RECOMMENDATION
Approve the resolution of appropriation to appropriate funds in the amount of $2,466,278 from the San Fernando Corridor Tax Share Fund, for the San Fernando Road Beautification Project Phase I.
ANALYSIS
On November 29, 2022, the City Council awarded a Professional Services Agreement to Mark Thomas and Company, Inc. to provide professional engineering services for the San Fernando Road Beautification Project in the amount of $1,471,898. The Council also authorized execution of two contract change orders: additional $350,000 to contract 8001420 with W.A. Rasic Construction Company, Inc. for sewer upgrades, and an additional $350,000 to contract 8001367 with Elecnor Belco Electric, Inc. for fiber optic upgrades to be completed on the San Fernando Road corridor prior to the construction of the project.
The preliminary engineering, design, sewer repairs, fiber optic upgrades/maintenance, and all other related work as part of the San Fernando Road Beautification Project was originally funded from various sources such as the State Gas Tax, Measure W, and Sewer Funds for a total of $2,466,278 as itemized below:
Approved Professional Services Agreement
with Mark Thomas and Company, Inc.
$1,471,898
Approved 10% Contingency $147,190
City Staff Time for Project Management $147,190
Sewer Repairs $350,000
Fiber Optic Repairs $350,000
TOTAL $2,466,278
During development of the project, staff became aware that the San Fernando Corridor Tax Share Fund (4100) is available and eligible to fund this project. The San Fernando Corridor Tax Share Fund monies may be spent on the public improvements in the San Fernando Road Corridor Redevelopment Project Area.
Since the San Fernando Corridor Tax Share Fund provides a targeted funding source specifically designated for these types of enhancements along the project corridor, staff proposes allocating from this fund for these improvements. Doing so frees up previously allocated project funds from State Gas Tax, Measure W and Sewer Fund to program other projects. The resolution of appropriation in this report will substitute the existing funding with the San Fernando Corridor Tax Share Fund. The previously appropriated funds will be returned to their respective fund balances.
