M O T I O N
Moved by Council Member ________________________________, seconded by Council Member __________________________________, that the Council of the City of Glendale finds that that the Council of the City of Glendale, having previously by Resolution No. 23-24, authorized the General Manager of Glendale Water & Power Department (GWP) to issue a Request For Proposal (RFP) using the Engineer, Procure, Construct (EPC) project delivery method for the design, engineering and construction of the Solar Photovoltaic System at Eight Proposed Sites, hereby accepts and approves the proposal of Solar Optimum, Inc. for the design, engineering and construction of Solar Photovoltaic System at the following sites: 1) Sports Complex, 2) Glendale Community College Lot 34, 3) Utility Operations Center, 4) Central Library, and 5) GWP Perkins Building, as recommended by the Report dated November 28, 2023 by the General Manager of GWP. The City Manager, or his designee, subject to approval by the City Attorney, is authorized to enter into an EPC contract with Solar Optimum, Inc. in the not-to-exceed amount of $9,953,000, plus a fifteen percent (15%) contingency in the amount of $1,492,950, after the effective date of the ordinance adopting a new electric rate plan as proposed by the Report to Council and Cost of Service Analysis (COSA) considered on November 14, 2023, and a determination by the City Manager that the rate plan and bond financing issued for the project will be sufficient to pay for said EPC contract.
