RECOMMENDATION
That the City Council accept and authorize the City Manager to execute Amendment Two to the SSP232404 Subaward period July 2023 – June 2024 to implement $5,000 in OTO baseline funding from Los Angeles County AD for the FY 2023-2024 Supportive Services Program; and appropriate the funds and cash match for senior case management services.

ANALYSIS
CSP has been providing the SSP, better known as senior case management, since 1992.

SSP provides comprehensive, long-term services to seniors 60 years of age and older, that utilize a case manager’s professional skills and competence to serve senior clients and link them to a full range of appropriate services including service coordination, care planning, purchase of services, benefits enrollment, and referral services. The primary goal is to assist the elderly in maintaining their independence and living in their own home.

SSP is operated through the Senior Services Unit, which also provides long-term services that include the Elderly Nutrition Program and Caring Caller Program.

CSP was originally awarded an SSP grant from Los Angeles County AD through a noncompetitive process in which the City enters into a subaward agreement for a one- year term, commencing July 1, 2023, through June 30, 2024, with three additional options to renew annually for an anticipated total subaward term of four years. Baseline funding for the program requires a 15% cash match. Amendment Two is part of year one of the four-year subaward term.

The SSP helps to pay a portion for one full time equivalent (FTE) administrative support staff to assist with the daily operations of the program including planning, monitoring, contract compliance, invoicing, purchase of service, and data tracking and direct assistance to seniors for case management services, utility bill payment, purchase of small appliances, home cleaning, clothing, medical equipment/supplies, etc.

Each fiscal year, the SSP assists up to 80 unduplicated seniors 60 years of age and older in the following senior case management services: Intake screening, in-home assessment, care planning, service authorization, case monitoring and interagency coordination. Program service areas include the greater Glendale area, La Crescenta, Montrose, and Verdugo City.

On March 13, 2024, LA County AD informed the City of One-Time-Only baseline additional grant funds in the amount of $5,000 to be used for Supportive Services Program clients from July 1, 2023, through June 30, 2024.

OTO baseline is a reimbursable grant with a 15% cash match. The LA County AD reimbursement rate for SSP is $50 per hour for case management time spent with clients.

Time includes home visits, phone calls, case planning, purchase of service/goods, collaboration, and planning.

The additional $5,000 will provide administrative staff support for clients in the SSP. 3{{section.number}}f

STAKEHOLDERS/OUTREACH
The Supportive Services Program is part of the Senior Services Unit, which operates out of the Adult Recreation Center. Program services are advertised quarterly in the CSP Leisure Guide, periodically in the CSP Newsletter, on the department website, and outreach is conducted with other community agencies to ensure the public is aware of the available services.

FISCAL IMPACT
The OTO baseline grant project is funded by the grant and a 15% cash match contribution based on the total cost, inclusive of the cash match. Thus, the grant award is for $5,000 and the cash match is $882, for a total cost of $5,882. The OTO baseline grant award and cash match were not appropriated as part of the FY 2023-2024 budget.

Therefore, staff is requesting an appropriation of $5,000 from grant revenue and a transfer of $882 from the General Fund to the Nutritional Meals Grant Fund.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Do not approve acceptance or appropriation of $5,000 in OTO baseline funding from Los Angeles County AD for FY 2023-2024 SSP and 15% cash match from the General Fund, which will result in less direct assistance to seniors in the Supportive Services Program.

Alternative 2: The City Council may consider any alternative not proposed by staff. 4{{section.number}}f
