1. Art. 1 Sec. 1 - Gender Neutrality
2. Change titles of Controller, Street Superintendent, and Superintendent of Buildings; delete Health Officer .
3. Change residency requirement for council candidates.
4. Mayor Pro Tem selection.
5. Increase limits for bidding to $25,000.
6. Delete reference to Police court
7. Clarify procedure for addressing incapacity of City Manager.
8. Clarify that purchases be made by requisition signed by designate of the City Manager.
9. Change Public Service to Glendale Water & Power.
10. Delete library reading rooms and library fund; change title in Charter.
11. Delete Public Welfare department and Health Officer.
12. Change Street Superintendent title.
13. Change Superintendent of Buildings title.
14. Eliminate obsolete language regarding appointment of subordinate officers etc. in Public Service.
15. Delete requirement that employees be United States citizens.
16. Clarify office hours for city officers.
