A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA ADOPTING AXON ENTERPRISE INC.’S IN-CAR VIDEO
SYSTEMS, BODY WORN CAMERAS, DRONES, INTERVIEW ROOM
CAMERAS, STORAGE, TECHNOLOGY, LICENSES, HARDWARE, AND
SOFTWARE AS THE CITY'S STANDARD FOR THE POLICE DEPARTMENT,
DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE
PURCHASE OF RELATED HARDWARE, SOFTWARE, PARTS,
MAINTENANCE, AND SERVICES FROM AXON ENTERPRISE INC.
WHEREAS, the Glendale Police Department currently utilizes hardware, software, and licenses from Axon Enterprise Inc for In-Car video, Body Worn Cameras (BWC), Drones, Interview room cameras, Tasers and Evidence.com; WHEREAS, In-Car Video, BWC and drones can live stream video to the Real Time Intelligence Center (RTIC) allowing for more efficient deployment of resources, decreased response times, and enhanced capabilities to solve crime and give key decision makers perspective in real time, allowing for more information to be used in decision making resulting in a safer environment for our citizens and officers; WHEREAS, the Police Department staff researched hardware, software, and licensing options for In-Car video, Body Worn Cameras, Drones, Interview room cameras, Tasers and Evidence.com and determined that Axon Enterprise Inc. provided the most comprehensive services which allow for document and information sharing among regional partners and the District Attorney’s office;
WHEREAS, after conducting research, the City entered into a contract with Axon Enterprise Inc. to provide the above referenced-services; WHEREAS, over time additional new technology and products have been developed and the contract with Axon Enterprise Inc. has been amended; WHEREAS, the products and services offered by Axon Enterprise Inc. are a valuable law enforcement resource;
WHEREAS, brand standardization would allow the Police Department to keep up with the latest technology and to have a fully integrated system that utilizes one operating system; avoiding issues that could arise with having to retrain officers on other systems and integrating other products/systems into the Axon products/system; WHEREAS, Glendale City Charter, Article VI, Section 9 provides an exemption to competitive bidding when the Council determines it is in the best interest of the City to dispense with competitive bidding; and
WHEREAS, Axon Enterprises Inc. is the only vendor that offers all of the products/services set forth above together with one operating system and which is utilized by all regional partners and the District Attorney’s office allowing for efficient exchange of documents/information.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA THAT:
1. The Council hereby approves the standardization of Axon Enterprise Inc.’s in-car video systems, body worn cameras, drones, interview room cameras, storage, technology, licenses, hardware, and software, as well as related parts, maintenance, and services.
2. Axon Enterprise, Inc. is the only available vendor that offers all of the products and services needed by the Police Department as addressed above and the only vendor which allows for sharing/exchange of information with all regional partners and the District Attorney’s office.
3. The standardization of Axon Enterprise Inc. products/services will remain in effect as long as the Police Department elects to use said products/services.
4. The foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interests of the City to dispense with competitive bidding.
5. The Deputy Director of Finance/Purchasing is hereby authorized purchase of related hardware, software, parts, maintenance, and services from Axon Enterprise Inc. as long as the budget is available.
