SUBJECT: NOTICE OF INTENT TO REVOKE BUILDING PERMITS
BCB2207948, BCB2207949, & BE-SFD-006965-2023
Mr. Akop Adamian:
This is a NOTICE OF INTENT TO REVOKE BUILDING PERMITS BCB2207948, BCB2207949, & BE-SFD-006965-2023 FOR THE PROPERTY LOCATED AT 1239 NORTH EVERETT STREET.
On April 29, 2022, the Planning Division approved Design Review Exemption Case No.
PD REX EM 2206507 to allow for an addition at the rear of the existing house, demolition of the existing detached garage to construct a new zoning code compliant garage, and facade improvements to the existing residence consistent with the Secretary of the Interior's Standards for Rehabilitation of historic resources. The Planning Division is requesting that the following building permits that have been issued in conjunction with the design review exemption be revoked, due to work that has gone beyond the scope of planning approval and issued building permits resulting in illegal demolition:
• BCB2207948 - issued on June 15, 2023, for a remodel and addition of 692 square-feet to an existing house.
• BCB2207949 - Issued on june 15, 2023, for a new, 465 square-feet detached, two-car garage.
• BE-SFD-006965-2023 - issued on June 22, 2023 for a temporary power pole.
On October 19, 2023, the Planning Division staff received a complaint from a resident that the existing house had been demolished. The resident also submitted photos of the current conditions that illustrate the demolition of the existing residence. Staff referred the matter to the Building Inspections office for investigation.
On October 19, 2023, the Building and Safety Division issued a stop work (see attachment) order for the above referenced address for exceeding the scope of work approved under current building permits.
Due to the demolition of the existing residence, the property will be subject to Glendale Municipal Code ("GMC") Section 15.20.090 which establishes provisions for enforcement and penalties associated with demolition of a potential contributor to a pending historic district.
11/1/2023
Therefore, it is the intent of the Glendale Building and Safety Division to revoke the above- mentioned permits. The authority to revoke permits is contained in the California Residential Code Section R105.6 that states:
"Suspension or revocation. The building official is authorized to suspend or revoke a permit issued under the provisions of this code wherever the permit is issued in error or on the basis of incorrect, inaccurate or incomplete information, or in violation of any ordinance or regulation or any of the provisions of this code."
Hereby, you are ordered to immediately stop all construction work approved under Building Permits BCB2207948, BCB2207949, & BE-SFD-006965-2023.
You have until November 15, 2023, to contact the City of Glendale Planning Division at (818) 548- 2115 to address this matter and provide reasons why these permits should not be revoked; otherwise, Building Permits BCB2207948, BCB2207949, & BE-SFD-006965-2023 will be revoked on November 15, 2023.
