Approved for December 5, 2023 calendar

EXECUTIVE SUMMARY
The Police Department currently utilizes the hardware, software, and licenses from Axon Enterprise Inc. for In-Car video, Body Worn Cameras (BWC), Drones, Interview room cameras, Tasers and Evidence.com.

In-Car Video, BWC and drones can live stream video to the future Real Time Intelligence Center (RTIC) allowing for more efficient deployment of resources, decreased response times, and enhanced capabilities to solve crime. It gives key decision makers perspective in real time, allowing for more information to be used in decision making resulting in a safer environment for our citizens and officers.

RECOMMENDATION
Approve the attached resolution authorizing standardization to Axon Enterprise Inc. for the Police Department and dispensing with competitive bidding for procurement of In- Car Video systems, Body Worn Cameras, Drones, Interview room cameras, storage, technology, licenses, hardware, and software including related parts, maintenance, and services. Execute an amendment to the agreement with Axon Enterprise Inc., to provide camera equipment, related software, licenses, upgrades, maintenance, storage, parts, and professional services for the life of the equipment.

ANALYSIS
Approval of this request will allow the Police Department to continue to record and audit its interactions with the community, vital in fostering and preserving transparency and trust with the community. It will also allow for more informed real-time decision making and perspective through the future RTIC, likely resulting in decreased response times, increased operational effectiveness and efficiency, as well as safer and more favorable outcomes.

The Police Department requires a continuation of licenses and services, as well as upgrades to aging hardware (BWC’s and In-Car Video Cameras), both which are essential to continuing to provide uninterrupted modern public safety services. In support of the department’s initiative to operate a Real Time Intelligence Center.

In addition, the standardization to Axon Enterprise Inc. allows for the continuation of Interview room camera recording and storage, the ingestion of evidence directly from the public, unlimited third-party storage, and the use of Evidence.com to house and manage all the departments digital evidence. Evidence.com allows for digital sharing with the Los Angeles District Attorney’s office, as well as other law enforcement partners, saving staff valuable time and resources.

Upon City Council’s approval of the proposed Resolution adopting Axon as the City's standard and dispensing with competitive bidding, the City Manager or designee will be authorized to procure Axon Enterprise Inc. related hardware, software, maintenance, and services.
