2023-2024, pursuant to the provisions : of the Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code of California, beginning with Section 22500 (hereinafter referred to as the “Act") authorizing the levying and collection of assessments by the County of Los Angeles for the City of Glendale in order to pay the maintenance and services of all improvements and facilities related thereto; and
WHEREAS, the boundaries of the District generally include the parcels of land bounded by Linden Avenue to the North, San Fernando Road to the East (including properties on the east side of San Fernando Road), Fairmont Avenue and Highway 134 to the South, and Interstate 5 to the West; and
WHEREAS, in order to maintain public landscaping within the District for Fiscal Year 2023-2024, it is the intention of the City Council to levy and collect assessments pursuant to the Act for the maintenance, servicing and operation of landscape maintenance within street medians and parkways; and
WHEREAS, reference is hereby made to the Report of the Engineer on file with the City Clerk and available for public inspection for a detailed description of the improvements, the boundaries of the Assessment District, and any zones therein, and the proposed assessments upon assessable lots and parcels of land within the District (the “Engineer's Report”); and WHEREAS, the Engineer's Report analyzed District needs, associated costs, the benefit to properties within the District and determined that the Fiscal Year 2023-2024 assessment need should be based in proportion to the estimated benefits to be received by such properties, and that all benefiting properties, including public agencies, will be assessed their proportionate share of the costs of the District.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE, AS FOLLOWS:

SECTION 1. NOTICE 1S HEREBY GIVEN that the City Council hereby fixes Tuesday, 7 July 11, 2023, at 6:00 p.m., in the Glendale City Hall Council Chambers, located at 613 E.

INTO CONTRACTS FOR THE PURCHASE OR SALE OF ENERGY COMMODITIES

AND SERVICES (NATURAL GAS OR ELECTRICAL ENERGY, INCLUDING

RENEWABLE AND CARBON ATTRIBUTES AND THE TRANSFER OF INITIATING

AND CLEARING BROKER SERVICES) FOR A TERM NOT TO EXCEED FIVE YEARS

IN DURATION AND DISPENSING WITH COMPETITIVE BIDDING
WHEREAS, on June 28, 2022, the City Council authorized the City Manager (or his designee) to arrange for the purchase, sale, storage and transmission of electric energy and fuels for electric generation, including renewable and carbon attributes, for terms not to exceed five years in duration, including the use of financial instruments to stabilize prices; and
WHEREAS, said authorization expires on June 30, 2023 and requires renewal annually; and
WHEREAS, the City and Glendale Water & Power (GWP) have successfully implemented last year’s authorization through the Energy Risk Management Policy and Energy Trading Authority Policy to minimize fuel and power purchase costs.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF - GLENDALE:

Section 1: Pursuant to the City Charter, Article VI, Section 9, the Council does hereby authorize the City Manager or his designee, to arrange by letter or contractual agreement, (i) the purchase, sale and transmission of electrical energy and capacity, ancillary services, electrical transmission and transmission capacity, and renewable and carbon attributes, on either a bundled or unbundled basis; (ii) trading in carbon markets, including the purchase and sale of Low Carbon Fuel Standard Credits; (iii) the purchase, sale, storage, scheduling and transportation of fuels for electrical generation and the transfer of initiating and clearing brokers services, between the City of Glendale and other parties for terms not to exceed five years in duration. Such contractual agreements may include financial instruments for the purpose of stabilizing prices. This authorization shall be in’effect through June 30, 2024, and the General Manager of GWP shall bring this authorization back to the Council for reconsideration on an annual basis.

Section 2: The Council does hereby clarify that the term “financial instruments” in Section 1 above is intended and acknowledged to mean future contracts, options, and swaps under International Swaps and Derivatives Association (“ISDA”) Master Agreements or through a brokerage account, and related documents which will be used to hedge against price fluctuations in both the fuels for electric generation and electric energy markets.

Section 3: The Council hereby finds that pursuant to Glendale City Charter Article VI, Section 9, that said transactions must be completed in a rapidly changing energy market and that it is not practical nor in the City’s best interest, to subject these I

transactions to the City of Glendale’s bidding requirements, and therefore, the Council hereby dispenses with competitive bidding for these transactions.

ADOPTING APPROPRIATIONS LIMIT FOR THE CITY OF GLENDALE
WHEREAS, California State law requires the adopting of an annual appropriations limit for the City of Glendale; and
WHEREAS, the Finance Department has calculated the appropriations limit for the Fiscal Year 2023-24 and in doing so has elected to use the change in the City of Glendale’s population and the change in the City of Glendale’s local assessment roll from the preceding year that is due to the addition of local non-residential new construction; and WHEREAS, the Finance Department will retain these working papers on file for a period of fifteen (15) days as required under the law;

NOW THEREFORE, BE IT RESOLVED BY THE COUNCILOF THE CITY OF GLENDALE THAT THE COUNCIL does hereby adopt the appropfiations limit for the Fiscal Year 2023-24 of $382,980,637.

REDUCING THE PERCENTAGE OF OPERATING REVENUE OF THE GLENDALE

WATER AND POWER DEPARTMENT TO BE TRANSFERRED FROM GLENDALE

WATER AND POWER (ELECTRIC) TO THE GENERAL RESERVE FUND
FOR FISCAL YEAR 2022-23
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

WHEREAS, Section 22, Article XI of the City Charter provides that at the end of each fiscal year an amount equal to twenty-five percent (25%) of the operating revenue of the Glendale Water and Power Department for each year, hereinafter referred to as "revenue", excluding receipts from water or power supplied to other cities or utilities at the wholesale rates, shall be transferred from the Glendale Water and Power Surplus Fund to the General Reserve Fund; provided that the Council may annually, at or before the time for adopting the General Budget for the ensuing fiscal year, reduce said amount or wholly waive such transfer, if, in its opinion, such reduction or waiver is necessary to insure the sound financial position of said Glendale Water and Power Department, and it shall so declare by resolution; and
WHEREAS, prior to the time for adopting the General Budget for the Fiscal Year 2022-23, the Council has considered the matter and determined that the transfer should again be suspended for the Water Works Enterprise and decided that it should be reduced to (an estimated $19,550,720) of said revenue for the Electric Works Enterprise and that such reduction is necessary to insure the sound financial position of the Glendale Water and Power Department.

WHEREAS, Section 15, Article XI of the City Charter provides that in any fiscal year in which the total balance in the General Reserve Fund exceeds fifty percent (50%) of the total amount of the anticipated ad valorem tax receipts for that year, the Council may appropriate such excess for any City purpose without returning the same to the General Reserve Fund.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

1. The amount of operating revenue to be transferred from Glendale Water and Power Surplus Fund for the Fiscal Year 2022-23 shall be continued to be suspended of said Water Works, and that such suspension is necessary to insure the sound financial position of the Glendale Water and Power Department.

2. Ten percent (10%) of Electric Works operating revenue for the 2022-23 Fiscal Year (estimated at $19,550,720) shall be transferred from the Electric Works Revenue Fund to the Glendale Water and Power Surplus - Fund and further transferred to the General Reserve Fund for Fiscal Year 2022-23, and that such reduction from 25% to 10% of operating revenues is necessary to insure the sound financial position of the Glendale Water and Power Department.

3. If the total balance in the General Reserve Fund prior to said transfer of Electric Works operating revenue exceeds fifty percent (50%) of the total amount of the anticipated ad valorem tax receipts for Fiscal Year 2022-23, then the amount so transferred to the General Reserve Fund pursuant to Section 2 above shall be transferred from the General Reserve Fund to the General Budget Fund.

RESOLUTION NO. 23-82

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA

ADOPTING A GENERAL BUDGET, ENTERPRISE BUDGETS, AND OTHER MISCELLANEOUS BUDGETS FOR THE FISCAL YEAR 2023-24
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

SECTION 1: The proposed City Budget is hereby approved and adopted as the Budget of the City, for fiscal year 2023-24.

SECTION 2: The amount of $314,485,272 shall constitute the General Fund appropriation for fiscal year beginning July 1, 2023.

SECTION 3: The amount of $145,322,171 shall constitute the Specia] Revenue Funds appropriation for the fiscal year beginning July 7, 2023.

SECTION 4: The amount of $2,993,300 shall constitute the Debt Service Funds appropriation for the fiscal year beginning July 1, 2023.

SECTION 5: The amount of $21,390,000 shall constitute the Capital Improvement Funds appropriation for the fiscal year beginning July 1, 2023.

SECTION 6: The amount of $543,524,279 shall constitute the Enterprise Funds appropriation for the fiscal year beginning July 1, 2023.

SECTION 7: The amount of $145,064,184 shall constitute the Internal Service Funds appropriation for the fiscal year beginning July 1, 2023.

SECTION 8: The number of authorized classified and unclassified budgeted salaried. positions is 1,613.

SECTION 9: The Director of Finance and Information Technology is authorized to make such other revisions, individual appropriation line-items, changes in summaries, fund totals, grand totals, and other portions of the budget document as necessary to reflect and implement the changes specified in this resolution. 9a2

SECTION 10: The Director of Finance and Information Technology is authorized to make such revisions, as permitted by the Charter, necessary in order to implement changes in expenditures due to final negotiations of City of Glendale employee associations Memorandums of Understanding.

SECTION 11: The City Manager or his/her designee is authorized by the City Council to assign fund balance in the “Assigned” category, which is comprised of amounts intended to be used by the City for specific purposes but are not restricted or committed. The financial policies of the City will also be updated to reflect this\delegation or authority.

SECTION 12: The City Clerk shall certify to the adoption of\this Resolution.

WHEREAS, the City of Glendale (hereinafter referred to

as “City”) has established a system of classification for all positions within the City service with descriptive occupational titles used to identify and distinguish positions from one another based on job duties, essential functions, knowledge, skills, abilities and minimum requirements; and
WHEREAS, it is in the City’s best interest to
periodically add and delete classification titles to ensure that the City’s classification plan and organizational structure is -contemporary and best meets the needs of its operating departments; and
WHEREAS, the City has established a system of
compensation for the classification titles listed herein, based on collective bargaining agreements, resolutions and agreements as approved and adopted by the City Council.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GLENDALE:
; Section 1. The classification titles hereinafter
designated in this Resolution, except insofar as they are : 1

specifically provided for in.The Charter of the City of Glendale, are hereby created.

Section 2. As to the persons in the various
classification titles herein mentioned subsequent to the effective date of this Resolution, the increases or decreases in rates of compensation set forth herein shall be effective on the date as set forth in Section 8 of this Resolution.

Section 3. The following schedule of compensation
rates, attached hereto and incorporated herein as Exhibit "A" and labeled "Salary Range Amounts”, shows standard salary range numbers, the salary steps designated by number, and unless otherwise specified, the full-time monthly rates (in dollars) for all classification titles.

Section 4. The salary range numbers assigned to each
classification are set forth alphabetically in Sections 4.1 through 4.3, inclusive, of this Resolution.

* Exempt from Fair Labor Standards Act
Section 5(a). The base salaries stated herein include
the employees’ portion of the contributions made to the PERS retirement system and a portion of the employer’s portion of the contributions made to the PERS retirement system. These contributions are up to eight percent (8%) of the base salaries for non-Safety employees and nine percent (9%) of the base salaries for Fire and Police Safety employees. Additionally, employees pay a portion of the employer’s contributions made to the PERS retirement system as provided for in the respective Memorandum of Understanding. The City does not reimburse employees for their PERS contributions, therefore their effective salaries are reduced by this amount from the amounts stated in this resolution.

Section 5 (b). Effective the first day of the pay
period that includes July 1, 2023, the portion of the employer PERS contribution paid by General Manager Non-Safety Sworn employees shall decrease by one and one-quarter percent (1.25%), for a total employee contribution of one and three-quarters 15 percent (1.758).

Section 6. The provisions of this Resolution so far as
they are substantially the same as the provisions of previous classification/compensation resolutions and/or ordinances, and any amendment thereto, must be construed as continuations thereof and not as original enactments,
Section 7. It is hereby declared to be the intention
of the Council that the sections, paragraphs, lines, sentences, clauses and phrases of this Resolution are severable, and if any phrase, clause, sentence, line, paragraph or section of this Resolution shall be declared unconstitutional by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, lines, paragraphs and sections of this Resolution.

SECTION 8. EFFECTIVE DATE. This Resolution shall take
effect and be in full force effective the first pay period that includes July 1, 2023.
(a) In addition to the compensation rates set
forth herein, effective the commencement of the first pay period that includes July 1, 2023, all General Manager Non- Safety Sworn classifications listed in Section 4 shall
receive a one and one-quarter percent (1.25%) wage increase to the wages previously in effect.
(b) In addition to the compensation rates set
16 forth herein, effective the commencement of the first pay period that includes July 1, 2024, all Sworn Fire Manager classifications listed in Section 4 shall be eligible to receive a one percent (1.00%) wage increase to the wages previously in effect.
(c) In addition to the compensation rates set
forth herein, effective the commencement of the first pay period that includes July 1, 2024, all Sworn Fire Manager classifications listed in Section 4 shall have an additional salary step added to the salary ranges, which shall be in the amount of five and one-half percent (5.50%) above the existing Stép 6 of the same salary ranges. With the
addition of the salary step, the current step 1 shall be eliminated, thus maintaining six salary steps within the range.
(d) In addition to the compensation rates set
forth herein, effective the commencement of the first pay period that includes July 1, 2023, all Sworn Police Manager classifications listed in Section 4 shall be eligible to receive a two and one-half percent (2.50%) wage increase to the wages previously in effect.
(e) In addition to the compensation rates set
forth herein, effective the commencement of the first pay period that includes July 1, 2023, all Sworn Police Manager classifications listed in Section 4 shall have an additional 17 salary step added to the salary ranges, which shall be in the amount of four and one-half percent (4.50%) above the existing Step 6 of the same salary ranges.

COMPENSATION FOR EMPLOYEES OF THE CITY OF GLENDALE
4 . COVERED BY THE GLENDALE CITY EMPLOYEES’ ASSOCIATION

MEMORANDUM OF UNDERSTANDING, INCLUDING CONFIDENTIAL

AND HOURLY CLASSIFICATIONS
WHEREAS, the City of Glendale (hereinafter referred to
Bo as “City”) has established a system of classification for all positions within the City service with descriptive occupational titles used to identify and distinguish positions from one another based on job duties, essential functions, knowledge, skills, abilities and minimum requirements; and
WHEREAS, it is in the City’s best interest to
periodically add and delete classification titles to ensure that the City’s classification plan and organizational structure is contemporary and best meets the needs of its operating
departments; and
WHEREAS , the City has established a system of
compensation for the classification titles listed herein, based on collective bargaining agreements, resolutions and agreements as approved and adopted by the City Council.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GLENDALE:

Section 5 (a). The base salaries stated herein
include the employees portion of the contributions made to the PERS retirement system and a. portion of the employer’s portion of the contributions made to the PERS retirement system. The City does not reimburse employees for their PERS contributions, therefore their effective salaries are reduced by this amount from the amounts stated in this Resolution.

Section 5 (b). Effective the first day of the pay
period that includes July 1, 2023, the portion of the employer PERS contribution paid by the employees shall decrease by one- half percent (0.5%), for a total employee contribution of two and one-half percent (2.50%).

Section 7. It is hereby declared to be the intention of 1]

the Council that the sections, paragraphs, lines, sentences, clauses and phrases of this Resolution are severable, and if any phrase, clause, sentence, line, paragraph or section of this Resolution shall be declared unconstitutional by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, lines, paragraphs and sections of this Resolution.

Section 8. Effective Date. This Resolution shall take
effect and be in force effective the first pay period that includes July 1, 2023.
(a) Effective the commencement of the first pay period
that includes July 1, 2023, all classifications listed in Sections

4.1 through 4.3, inclusive, shall be eligible to receive an additional one and one-half percent (1.50%) wage increase to the wages previously in effect.
(b) The City is authorized to adjust the salary ranges
of classifications and related occupational series contained ‘within Sections 4.1 through 4.3, inclusive, which are affected by legislative action by any governmental entity that increases the minimum wage of jurisdictions within the City of Glendale.

A RESOLUTION OF THE CITY OF GLENDALE PROVIDING FOR THE

ESTABLISHMENT OF CLASSIFICATION TITLES AND

COMPENSATION FOR EMPLOYEES OF THE CITY OF GLENDALE

REPRESENTED BY THE INTERNATIONAL BROTHERHOOD OF
ELECTRICAL WORKERS, LOCAL 18
WHEREAS, the City of Glendale (hereinafter referred to
as “City”) has established a system of classification for all positions within the City service with descriptive occupational titles used to identify and distinguish positions from one another based on job duties, essential functions, knowledge, skills, abilities, and minimum requirements; and
WHEREAS, it is in the City’s best interest to
periodically add and delete classification titles to ensure that the City’s classification plan and organizational structure is contemporary and best meets the needs of its operating
departments: and
WHEREAS, the City has established a system of
compensation for the classification titles listed herein, based on collective bargaining agreements, resolutions and agreements as approved and adopted by the City Council.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF GLENDALE:

Section 1. The classification titles hereinafter
designated in this Resolution, except insofar as they are 9a5

specifically provided for in The Charter of the City of Glendale, are hereby created.

Section 2. The following schedule of compensation
rates, attached hereto and incorporated herein as Exhibit "A" and labeled "Salary Range Amounts”, shows standard salary range numbers, the salary steps designated by number, and unless otherwise specified, the full-time monthly rates and special rates (in dollars) for all classification titles.

Section 3. The salary range number assigned to each
classification are set forth alphabetically in Sections 4.1 through 4.3, inclusive, of this Resolution.

A RESOLUTION OF THE CITY OF GLENDALE PROVIDING FOR THE

ESTABLISHMENT OF CLASSIFICATION TITLES AND COMPENSATION FOR

EXECUTIVE LEVEL EMPLOYEES OF THE CITY OF GLENDALE
WHEREAS, the City of Glendale (hereinafter referred to as “City”) has established a system of classification for all positions within the City service with descriptive occupational titles used to identify and distinguish positions from one another based on job duties, essential functions, knowledge, skills, abilities and minimum requirements; and
WHEREAS , it is in the City’s best interest to periodically add and delete classification titles to ensure that the City’s classification plan and organizational structure is contemporary and best meets the needs of its operating departments; and
WHEREAS, the City has established a system of compensation for the classification titles listed herein, based on collective bargaining agreements, resolutions and agreements as approved and : adopted by the City Council.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:

Section 1. The classification titles hereinafter designated . in this Resolution, except insofar as they are specifically provided for in The Charter of the City of Glendale, are hereby created. jj Section 2. As to the persons in the various classification 9a6

titles herein mentioned subsequent to the effective date of this Resolution, the increases or decreases in rates of compensation set forth herein shall be effective on the date as set forth in Section 9 of this Resolution.

Section 3. The following schedule of compensation rates, attached hereto and incorporated herein as Exhibit "A" and labeled "Salary Range Amounts”, shows standard salary range numbers, the salary steps designated by number, and unless otherwise specified, the full- time monthly rates in dollars) for all classification titles.

Section 5 (a) The base salaries stated herein include the employees’ portion of the contributions made to the PERS retirement system. These contributions are up to eight percent (8%) of the base salaries for non-Safety employees and nine percent (9%) of the base salaries for Fire and Police Safety employees. Additionally, employees pay a portion of the employer’s contributions made to the PERS retirement system in the amount of three percent (3%) The City does not reimburse employees for their PERS contributions, therefore their effective salaries are reduced by this amount from the amounts stated in this Resolution.

Section 5 (b) In addition to the compensation rates set forth herein, effective the commencement of the first pay period that includes July 1, 2023, all appointed and elected non-Safety Executive level classifications listed in Section 4, with the exception of City Manager and City Attorney, shall receive a one and one-quarter percent (1.25%) wage increase to the wages previously in effect. In addition to the compensation rates set forth herein, effective the commencement of the first pay period that includes July 1, 2023, the appointed Executive in the classification of Police Chief shall receive a two and one-half percent (2.5%) wage increase to the wages previously in

effect. In addition to the compensation rates set forth herein, effective the commencement of the first pay period that includes July 1, 2023, the appointed Executive in the classification of Fire Chief shall receive a one and one-quarter percent (1.25%) wage increase to the wages previously in effect.
‘Seetion 5 (c) Effective the first day of the pay period that includes July 1, 2023, the portion of the employer PERS contribution paid by the employees shall decrease by one and one-quarter percent (1.25%), for a total employee contribution of one and three-quarters percent (1.75%).

Section 6. Except as otherwise restricted by Charter, the City Manager may set Executive Salaries in Section 4 anywhere within the range between and including Step 1 and Step 8.

Section 7. The provisions of this Resolution so far as they are substantially the same as the provisions of previous classification/compensation resolutions and/or ordinances, and any amendment thereto, must be construed as continuations thereof and not as original enactments.

Section 8. It is hereby declared to be the intention of the Council that the sections, paragraphs, lines, sentences, clauses and phrases of this Resolution are severable, and if any phrase, clause, sentence, line, paragraph or section of this Resolution shall be declared unconstitutional by the valid judgment or decree of a court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, lines, paragraphs and sections of

this Resolution.

SECTION 9. EFFECTIVE DATE. This Resolution shall take effect and be in force effective the first pay period that includes July 1, 2023.

CALIFORNIA, APPROVING THE GLENDALE WATER & POWER PUBLIC BENEFIT PROGRAMS PLAN AND THE LOW CARBON FUEL STANDARD PROGRAMS PLAN FOR FISCAL YEARS 2023-2024 AND 2024-2025 AND AUTHORIZING

AGREEMENTS TO IMPLEMENT SAID PROGRAMS
| : WHEREAS, the City of Glendale, through Glendale Water & Power ("GWP"), 4 operates a municipal utility for the distribution of electrical energy to the citizens of the City of Glendale; and
WHEREAS, beginning in January 1, 1998, California State law mandated that each local publicly-owned electric utility establish a non-bypassable, usage-based - charge on local distribution service of 2.85% to fund investments in programs "for the Public Good" (hereinafter "Public Benefit Charge" or "PBC"); and WHEREAS, the state-mandated Public Benefit Charge was adopted by the City Council and codified as Section 13.44.425 of the Glendale Municipal Code, 1995, effective January 1, 1998; and
WHEREAS, subsequent amendments to the California Public Utilities Code necessitated significant increases in PBC program production and reporting as well as new program offerings; and
WHEREAS, on February 12, 2008, the City Council adopted changes to the City's existing solar programs, as well as an increase in the PBC to 3.6% of retail electricity charges; and
WHEREAS, the PBC charge has remained in effect and has not been extended or increased since February 12, 2008, and the proposed Public Benefit Charge Program for FY 2020-2021 implements the PBC charge as set forth in GMC Section 13.44.425; and
WHEREAS, State law requires that the PBC program allocate funding into four categories: low-income, energy efficiency, renewable resources, and research and development; and
WHEREAS, the Public Benefit Programs Plan for FY 2023-2024 and FY 2024- 2025 is set forth in Exhibit 1 hereto allocates funds into various programs within the categories specified by State law and by Section 13.44.425 of the Glendale Municipal Code; and
WHEREAS, the Low Carbon Fuel Standard (LCFS) Program was established by the California Air Resource Board (CARB) to reduce the carbon intensity (Cl) of transportation fuels in California, and is one of several key measures that have been implemented to reduce greenhouse gas emissions in California; and 9a7

WHEREAS, the LCFS Program generates credits from low Cl transportation fuels, such as electricity, and those credits may be monetized and used for transportation electrification programs, including education, and to provide benefits to electric vehicle (EV) customers; and
WHEREAS, although GWP is not directly required to comply with the LCFS .

Program, GWP opted into the LCFS Program in 2017 to generate LCFS credits for its EV charging station installations and to promote EVs in Glendale; and WHEREAS, on June 30, 2020, the City Council authorized the City of Glendale's participation in the Clean Fuel Reward (CFR) program, a statewide program that provides point-of-purchase electric vehicle (EV) rebates, pursuant to 17 California Code of Regulations §95483(c)(1)(A)1; and by participating in the CFR program, the City of Glendale remains eligible to continue to receive LCFS funding for transportation electrification programs; and '
WHEREAS, the GWP Low Carbon Fuel Standards Programs Plan for Fiscal Years 2023- 2024 and 2023-2024 set forth in Exhibit 1 hereto allocates LCFS funds for transportation electrification programs for the City of Glendale, including the CFR Program.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ~ GLENDALE:

SECTION 1: The Council has reviewed the GWP Public Benefit Programs Plan for Fiscal Years 2023-2024 and 2024-2025 and does hereby adopt the GWP Public Benefit Programs Plan for Fiscal Years 2023-2024 and 2024-2025 as set forth as Exhibit 1 to this Resolution.

SECTION 2: The Council has reviewed the GWP Low Carbon Fuel Standard Programs Plan for Fiscal Years 2023-2024 and 2024-2025 and does hereby adopt the GWP Low Carbon Fuel Standard Programs Plan for Fiscal Years 2023-2024 and 2024- 2025 as set forth as Exhibit 1 to this Resolution.

SECTION 3: The City Manager or his designee is hereby authorized to execute such agreements, amendments, task orders, and other documents with the Southern California Public Power Authority and the contractors identified in Exhibit 1 as may be necessary to implement the programs identified therein. The form of such agreements, amendments, task orders, and other documents shall be subject to the review and approval of the City Attorney.

SECTION 4: The Council does hereby authorize the City Manager or his designee to move appropriations without limit between detail accounts comprising the budget detail of any single budget appropriation for the various approved GWP Public Benefit Charge programs set forth in the GWP Public Benefit Programs Plan for Fiscal Years 2023-2024 and 2024-2025 of Exhibit 1, based upon public needs, energy efficiency needs, and program participation levels.

SECTION 5: The Council does hereby authorize the City Manager or his designee to move appropriations without limit between detail accounts comprising the budget detail of any single budget appropriation for the various approved Low Carbon Fuel Standards programs set forth in the GWP Low Carbon Fuel Standard Programs Plan for Fiscal Years 2023-2024 and 2024-2025 of Exhibit 1 based upon public needs and program participation levels or as otherwise may be required pursuant to the CFR program.

CALIFORNIA REVISING THE TENTATIVE TIMELINE FOR

CONDUCTING PUBLIC HEARINGS, FORMULATING PROPOSED

DISTRICT MAPS, AND PRESENTING PROPOSED BALLOT

LANGUAUGE FOR CHARTER AMENDMENTS TO COUNCIL FOR

CONSIDERATION FOR PLACEMENT ON THE BALLOT
WHEREAS, pursuant to Article IV, Section 1 of the City Charter, the five (5) members of the Council of the City of Glendale are currently elected through at-large elections, that is, each member is elected through a city-wide vote; and WHEREAS, the California Legislature amended Elections Code Section 10010 to provide a method whereby a jurisdiction can transition to a district-based election system under circumstances specified therein; and
WHEREAS, the Council adopted Resolution No. 23-55 on May 2, 2023 initiating procedures for the transition from at-large council elections to council districts and to consider changes to the City’s governance structure to include a directly elected mayor and consideration of modifying the number of Council seats from five to six; and WHEREAS, the City has retained an experienced, qualified demographer, National Demographics Corporation, to assist the City in the development of a proposal for a district- based electoral system; and
WHEREAS, prior to the City Council's consideration of the necessary approvals to establish district boundaries for a district-based electoral system and holding a public hearing on those approvals, California Elections Code Section 10010 requires all of the following:

1. Prior to drawing a draft map or maps of the proposed boundaries of the districts, the City shall hold at least two (2) public hearings over a period of no more than thirty (30) days, at which the public will be invited to provide input regarding the composition of the districts.

2. After all draft maps are drawn, City shall publish and make available for release at least one draft map and, if members of the City Council will be elected in their districts at different times to provide for staggered terms of office, the potential sequence of the elections shall also be published.

3. The City Council shall also hold at least two (2) additional hearings over a period of no more than forty-five (45) days, at which the public shall be invited to provide input regarding the content of the draft map or maps and the proposed sequence of elections, if applicable.
4, The first version of a draft map shall be published at least seven (7) days before consideration at a hearing. If a draft map is revised at or following a hearing, it shall be published and made available to the public for at least seven (7) days before being : 4

WHEREAS, Resolution No. 23-55 approved a tentative timeline for the process for the transition to Council districts; and
WHEREAS, Resolution No. 23-55 authorizes revisions to the timeline as the process progresses and the Council desires to now amend the timeline.

NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Glendale, California declares, directs and orders as follows:

The Council hereby approves the revised tentative timeline as set forth in Exhibit A, attached to and made a part of this resolution, for conducting public hearings to solicit and receive public input and testimony on proposed district-based electoral maps and for the City Council’s evaluation, and possible refinement and ultimate adoption of a district-based election system for election of City Council members. 2: The timeline contained in Exhibit A may be adjusted by the Council in future consent calendars as the Council and City Attorney deem necessary or appropriate to enhance the process of receiving public input and Council consideration of districting options, provided that such adjustments shall not prevent the City from complying with the general time frames specified by Elections Code Section 0 for public hearings, or such other timeframes as may be convenient and appropriate.
