Moved by Council Member Devine , seconded by Council
Member Brotman _, that with respect to the Report to City Council dated January 12, 2021 on the Mayor Selection Process, the Council directs staff to prepare an ordinance to codify a mayoral selection process that would give preference in selection of the Mayor as follows:
1. In order of seniority in uninterrupted service on Council since last serving as Mayor;
2. In the event of a tie in seniority, preference will be given to the highest collective votes in the councilmembers' most recent election, with consideration for percentage votes to be considered;
3. If there remains a tie, the Mayor shall be chosen by Council consensus;
4. The ordinance will include the practice that no councilmember be elected Mayor in year in which he or she will be up for reelection (end of term); and
5. The Ordinance shall incorporate, to the extent feasible, the Housing Authority Chair selection process so that the councilmember selected as Mayor will be the outgoing Chair of the Housing Authority.
