The Special Public Meeting of the Glendale City Council convened in the City Hall Council Chambers, in said City, at 3:07 p.m. on the above date, pursuant to a call for such meeting signed by the City Clerk of the City Council, and on file with the City Clerk, a copy of which is as follows:

A SPECIAL PUBLIC MEETING of the City Council is hereby called to meet at 2:00 PM on Tuesday, October 10, 2023, in the Council Chamber, 613 E. Broadway, 2nd Floor, Glendale, CA 91206 to consider the following item(s) of business, to wit;
1. Libraries, Arts, and Culture, re: City-Wide Public Art Landmarks: Central Park Ground-level Sculpture
a. Motion authorizing the City Manager, or a designee, to enter into an Agreement for Commission of Artwork with Gegham Abrahamyan in an amount not to exceed $100,000 dispersed from the Urban Art Fund, to design, fabricate, and install a public art piece entitled, “Reality Series,” for the Central Park Ground-level Sculpture
2. Management Services, re: Consideration of Establishing a Sister City Relationship with the City of Santa Rosa, Laguna in the Philippines
a. Resolution Establishing a Sister City Program with the City of Santa Rosa, Laguna in the Philippines
3. Public Works, re: On-Call Sewer and Storm Drain Repair Services, Contract Change Order
a. Motion authorizing the City Manager or a designee to execute the contract change order to contract 8001420 with W.A. Rasic Construction Company, Inc. for sewer upgrades and increasing the contract amount by $950,000 b. Resolution of appropriation to shift funds in the amount of $650,000 for the On-Call Sewer and Storm Drain Repair Services
4. Public Works, re: AB-43 Business Activity Districts (PRESENTATION ONLY) Written Notice of said meeting was given, which Notice consisted of a copy of the foregoing Call, and was served on each Member of the Council not joining in the Call, and upon the in said City not less than 24 hours before the time fixed in said Call for said meeting, as follows:
