RECOMMENDATION
Approve the following two resolutions of appropriation to fund Measure R Regional Return funded Public Works capital improvement projects:

1. Resolution of Appropriation to appropriate $3,000,000 for the South Central Avenue Multimodal and Transportation Improvements Project and $4,000,000 for the North Glendale Avenue Multimodal and Transportation Improvements Project.

ANALYSIS
Measure R is a half-cent sales tax for Los Angeles County that finances new transportation projects and programs. In November 2008, Measure R was approved by two-thirds majority, committing a projected $40 billion to traffic relief and transportation upgrades throughout the County over its 30 years life span. The city’s share of Measure R funds for Highway Operational Improvements is approximately $98 million.

The city is required to execute a Funding Agreement (FA) for each of our Measure R funded projects. The FA must be executed in the first year that funds are available and prior to starting any work on the project. They include a general description of the project, the specific work elements to be completed, and the source of all funds.

On December 30, 2022, a FA was executed between Los Angeles County Metropolitan Transportation Authority (LACMTA) and City of Glendale for the South Central Avenue Multimodal Improvements Project, LACMTA Project ID # MR310.63 and FTIP# LA9919167. City staff was able to secure Measure R funds in the amount of $300,000 for the design and $2,700,000 for the construction management and construction of the project. The total amount designated for the preparation of Plans, Specifications and Estimates (PS&E), and construction of the project is $3,000,000 currently.

Additionally, on the same day, a FA was also executed between LACMTA and City of Glendale for the North Glendale Avenue Multimodal Improvements Project, LACMTA Project ID # MR310.64 and FTIP# LA9919168. City staff was able to secure Measure R funds in the amount of $400,000 for the design and $3,600,000 for the construction management and construction of the Project. The total amount designated for the preparation of PS&E and construction of the project is $4,000,000 currently.

Both these projects will ultimately foster a safer roadway for all modes of transportation. Glendale continues to support the trend of improving multimodal travel locally and strengthening the connection between transportation, environmental sustainability, and public health. The proposed improvements on Central Avenue and Glendale Avenue are an important element of a statewide goal to provide robust multimodal transportation options to everyone, residents and visitors alike.

Additionally, the recommendations from the latest versions of the various adopted master plans, such as the Pedestrian Master Plan and Bicycle Transportation Plan, 3{{section.number}}b

will also be incorporated into the project design.

Upon appropriation of the funds, in late March 2024 staff will begin working on the design of the projects with in-house staff and on-call consultant staff and charging the two projects for these costs. Following successful project design and stakeholder engagement and approval, construction is expected to begin in the Summer of 2026.

STAKEHOLDERS/OUTREACH
To introduce the project to the public, a dedicated page on the city’s website was created to identify the project scope and locations. Additionally, the page lists the project manager’s contact information, providing the opportunity for the public to reach out with any questions, comments, or concerns. Additional outreach in the form of community meetings, social media and door-to-door notifications will occur as the project progresses with the assistance of on-call consultant staff.

FISCAL IMPACT
The South Central Avenue Multimodal Improvements Project will cost $3,000,000 and the North Glendale Avenue Multimodal Improvements Project will cost $4,000,000, both of which were not included as a part of the FY 2023-24 budget. Therefore, staff is requesting for a total appropriation of $7,000,000 from Local Grants – Measure R Regional Return Fund.

Multimodal and Transportation Improvement Projects. Doing so, however, will not allow staff to be able to complete the design and construction of critical transportation improvement projects. Additionally, this would result in the forfeiture of Measure R funds.

Alternative 2: The City Council may consider any other alternative not proposed by staff.
