1. Appointment of City Clerk and Treasurer.
2. Modifications to the compensation of Council Members to be more reflective of state law.
3. Permit Council to vote on items at locations other than the Council Chambers.
4. Permit Civil Service Commission to cancel promotional eligibility list on same terms as open examination list.
5. Change the employee selection system from Rule of 3" to another rule.
6. Remove Department Heads from Civil Service.
7. Change archaic concept of official newspaper.
8. Change term Division to Department throughout the Charter.
