Self-Funding leads to more efficient administration
costs
No carrier profit margin
Self-funded Health Plans are not subject to the same taxes and fees that must be paid in fully insured products
Self-Funding allows PRISM to leverage its volume
PRISM negotiates volume discounts on fixed administration costs
• Vendor administration negotiated based on 41,000
employees
PRISM carves out its pharmacy benefit to a Pharmacy Benefit Manager (PBM)
• PRISM negotiates better discounts on Generic and Brand name medications

15 PRISMHealth – Carrum COE Member Feedback
“When I went online and I was able to see the
credentials of the doctors, I was very impressed.
You've heard that expression if it seems too good to
be true? It's not the case here. It is everything that
they said it was going to be and probably a little bit
more. I would definitely highly recommend it. I
couldn't have asked for better care.
I'm very optimistic about the future. Life couldn't get any better than this.”
- PRISM Member
“Everything Carrum Health has done for us was
amazing. There was no stress, no worry -I was not
even worried about the surgery. Carrum Health made
the difference. Carrum Health backs their patients and
gave me all the confidence I needed to get through
this. I couldn’t be happier -I was amazed. They make
you feel like you’re a king or queen making sure all of my needs were met.”
- PRISM Member
“Just wanted to tell you that I had a great experience
with Carrum. I ended up traveling to San Diego for
my procedure. They were really easy to work with.
If you have anyone that contacts you for questions
regarding the benefit feel free to have them reach out
to me. I was super happy with the service and follow-
up.”
- PRISM Member
"My husband just went through a knee replacement
surgery five weeks ago and is doing famously in
recovery. The Carrum Health Team was an
instrumental key that made everything
possible…they took care of everything and made sure
he was well taken care of.
If there is ever another surgery in the future, we will be utilizing the Carrum Health Team. ”

Benefits and Health Literacy – insurance concepts, understanding, tax saving plans, saving money on Rx etc.
Drive Behavior Change – We are moving beyond understanding benefits to driving consumer behavior change (choosing the best health plan, accessing right care, disease management etc.)

37 Case Studies
38 The Problem
The University of California Health System has over 6,000 Medical Residents and Trainees at any given time. UC Medical Residents have a demanding schedule and which can be very stressful for most trainees. Over the past few years more residents have indicated that access to mental healthcare via their health insurance network was not sufficient.
Strategy
Alliant provided the UC Benefits team with a high level overview of the vendors in the Digital Behavioral Health and Digital Resiliency marketplace, and a formal RFP for these services was launched in late 2020. As a result of the RFP, Ginger was selected and rolled out to the UC Medical Resident population on 7/1/2021.
Results
UC Medical Residents & Trainees can now connect with Behavioral Health Coaches and Clinicians in a timely manner when it’s convenient for their schedules via the Ginger Program. Results for the first 12 months of the program are listed below.
20.6% of the 6,000 UC Medical Residents enrolled in the Ginger Program in the first 15 months
72% of members with moderate or severe anxiety at intake had improved symptoms after care*
79% of members with moderate or severe depression at intake had improved symptoms after care*
1,473 clinical appointments have been delivered since launch with an average clinician rating of 4.8 out of 5 stars
*Includes members with a PHQ-9 (depression) and/or GAD-7 (anxiety) score of 10 or higher at intake with a subsequent survey scor e submitted 6-16 weeks later.
Case Study –
Increasing
Access to
Behavioral
Health
Digital Behavioral Health
solutions have emerged as
valuable additions to Medical
Insurance and EAP’s where
access to care in a timely manner
is problematic; furthermore, in a
post-COVID-19 world, solutions
to virtually connect with
providers are even more
valuable.
The Problem
One of the challenges for County employees was uncertainty about out-of-pocket cost of services that were subject to deductible and coinsurance. Employees did not have sufficient tools to understand what healthcare services in their area cost after the “network discount” was applied. The County was also looking for diverse ways to drive awareness and utilization of certain benefits that had been recently added.
Strategy
Alliant educated the County Benefit’s team about the extraordinary price variation or “network waste” within the Anthem Network and that there were tools in the marketplace that would make it easier for employees to find high quality care at reasonable prices. After reviewing several different solutions to help employees choose lower cost options in the network, the county decided to move forward with Amino for 1/1/2019 for healthcare navigation/network optimization for all their plans.
Results
County employees now have a tool to help them find cost effective care that also drives awareness of other benefits like Livongo, Talkspace, EAP and their onsite clinic. Since launching Amino, County employees have used the tool 8,224 times to search for care leading to cost savings for both the County and employees.

Additional PRISM
Programs
44 45
First Responders often face extreme stressors in the course of their duties, which can result in profound, long-lasting effects that can take a toll on mental health and emotional wellbeing To address the unique needs of First Responders, PRISM created a Public Safety Support Task Force (PSSTF) comprised of PRISM member agencies, active-duty law enforcement employees, PRISM staff, mental health clinicians experienced in treating First Responders and Alliant Consultants
The Task Force created a Culturally Competent Program that will overlap, complement or replace existing services offered to First Responders and their family members to include:
• Rapid access to culturally competent mental health providers • Enhanced EAP sessions – 8, 10 or 15
• Additional EAP sessions once session limit has been met (if clinically appropriate) • Specialized First Responder Training Programs
• Specialized First Responder Critical Incident services • Preventive services, screenings and support
• Culturally competent Peer Support training and guidance When First Responders
need help, they
deserve to work with
