A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING AND AUTHORIZING THE
CITY MANAGER OR A DESIGNEE TO EXECUTE AN AGREEMENT WITH CONSTANT TECHNOLOGIES INC. FOR THE DESIGN, ENGINEERING, AND INSTALLATION OF
CONSOLES, VIDEO DISPLAYS, PARTS, RELATED SOFTWARE, AND
MAINTENANCE FOR A REAL TIME INTELLIGENCE CENTER (RTIC)
WHEREAS, the Glendale Police Department (GPD) has excelled in solving crimes and responding to crimes in progress. However, with staffing shortages, the complexity of investigations, and the advent of new and innovative technologies, GPD requires a new approach to solving crimes responding more efficiently and effectively to crimes as they are occurring;
WHEREAS, the Real Time Intelligence Center (RTIC) will be the central command and control hub for the organization, positioning GPD to achieve this goal; WHEREAS, in July 2023, GPD organized a committee to explore creating a Real Time Intelligence Center within the Police Department;
WHEREAS, the RTIC committee attended classes, met with partner agencies, spoke with RTIC experts, and visited multiple police departments already using RTICs to support their operations;
WHEREAS, the committee gained valuable knowledge in the design, construction, and operation of a RTIC;
WHEREAS, Constant Technologies is the only vendor in the market that solely builds RTICs for city, state, and federal government agencies and has built over 2,000 turn-key projects;
WHEREAS, other vendors offer a wide variety of Audio Video solutions along with the capabilities of building RTICs, however they do not specialize in it; WHEREAS, Constant Technologies has become an industry leader in providing solutions specifically for law enforcement agencies that combine spatial design, display wall deployment, technology integration and custom-built analyst workstation systems; WHEREAS, Constant Technologies completes all work in house, including their furniture construction, so there are no unexpected delays or problems dealing with sub- contractors;
WHEREAS, Constant Technologies employs retired law enforcement 2 professionals who have real world experience in designing, constructing, and operating RTICs;
WHEREAS, these professionals not only assist in the design and construction, but with training and operation, so that on day one departments are utilizing their RTICs as efficiently as possible;
WHEREAS, the services to be provided are important tools for law enforcement; and
WHEREAS, Article VI, Section 9 of the City of Glendale Charter provides an exemption to competitive bidding where the City Council determines it is in the best interests of the City to dispense with competitive bidding; and WHEREAS, Constant Technologies, Inc. is the only source from which to obtain the RTIC equipment with all of the required features and compatibility as set forth above.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. That Constant Technologies, Inc. is the only available company that provides the experience and services as specified above.
2. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interest of the City to dispense with competitive bidding.
