Council Member Devine , that the City Manager or his designee is hereby authorized to execute a Professional Services Agreement (PSA) with Center for Transportation and the Environment, in the amount of $102,200, for the Update to the Glendale Fleet Electrification Study, as outlined in the Report to Council dated November January 30, 2024. Said agreement shall be in a form approved by the City Attorney.

Council Member Asatryan _ that upon review and consideration of all documents, materials and exhibits relative to the appeal of the Design Review Board's (DRB)(Appeal Case No. PAPP-002052-2023) approval of Design Review Board Case No. PDR-000210-2022, located at 1900 Riverside Drive (the "Design Review Case"), and after having conducted a public hearing on the appeal on January 30, 2024, pursuant to the Glendale Municipal Code, 1995 ("GMC"), and receiving testimony, the Council of the City of Glendale, California, based upon all of the evidence in the record, hereby SUSTAINS the Design Review Board's decision to APPROVE the Design Review Case based on the findings and conclusions set forth in the January 30, 2024, Staff Report to Council from the Director of Community Development, including any attachments thereto, and based on the following findings and amended conditions of approval:
FINDINGS
In approving the Design Review Case, the Council hereby makes the following findings: That the findings of conclusions of the Design Review Board are sustained.
That appellant did not provide a substantial evidence basis to support the appeal.
CONDITIONS:
In approving the Design Review Case, the Council makes no amendments or further changes to the conditions recommended by the Design Review Board.

Moved by Council Member Asatryan , seconded by Council Member Brotman , that the Claim for Damages of State Farm General Insurance Company (Claim No. 24-0008) be and hereby is approved for the total sum of $60,347.14. The Director of Finance is authorized to issue a warrant in said sum for delivery by the City Attorney upon the receipt of a properly executed Release.
