RESOLUTION NO. _______

A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA DESIGNATING THE RESIDENTIAL PROPERTY AT 1326 N. MARYLAND AVENUE

AS A HISTORIC RESOURCE TO BE ADDED TO THE GLENDALE REGISTER OF

HISTORIC RESOURCES AND AUTHORIZING THE CITY MANAGER TO ENTER

INTO A MILLS ACT HISTORICAL PROPERTY CONTRACT WITH THE OWNER WHEREAS, the City Council has conducted a duly noticed public hearing pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code; and WHEREAS, the property owner of record of the property at 1326 N. Maryland Avenue (the “Property”) has given consent to the designation, pursuant to the provisions of Section 15.20.060 of the Glendale Municipal Code, and has requested that the Property be designated as a historic resource in the Glendale Register of Historic Resources (“Glendale Register”) and considered for a Mills Act contract; and WHEREAS, the Historic Preservation Commission, at a regularly scheduled meeting on October 19, 2023, recommended designation of the Property to the Glendale Register and recommended consideration under the Mills Act; and WHEREAS, in order to meet Criterion 3 for listing in the Glendale Register, a property must “embody the distinctive and exemplary characteristics of an architectural style, architectural type, period, or method of construction; or represent a notable work of a master designer, builder or architect whose genius influenced his or her profession; or possess high artistic values and retains historic integrity,” and; WHEREAS, the Council of the City of Glendale, pursuant to Sections 15.20.050 and 15.20.060 of the Glendale Historic Preservation Ordinance, finds that the Property meets Criterion 3 for listing in the Glendale Register based on the following:
1326 N. Maryland Avenue is a simple, yet prominent example of an early, architect-designed, Craftsman-style residence in Glendale. The Craftsman-style grew out of the Arts and Crafts movement as a reaction against industrialization and the excess of the Victorian era. The Craftsman-style stressed the simplicity of design, handcraftsmanship, and the use of natural materials. The style is mainly characterized by low- pitched gabled roofs with wide eave overhangs, partial or full width porches, a horizonal massing, exterior cladding such as wood shingles or clapboard, and extensive use of natural materials. As residential neighborhoods pushed north in the first few decades of the 20th century, many of the homes were designed in the Craftsman style. A good portion of these homes were contractor designed, but some of the larger scale homes were designed by architects, like 1326 N. Maryland. Alfred Priest was a prominent architect in the city who helped visually shape Glendale from a small town to a city in its most formative years. 1326 N. Maryland Avenue was one of the first residential commissions for this master architect and one of the earliest known examples of his work in the city; and
WHEREAS, the Property qualifies for inclusion in the Glendale Register based on information in the record including but not limited the Report to Council dated December 5, 2023 (including attachments) and all testimony and documentary evidence entered into the record on the public hearing held on such date; and WHEREAS, the designation and Mills Act contract is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Title 14 CCR Section 15331 (preservation of historic resources).

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE AS FOLLOWS:

Section 1. That the property located at 1326 N. Maryland Avenue is hereby designated as a historic resource in the Glendale Register of Historic Resources, to be known as the “Wyman House.”
Section 2. That the City Manager is authorized to enter into a Mills Act historical property contract with the property owner of 1326 N. Maryland Avenue.

Section 3. That the Mills Act historical property contract shall contain the following condition, as recommended by the Historic Preservation Commission, with times for performance to be established by the Director of Community Development:

1. Replace the exterior shingles with new wood shingles of the same size and pattern as the existing.

2. Replace the non-original louver windows on the north façade and the non-original vinyl window in the southeast corner with single-pane casement or hung wood windows.

3. Replace the vinyl sliding door on the east façade with a more appropriate door.

4. Repoint the brick on the entrance porch where needed.

5. Owner to consult with structural engineer to determine if the garage is structurally sound. If not, correct any structural deficiencies in consultation with the engineer and city staff to ensure the historic appearance of the garage is retained.

6. Replace the garage roof cladding with new asphalt shingle to match those to be used for the main house.

7. Repair garage door or replace with new wood door to match.

8. Replace the missing beam under the porch gable and repair any wood rot on all the exposed roof beams.

9. Remove non-original awnings.

Section 4. This Resolution shall become effective immediately after the date of adoption.
