EXECUTIVE SUMMARY
A FY 2019-2020 Annual Action Plan Substantial Amendment for CDBG, ESG, and HOME is required by HUD to reprogram CARES Act funding.
The City of Glendale received a total of $2,790,867 in CDBG CARES Act funds in two rounds of funding with an expenditure deadline of July 16, 2026. Currently the City of Glendale has expended $2,383,861 (85%) of the CDBG CARES Act funds and anticipates meeting the expenditure deadline by reprogramming the fund balance.
CARES Act funding from CV1 and CV3 totaling $169,290.27 remains in undesignated fund balance from previous CARES Act programs. The program funded have to have a HUD “PPR” tieback to prevent, prepare for, and/or respond to pandemic.
At the October 23, 2023 meeting of the CDBG Advisory Committee, the Committee approved the staff recommendation and recommended to City Council to fund City and community agencies which currently provide food assistance programs as follows:
• $49,290.27 City of Glendale-Senior Nutrition/Services Program • $40,000.00 Armenian Relief Society Food Pantry Services • $40,000.00 Salvation Army of Glendale People’s Choice Market • $40,000.00 Catholic Charities of Los Angeles-Glendale Loaves & Fishes CARES If approved, the above community agencies would execute an 18-month contract with the City to provide food assistance from January 1, 2024 through June 30, 2025.
Since the pandemic and return to regular operations, the City’s Home Delivered Meals program has seen a 20% increase in meal service requests for homebound seniors.
CARES Act funding will provide the Senior Nutrition/Services Program with an additional 10,376 meals through June 30, 2026 in CARES Act gap funding.

ANALYSIS
The CARES Act made available a total of $5 billion in Community Development Block Grant–Coronavirus (CDBG-CV) funds to be used, provided they follow the “PPR Tieback” to prevent, prepare for, and respond to coronavirus and to support additional activities to mitigate the impacts of COVID-19. The funds were distributed to states and cities in various rounds. For CDBG-CV1, the first $2 billion was allocated to entitlements (cities) based on the FY 2020 CDBG formula, $1 billion was allocated to states only, and the remaining $2 billion allocated to states and local governments. In total, the City of Glendale (City) received $2,790,867 in combined CDBG-CV1 and CV3 funds through HUD in Round 1 and Round 3.
CARES Act funding is not limited for public social services as traditional HUD entitlement requires. One of the flexibilities provided by HUD through the CARES Act is the elimination of the 15% cap, allowing cities the flexibility to spend more money on funding public social services to help address challenges facing the community related to COVID-
19. However, pre-qualification requirements of CDBG program eligibility remain unchanged.
City and community agencies applying for CARES Act funds must demonstrate their projects meet one of the three national objectives of: 1) serving low-income persons, 2) preventing or eliminating conditions of slums and blight, or 3) meeting an urgent need.
CDBG-CV1 (Round 1)
On April 2, 2020, HUD awarded the City Round 1 of CARES Act funding for CDBG (CDBG-CV1) in the amount of $1,175,049. On June 9, 2020, the City Council and Housing Authority adopted a motion approving FY 2019-2020 CDBG, ESG, and HOME Annual Action Plan Substantial Amendment for CDBG-CV1 to fund the following three City sponsored Public Social Services projects:
•$572,500 for Rental Assistance Program
•$572,500 for Small Business Grant Program
•$ 30,049 for Senior Nutrition/Services Program
The Rental Assistance Program, which was appropriated $572,500, expended $570,624.70 leaving $1,875.30 to appropriate to new programs. 4{{section.number}}3

CDBG-CV2 (Round 2)
Round 2 of the CARES Act funding for CDBG (CDBG-CV2) was allocated to states and was not distributed to cities. Thus, the City did not get any funds from CDBG-CV2.
CDBG-CV3 (Round 3)
In September 2020, HUD awarded the City Round 3 of CARES Act funding for CDBG (CDBG-CV3) in the amount of $1,615,818. On December 15, 2020, the City Council and Housing Authority adopted a motion approving FY 2019-2020 CDBG, ESG, and HOME Annual Action Plan Substantial Amendment for CDBG-CV3 to fund the following three City sponsored Public Social Services projects:
•$950,000 for Education Connection Program (Ed Camp)
•$608,000 for Medical Point of Dispensing (MPOD)
•$ 57,818 for Program Administration
Ed Camp was appropriated $950,000, expended $474,469.11, and returned $475,000 which was reprogrammed in 2021. $530.89 remains from the 2021 reprogrammed funds to be appropriated to new programs.
Returned Funding: CDBG-CV3:
Two of the City sponsored projects returned a total of $1,083,000 ($475,000 from Ed Camp and $608,000 from MPOD program) in CDBG-CV3 funds. On May 18, 2021, the City Council and Housing Authority approved for staff to issue a Request for Proposal to City and community agencies for public social services programs in the amount of $1,083,000.
The City Council and Housing Authority approved reprogramming the returned funds to twelve (12) community agencies to be expended from July 1, 2021, through June 30, 2022, as follows:

This recommendation ensures that the programs are fulfilling the PPR Tieback for HUD compliance for CARES Act funding as food insecurity is a major challenge as a result of the pandemic and still impacts the community.
If approved, the contract timeline for community agencies is as follows:
November 14, 2023 City Council/Housing Authority meeting for approval and submission of a substantial amendment to the 2019-2020 Action Plan. 11/1/23-11/8/23 5-Day Public Comment Period.
January 1, 2024 Execute contracts and begin program year. 1/1/24 -6/30/25 Food Pantry Assistance Programs contract period for community agencies.
City of Glendale Community Services & Parks Elderly Nutrition Program As the demand for home delivered meals continues to remain 20% higher than what the LA County Aging and Disabilities grant allocation can support, CARES Act funds will be used as gap funding for the Home Delivered Meals Program to provide an additional 10,376 meals through June 30, 2026. The City contracts the ENP program to caterer Elior, Inc. and the price per meal rate for the Home Delivered Meals is $4.75/meal.
STAKEHOLDERS/OUTREACH
As part of the Citizen Participation Plan, HUD requires the City to conduct a public hearing to receive public comment on the CDBG, ESG Home funding plan and publish funding recommendations. Due to the expedited nature of the CARES Act funding, HUD provided waivers reducing the comment period from 30 days to a 5-day comment period.
The City placed a Public Notice to receive comments from November 1, 2023 to November 8, 2023. No comments were received.

ENVIRONMENTAL REVIEW (CEQA/NEPA)
A Negative Declaration (ND) was prepared for the City of Glendale Community Services & Parks Department for FY 2019-2020 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME programs for the project and circulated for a 20-day public review period that began on March 25, 2019 to April 15, 2019. The final subsequent ND was adopted in a Resolution by City Council on October 20, 2020.
An Addendum was prepared to the previously certified subsequent Negative Declaration on June 29, 2021 for the CDBG-CV CARES Act projects as part of the FY 2019-2020 Annual Action Plan Substantial Amendment CDBG, ESG and HOME programs. Because reallocating $169,290.27 in CDBG CARES Act projects from public social service programs to public social services does not have a significant effect on the environment, the activity is not subject to CEQA.
