EXECUTIVE SUMMARY
Following a formal competitive bidding project, the contractor MODAA, Inc., was the lowest bidder for the Removal of Brick Facade at Fire Training Center Tower and Exterior Concrete Planter Boxes at Civic Center Parking Structure Project. The scope of work includes the removal of a brick facade at the Fire Training Tower which is dilapidated preventing the full use of this training facility as well as the removal of the concrete planter boxes at the Civic Center Parking Garage to improve the safety of this structure. These architectural items exhibit signs of structural failure and removal is needed to prevent possible damage. The cost of the proposed construction contract is $176,424 and a 20% reserve for contingencies of $35,285 is proposed.

ANALYSIS
The Fire Training Center is located within the Public Works Corporate Yard at 541 W.

Chevy Chase. The four-story, concrete training tower was originally constructed in 1960, and has provided valuable training opportunities for new recruits, veteran firefighters, and other agencies. The tower includes a brick facade on two sides that is separating from the structure and continues to get worse with time.

Unfortunately, there is no practical means of repairing the facade and it is now necessary to safely remove it completely. Once the facade is removed, the concrete tower will be cleaned, repaired, painted, and new handrails will be installed where the facade previously made-up the handrail. It is anticipated that these improvements will enable the continued use of this vital training element for many more years.

The Civic Center Parking Garage is located at 650 E. Wilson Avenue and was originally constructed in 1986. The three-story parking garage includes several exterior concrete planter boxes on the upper levels. Due to the inaccessibility of these planters, they are extremely difficult to maintain and therefore they have not been in use for over 25 years.

During the Northridge earthquake of 1994, two of these planter boxes became detached from the structure and one fell through the upper-level deck to the level below causing extensive damage to the structure and several vehicles.

Due to the size of the planters and their lack of use, as well as the age of the structure, and potential for damage, staff proposes to remove the 15 remaining concrete planter boxes. In addition to the planter box removals, this project includes pressure washing the exterior of the structure, and patch and paint of the planter box attachment points to blend with the exterior walls. To ensure the safety of staff and the public using the parking structure, all demolition work will be done on weekends.

On November 28, 2023, The City Council adopted the specifications and directed the City Clerk to advertise for bids.

On December 20, 2023, The Public Works Department hosted a mandatory job walk and nine contractors attended.

On January 17, 2024, the city received five bids as follows:

1. MODAA, Inc. $176,424

2. 3M Construction Corp. $479,900

3. Harbor Coating & Restoration $485,250

4. ARC Construction Inc. $667,000

5. Bedrock Group, Inc. $668,000
After an extensive review, Public Works staff found that MODAA, Inc., has submitted a responsive bid and is deemed a responsible bidder. The proposed contract with MODAA, Inc., amounts to $176,424, with a 20% contract contingency of $35,285. This contingency is requested due to the fact that the structural attachments of the facade and the planter boxes are concealed, and it is likely additional work will be needed to create a new 3{{section.number}}f

finished surface.

In addition to the construction contract and contract contingency, $29,000 is needed for permits costs and project materials.

MODAA, Inc., has current State of California General-A, B, C-33 and C-36 Contractors Licenses that are active and in good standing.

The removal of Brick Facade at Fire Training Center Tower and Exterior Concrete Planter Boxes at Civic Center Parking Structure Project is expected to take two months to complete.
