8 RECOMMENDATION
Approve the motion accepting the Annual Work Plan (“Budget”) as submitted by the Montrose Shopping Park Association (“MSPA”) for the calendar year covering January 1, 2024 through December 31, 2024, and extend the terms of the Management Agreement for five years, terminating December 31, 2028.

ANALYSIS
Budget
Annually, the MSPA, in the capacity of the Business Improvement District (BID) Advisory Board, is required by local ordinance and the California Streets & Highway Code to submit an annual budget that estimates the expenditures necessary to implement its annual work plan. The City Council must review and approve the budget, which is funded solely by the merchants. The work plan includes various tools for marketing and promoting the district and details how assessment funds will be spent during the upcoming calendar year.

Management Agreement
The current Management Agreement between the City and the Advisory Board that allows the Advisory Board to administer the assessment funds for the marketing and promotion of the BID expires on December 31, 2023. The MSPA has consistently managed the BID in a professional manner and as a result improved the standing of the organization and its financial position.

Many of the Montrose Shopping Park iconic events that provide a substantial income flow, such as the Montrose Wine Walks and Arts & Crafts Festival, have returned and continue to attract locals and visitors to the Montrose Shopping Park. The Montrose Harvest Market has consistently remained open throughout the year and generated an estimated revenue of $196,860.

The MSPA has submitted a 2024 budget which shows a recap of 2023 revenues and expenses (Exhibit 1) and the 2024 detailed work plan/budget (Exhibit 2). The 2024 total estimated income is $478,000, that includes $152,650 in assessments and $325,350 from key revenue generating events and programs such as Harvest Market, Arts & Crafts Festival, Wine Walks, and Filming.
2024 is expected to be another successful year of popular events that will continue to bring the community together.

STAKEHOLDERS/OUTREACH
The MSPA works with their board to create their budget / work plan. No additional outreach was required with this item.

1 MONTROSE SHOPPING PARK ASSOCIATION
BUDGET AND WORK PLAN 2024
Presentation to Glendale City Council
December 12, 2023

The Montrose Shopping Park Association is taking on the challenges of 2024 continuing its commitment to keep the Montrose Shopping Park the “jewel in the crown” of the City of Glendale.

• On Saturday, February 1 0th, our Valentines Flower Cart will be located at the southeast corner of Honolulu Ave. & Ocean View Blvd. where 500 free long-stemmed roses will be handed out to MSP shoppers that day.

• Montrose Spring Wine Walk w ill return March 16th , as will the Montrose Holiday Wine Walk currently planned for November 9th. This event is “in -store” driven and is very popular with merchants and customers alike.

• The popular Kids & Kritters Day returns alongside the Sunday Harvest Market on May 5th , featuring pet adoptions, Wild Wonders Exotic Animal shows, First Responders exhibits and more.

• The first weekend in June brings back the Montrose Arts & Crafts Festival to its traditional weekend, now in its 40th year. It is the largest two -day outdoor street event in Glendale and offers shopping, food and musical entertainment for the whole family.

• On July 7th, the Montrose Car Show will again take over all three blocks of Honolulu Avenue. Now in its 22 nd year, more than 300 classic cars, hot rods , trucks and motorcycles will be on display.

• On October 31st the Halloween Spooktacular is scheduled once again for Halloween night 2024 and provides a fun, safe and family-oriented venue for the many thousands of trick-or- treaters that attend.

• MSPA’s weekly Harvest Market continues to operate every Sunday - rain or shine - except Easter Sunday. The Market functions as a service to the Foothill communities and surrounding areas. O fferings include farmers, agricultural produce rs and packaged food producers.

• Montrose Old Town Christmas winds up the year’s events, starting with our Tree Lighting ceremony the day after Thanksgiving on Plaid Friday, as we now call it, followed the next day by Small Business Saturday. There are free horse-drawn wagon rides and live bands in every block, weekends from Thanksgiving to Christmas , including free hand-led pony rides on Saturdays and photos with Santa Claus.

2 MSPA funds several beautification efforts to ensure the best physical appearance for our community.

MSPA’s budget provides for power washing of the Viet Nam War Memorial monthly as well as a full-town power wash twice a year. MSP A continues to rely on City resources as well for supplemental power washing of City sidewalks and seating areas in 2024.

Social media advertising continues to be an intensified daily focus. Print advertising campaigns are budgeted for all individual events as well as the November-December Holiday Season activities.

MSPA remains financially committed to its co-tenancy with the Glendale Police Department substation. The new facility at 3600 Ocean View Blvd. #11 is up and running, offering the Shopping Park and s urrounding communities added security through a n ongoing police presence on location.

The annual contribution to the maintenance of the Vietnam War Memorial continues as well.

As always, MSPA is grateful to the Glendale City Council and City Staff for their continued partnership and support of the Montrose Shopping Park BID.

Respectfully submitted,

The Montrose Shopping Park Board of Directors
