RECOMMENDATION
City Council should authorize the City Manager or a designee to execute all agreements, certifications, and documents necessary to accept and appropriate Homeless Initiative- Measure H grant funds for FY 2023-24 from the Los Angeles Homeless Services Authority (LAHSA) in the amount of $342,640 for Fiscal Year 2023-24 and previously allocated Measure H funds in the amount of $80,876 that did not carry over for three eligible homeless strategies approved by the Los Angeles County Board of Supervisors.

ANALYSIS
Homeless Initiative-Measure H, approved by voters in the County of Los Angeles on March 7, 2017, is a countywide quarter-cent sales tax to fund supportive services, housing, outreach, and prevention services for people experiencing homelessness.

The Glendale CoC received $342,640 of Measure H funding for three eligible homeless strategies B3, E6 and E7 as referenced above for FY 2023-24.

A total of $54,822 (16%) of the Measure H allocation will be kept in-house to cover administrative costs associated with grant and financial management and remaining $287,818 will be made available through the release of a Measure H Request for Proposals (RFP).

The Los Angeles Homeless Services Agency (LAHSA) is responsible for the administration and oversight of the Measure H funds on behalf of the County. The Glendale CoC will enter into sub-recipient agreements following the release of the RFP and funding recommendations made by the CoC Board and administer the programs funded by Measure H locally.

STAKEHOLDERS/OUTREACH
The targeted participants are the most vulnerable homeless populations in the City of Glendale which includes single adults experiencing homelessness, families, individuals with disabilities, physical and mental health issues, substance use disorder and social service needs.

Potential clients will be screened through the Glendale Outreach Program, Glendale Coordinated Entry systems (CES). Measure H will provide funding for staff who will utilize best practices to engage and link individuals experiencing homelessness residing on the streets to housing and supportive services.

FISCAL IMPACT
The Homeless Initiative-Measure H funds award for FY2023-24 is $342,640, which was not included as a part of the FY 2023-24 budget. Additionally, there is a previously allocated Measure H award of $80,876 that did not carry over into FY 2023-24 that needs to be appropriated again. Therefore, staff is requesting a resolution of appropriation of $423,516 from grant revenue.
