Allan C. Durham
Since the last Charter Review Committee was established in 2002, there are obviously numerous provisions that have either become outdated, require revision or need to be added to the City Charter. This Committee needs Glendale citizens, such as me, who are already knowledgable and involved in civic matters.

I attended the February 27, 2024 meeting at which
the City Council unaminously voted in favor of establishing this Committee. ✔

Work History:

Price Waterhouse Coopers – Senior Auditor – 3 years

2 Responsible for planning and conducting financial audits of large and medium sized corporations in accordance with Generally Accepted Accounting and Auditing Standards.

Occidental Petroleum Corporation – Director-Finance – 31 years

During my career in Occidental’s Corporate Treasury Department, I was responsible for a wide variety of financial activities including:

• Negotiating, documenting and administering unsecured multi-billion dollar/multi-year committed Revolving and Term Loan Borrowing Facilities with syndicates of up to two dozen domestic and international banks.

• Negotiating, documenting and administering unsecured public Investment-grade bond issues of up to USD 2 billion with maturities of up to ten years.

• Arranging and managing a 4(a)(2) Commercial Paper Program for short - term corporate borrowing.

• Selecting and managing the investments (within the investment policy guidelines in the relevant Board Resolutions) for Occidental’s excess cash which at times reached as high as USD 4 billion. During the Financial Crisis that began in 2008, Occidental suffered no losses, illiquidity or defaults in its investment portfolio (unlike some S&P 500 companies which had assumed financial risks that they failed to understand).

• Issuances and open market repurchases of Occidental’s common stock.

• Issuances, conversions and redemptions of various preferred stock issues.

• Establishing and managing various Trusts for specific business purposes.

• Drafting and negotiating the terms and language of Letters of Credit required for Occidental’s international operations with various issuing banks and beneficiaries.

3 • Providing Treasury support for numerous asset acquisitions and dispositions.

• Designing a Sarbanes-Oxley compliance program for Corporate Treasury.

• Participating in preparing Rating Agency Presentations for S&P, Moody’s and Fitch.

• Analyzing the cost/benefit of Occidental’s common stock listings on numerous foreign stock exchanges and documenting any regulatory hurdles to delisting from those exchanges. My recommendation to delist Occidental’s common stock from all but the New York Stock Exchange was accepted and implemented by Senior Management saving the corporation millions of dollars annually in regulatory and legal fees.

• Preparing the Treasury/Finance disclosures contained in Occidental’s quarterly (10-Q) and annual (10-K) filings with the SEC.

• Providing data and support for Occidental’s internal and external auditors.

• Supervising a staff of four.

• Coordinating each approved financing with internal and external legal counsel. I am experienced in reviewing and commenting on complex legal documents.

California Resources Corporation – Director-Finance – 4 years

In late 2014, Occidental spun off all of its California assets and operations into a new publicly traded corporation – California Resources Corporation (“CRC”).

Effecting this corporate spin-off included:

• Arranging a secured committed USD 2 billion Revolving Credit Facility and a USD 1 billion funded Term Loan from a syndicate of twenty domestic and international banks.

4 • Arranging the issuance of USD 5 billion of publicly issued non-investment grade secured bonds

• Arranging the payment of a USD 6 billion cash distribution to Occidental in exchange for the transfer of the California assets.

• Continuing to provide the types of financial management and oversight for CRC that I previously performed for Occidental.

It's outdated and does not match
the needs of today's citizens. It was also written when certain groups were excluded from the decision making process. The revision should be equitable.

My background is in community/environmental
planning so the lens in which I view the city is broad and people-based, especially keeping the most vulnerable in the forefront. I have also spearheaded grassroots campaigns ensuring that the voice of all citizens are heard and understand how to reach those who would normally not feel comfortable attending government meetings. Additionally, I tend to try to understand future trajectories through data-driven research on where cities will be in the next 50-100 years, and what it will take to help sustain growths for current and future populations.

Glendale is already a great place to live but has so much potential to grow into an amazing city. I would love to be a part of this and appreciate the opportunity! Preferably evenings anytime after 6pm.

I have owned and operated a business for 30 years
I was a Commissioner with the City of Glendale for several years. I have been a President and a board member of several non-profits in Glendale. I was also named Woman of the Year 2016 with the Glendale Chamber of Commerce and am currently member of a Service Club as well as several non-profit boards.

As a business owner, I am quite familiar with the City and the leadership of the City as well as different businesses and government entities. I am a relationship builder and am meticulous when it comes to reviewing documents.

I do travel frequently; however, if I do have the dates of the meetings in advance, I will try and schedule my trips accordingly.

PROFILE
Experienced Director of Marketing with a proven track record of reinvigorating brands through technological and creative innovation. Music lover, avid reader, and book blogger with a passion for literature and storytelling.

EXPERIENCE
DIRECTOR OF MARKETING, MEGATRAX, LOS ANGELES, CA — 2018–PRESENT I joined Megatrax to reinvigorate a well-known and respected, but tired and outdated brand. Over the past three years I have hired and led a team of Designers, Content Producers, and Digital Marketing Managers within a music publishing company, with a view to increasing revenue through the licensing of our product by broadcasters, networks and brands across the USA, Canada and Latin America. I managed relationships with creative agencies, public relations teams and digital marketing agencies to rebrand the company with a new image for the modern age and a clearly defined rallying cry to take out into the marketplace. I designed, developed and launched a new music search and discovery e-commerce platform which allows customers to search for music, and download it for use in TV, Film, Advertising and Social Media. Read more about the project in Promax Daily Brief .

COMMUNICATIONS SPECIALIST (CONTRACT) UNIVERSAL MUSIC GROUP , LOS ANGELES, CA — 2018
I was hired on a contract basis to join the Data and Analytics Innovation Team at Universal Music Group. A role with storytelling at its heart, I provided a marketing, communications, and design perspective to a team who primarily deal in data science and analysis, with a focus on simplifying copy, building a story around a suite of data analytics products, developing brand creative, and improving visualisation of complex data intended to inform Universal’s artist roster, Artist Managers, and Digital Service Providers such as Spotify, Apple Music, and Tidal of trends, forecasting, and performance date in an easily digestible manner.

MARKETING MANAGER: USA, CANADA & LATIN AMERICA, WEST ONE MUSIC GROUP , LOS ANGELES, CA & LONDON, UK — 2014 -2018
A creative, managerial and logistical role, it was my responsibility to be the guardian of the WOMG brand and our eight independent record labels– on and offline, in all our international territories and with all agents / sub-publishers worldwide. Our in-house producers create music, and my team and I would take it out into the world.

DIRECTOR OF MARKETING
James David Clarke

My team and I communicate with the world through the internet, our printed materials, branding and other digital means. We tell the world who we are and what we do, the quality of the music we create, with a language that clearly communicates our identity, successes, expertise and values.

It was my mission to build on WOMG’s reputation; creating masterpieces of content and communications that shout loud, far and wide ensuring that each of our eight independent labels have a clear and distinct voice and key releases are promoted accordingly.

HEAD OF MARKETING, INKVITE, LONDON, UK — 2013 - 2014
Responsible for creating strategy for, launching, and managing, Inkvite - a creative writing app for iOS - and its brand presence both on and offline. This involved creating striking imagery, engaging copy and compelling editorial to encourage the key demographic to download the app. I created the Inkvite website and was instrumental in evolving the Inkvite brand through design, advertising, developing tone of voice and engaging with the reading and writing community. I also assisted in the development and testing of the app, along with it's creator and the development agency.

DIGITAL MARKETING MANAGER, ETAILCORE, LONDON, UK — 2012 - 2013 Hired to take ownership of the social media channels for Etailcore, and its two business summits: etailcoreLIVE (eCommerce) and manucoreLIVE (manufacturing).

Created both original visual content and copy for social media channels as well as the etailcore website to engage the events’ respective industries, sponsors and delegates.

Created weekly blog content and bi-weekly email marketing campaigns, as well as PPC advertising and sponsored social media posts.

MARKETING MANAGER, WORLD TRADE GROUP , LONDON, UK — 2010 - 2012 Responsible for marketing strategy of an international events business working in the retail, Pharma, manufacturing, HR and education sectors. With 35 annual events, each with their own individual websites, social media channels, audiences and potential sponsors, this was a role with many organisational challenges, however, good content planning, and a sold, well-managed, team of executives, as well as a responsive community managers, meant it was a successful one.

In 2022 I participated in a similar practice,
the revision of Armenian Engineers and Scientists of America's bylaws, a collaborative effort to ensure the needs of todays society. Therefore, I am familar with the process. We gathered feedback and incorporated suggestions to craft a comprehensive set of bylaws. Through meticulous research and adherence to legal standards, we ensured that the revised bylaws were clear, concise, and compliant with relevant regulations. This experience honed my ability to communicate effectively, navigate complex processes, and work collaboratively towards a common objective.

I am deeply committed to serving my community and have a track record of volunteering my time and expertise in non-profit organizations for the betterment of our community. I am also dedicated to ensuring that the Charter revisions reflect the principles of equity and inclusivity.

I have been licensed as an attorney by
the California State Bar since 2017. Since then, my job has almost always consisted of evaluating and reviewing city, state, and federal ordinances and laws. In addition, my job has been to argue in court how certain statutes and ordinances apply to various circumstances. I believe this committee needs an attorney like myself who has spent over 7 years evaluating statutes and determining what language needs to be used in various circumstances.

The Charter will undoubtedly require someone who has the ability to word statutes and rules. I believe I can provide that.

My goal is to first and foremost serve the public and the City of Glendale. It would therefore be my greatest honor to serve the public as a member of this committee.

I am available after 5pm almost any day of the week. I work Mondays through Fridays until 5pm. Should the meetings be earlier in the day for whatever reason, I will ensure that I will make time to make the meetings.

I have called Glendale home for the last decade and a half, and am invested in its continued success. Additionally, I have been a practicing attorney for the last 18 years and, in that capacity, I have had the pleasure of representing public entities at the city and county level. I believe that my education, training, and experience as a practicing attorney would be beneficial in my review of the City's Charter.

I am thoroughly committed to any role I undertake, and, if selected, I would exercise my best efforts to make sure that I diligently execute the duties with which I am entrusted.

I do not have any current conflicts that would prevent me from committing to the schedule set forth above.

I think it’s important for any institution, government
included, to periodically review and update its rules and procedures. The world has changed a lot since the City’s Charter was last reviewed, so it make sense that we should make sure the Charter reflects that.

I have been a partner in a small business in Los Angeles for 25 years, during which time I have personal experience with just about every organizational issue imaginable. In addition, I previously served as both Treasurer and Board President of the Silverlake Independent Jewish Community Center, where I helped lead the center out of a financial and organizational crisis. All of this experience has taught me a great deal about working with various groups with disparate viewpoints, achieving consensus when possible and balancing competing interests when not.

I consider myself a skilled writer and public speaker/presenter, which sound like skills that might come in handy.

My schedule is very flexible, it would be extremely rare for me to not be able to make myself available as needed.

While at the SIJCC I led a successful effort to modernize and professionalize a formerly-struggling community center (which at the time provided only early-childhood education) into a thriving community center with offerings for all members of the community.

Major achievements include arranging financing to purchase 100% interest in our building from our co-owner (the Episcopal Diocese of Los Angeles), re-establishing a relationship with the Jewish Federation of Los Angeles, hiring a professional staff to run the center (was previously all volunteer), and developing a master architectural plan to revitalize the property.

I have read and reviewed some local ordinances, including Glendale Municipal code sections, and I found them to be confusing and ambiguous.

I tried to look for guidance only to find that there is not any. That experience has taught me that having clear and unambiguous local regulations is important to ordinary citizens, particularly to those who try to understand city's actions. As an attorney, I am able to read and analyze the City's Charter with an eye toward improving the clarity of it.

I should be able to attend the meetings as long as they are held after regular work hours.

I want the world to run efficiently, fairly,
and reasonably. Thus, I want our City's Charter to be precise and clear with logical and forward-thinking laws. I was on a similar committee to update Bylaws for a private club a couple of years ago; I enjoyed the work a lot and felt that I meaningfully contributed to the committee's work and Bylaw revisions. This also seems like a unique opportunity.

Technically my husband sent me the page
link, but I also later read about it in the emailed My Glendale newsletter! ✔

I have been a practicing lawyer since December 2007
so I understand laws and the importance of writing them unambiguously. I could articulate concise laws in writing that would have little to no ambiguity and therefore be clear and enforceable. I strive to act with integrity and compassion, which would help me assess Glendale's Charter and proposed revisions impartially. I am creative and try to be patient, so I could come up with good solutions to issues and problems Glendale faces. I did all of this on The California Club's Governance Committee, which was formed to update the Club's Bylaws in 2021.

I appreciate that Glendale tries to keep the City updated in various ways, so thank you! I am happy to meet in person or answer any additional questions that the City's Charter Review Committee has! I am always busy, but if I am on the Committee, I understand these time requirements. I have various commitments such as trials and one trip over the 4th of July, but would make myself available whenever possible. I don't have set work hours every day, so I can be flexible in that way. I am also good at planning ahead, so if that is possible, it would work well for me.

LATE SUBMITTAL
I studied Political Science, with an emphasis on the
Supreme Court and Constitutional Law, at Brown University (2011-2015). While I ultimately ended up getting into Television Writing (Nickelodeon, Mattel, etc.) I have a strong passion for politics and am always searching for helpful and supportive ways to get involved. As a professional writer, one of my strongest skills with politics is being able to break down complex political concepts and procedures into easy-to-understand and even entertaining explanations. In addition, having worked in the corporate and entertainment fields, I have developed strong experiences leading teams, public speaking, and communication between large groups of people. I believe I can bring a level of clarity, coordination, communication, and humor to this project! In addition to my love of Glendale and politics, I hope I can bring a unique perspective to the committee.

I am a Glendale transplant, having moved from Colorado (school in Rhode Island) and bouncing around other areas of LA (Echo Park, El Segundo).

I want to bring a youthful, relatable, and modern perspective when shaping a "modern" Glendale City Charter in order to get people to care about what shapes this great city! Overall, my availability is good with enough advanced warning.

I am out of town Friday, May 10th - Sunday May 12th
Other than that, there are no large commitments and the meetings shouldn't be a problem!
