seconded by Council Member Brotman _ that the City
Council of the City of Glendale hereby authorizes the City Manager, or a designee, to execute Amendment No. 3 to the City's existing Professional Services Agreement - Contract No. 8000769 (PSA) with De Novo Planning Group, in order to:
• Add preparation of the General Plan Environmental Justice Element to the scope of work;
• Increase the contract by $149,580 to cover these added services; • Add $50,000 to the existing PSA in order to cover continuing work on the Land Use Element amendment; and
• Extend the contract term for an additional 18 months until September 20, 2025.
Based on these amendments, the new not-to-exceed contract maximum of $199,580 will be paid using Local Early Action Planning (LEAP) grant funds. The City Manager, or a designee, is hereby authorized to execute said Amendment No. 3 subject to approval as for form by the City Attorney.

Council Member _ Brotman _ that the existing contract with De Novo Planning Group in hereby amended to expand the scope of services to include preparation of an Environmental Justice Element to be added to the City's General Plan, and to complete the preparation of the Land Use and Circulation Element updates, and to add $199,580 to the existing contract, for a new not-to-exceed contract amount of $1,081,309, and authorizing the City manager to execute said amendment subject to the review as form by the City Attorney.
