EXECUTIVE SUMMARY
Specifications and Plans have been completed for the Park Manor Slope Repair and Debris Mitigation Project. GWP respectfully requests the City Council to adopt the project specifications and plans and authorize advertising for bids. This project is intended to improve the maintenance path surrounding the reservoir which is frequently used by GWP crews.
RECOMMENDATION
Adopt Plans and Specification for Park Manor Slope Repair and Debris Mitigation Project and direct the City Clerk to advertise for bids.
BACKGROUND/ ANALYSIS
Park Manor Reservoir is a 3.5-million-gallon, concrete lined, potable water reservoir, circa 1930, located near the Glendale Freeway. Due to the height and volume of the reservoir, it is not a dam, and thus not under the jurisdiction of the Department of Safety of Dams. There is a maintenance path adjacent to the reservoir to allow GWP staff to access key areas of the facilities.
The maintenance path has experienced ongoing erosion throughout the years, and it is only getting worse. Other areas of the maintenance path are accumulating debris from the adjacent hillside. Debris, such as rocks, soil and vegetation fall onto the path and cause drainage issues that clog up existing catch basins.
GWP staff determined that the ongoing erosion and excess debris will cause an unsafe 2{{section.number}}b

environment and future interruptions of day-to-day maintenance of the reservoir.
The scope of work will be focused on two items:
1) Prevent further erosion and improve the existing maintenance path. 2) A Prevent debris from falling onto the existing maintenance path.
GWP Water Engineering has consulted with their owner-engineers to produce Plans, Specifications and Estimates (PS&E) that provide the design to address the issues.
Specification No. 3972 and Plan No. 6979 are completed, along with the Engineer’s opinion of the cost of construction.
STAKEHOLDERS/OUTREACH
Water service to GWP customers will not be interrupted. Construction will be focused on the surrounding hill side and maintenance path directly adjacent the reservoir. Park Manor Reservoir is tucked away into the canyons, where access is limited to authorized personnel only and is not near residential neighborhoods.
GWP’s Operation Section and Distribution Section maintain the Park Manor Reservoir.
GWP staff frequently use the maintenance path to ensure that the facility is working properly to provide water to the community. With the various GWP Sections (Engineering, Operations and Distribution) working together, they were able to identify the issues and determine the needs of GWP staff to provide reliable water service to GWP customers.
FISCAL IMPACT
A portion of the funds for this project has been approved in the budget process for FY 2023-24. The existing appropriation of $250,000 was appropriated from the Water Depreciation Fund. GWP Staff will come back to council to request any additional appropriation once a contract is awarded. No new appropriation is being requested at this time.
