CITY OF GLENDALE, CALIFORNIA
REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Adoption of Specification No. 3984 for Feeder Reconstruction for 12kV Operation Time and Equipment.
1. Resolution adopting Specification No. 3984 for Feeder Reconstruction for 12kV Operation Time and Equipment, and authorizing the City Clerk to advertise for bids.
COUNCIL ACTION
Item Type: Consent Calendar
Approved for April 30, 2024 calendar
EXECUTIVE SUMMARY
Replacement of aging or inadequate infrastructure is a critical step in improving the reliability of the electrical system. In order to achieve this, GWP is embarking on a three-year program to reconstruct the City's 4,000-volt (4kV) electrical distribution feeders for 12,000-volt (12kV) operation. An electric distribution line operating at 12kV has three times the capacity of one operating at 4kV. Reconstructing these aging lines for 12kV operation will increase the City's electrical line capacity, and it will also improve overall system reliability and efficiency.
RECOMMENDATION
Adopt Specification No. 3984 for Feeder Reconstruction for 12kV Operation Time and Equipment for Glendale Water and Power, and authorize the City Clerk to advertise for bids.
ANALYSIS
In an effort to maintain the electrical infrastructure and continue providing safe and reliable service to the customers, GWP staff plans to include the conversion of 4kV distribution feeders to 12kV. Replacement of aging and inadequate infrastructure is a critical step in improving the reliability of the City’s electrical system.
An electric distribution line operating at 12kV has three times the capacity of one operating at 4kV. At present, about half of the City's distribution lines are still on the older 4kV system. Reconstructing these aging lines for 12kV operation will increase the City's total line capacity to reliably supply the increasing demands for electricity. 2{{section.number}}d

Transmitting power at the higher 12kV voltage increases efficiency, minimizes power losses, and reduces the likelihood of outages caused by instant contact of the vegetation. In addition, as more renewable sources of localized electrical generation come online, the demand for high voltage transmission will continue to grow. The goal of the12kV Feeder Reconstruction Project is to upgrade up to six feeders per year and is a part of GWP’s ten-year Capital Improvement Program plan.
The current contract with Hot Line Construction, Inc., will expire on May 31, 2024, and, to continue this important work, GWP is seeking approval of the updated Specification which includes a proposed contract term of three years.
Specification No. 3984 will be available at the GWP Electrical Engineering counter.

Not Applicable.
FISCAL IMPACT
The Feeder Reconstruction for 12kV Operation (Time and Equipment) will cost between $6,000,000 to $7,000,000 per year. $7,000,000 was appropriated in the FY 2023-24 budget in the following account, and no additional appropriation is being requested at this time.
