RECOMMENDATION
Adopt the Resolution of Appropriation to appropriate the second disbursement of HHAP-3 funds in the amount of $290,956.83.

ANALYSIS
The State of California has established the Homeless Housing, Assistance, and Prevention Program Round 3 (HHAP-3), administered by the California Homeless Coordinating and Financial Council (HCFC). The program provides block grants to Continuums of Care, large cities, and counties to enhance regional coordination and reduce homelessness. The grant funds allow for various uses of funds, such as capacity building, workforce development, funding evidence-based programs, investing in data systems, local homeless action plan, improving homeless point-in-time counts, and delivering permanent housing solutions. At least 10% of funds must be allocated for homeless youth-populations, and not more than 7% for administrative costs.

HHAP-3 funding was made available as a non-competitive allocation to eligible grantees, including CoC’s large cities and counties. Individual allocations for each eligible applicant are based on their proportionate share of the state’s homeless population as reported by the Department of Housing and Urban Development (HUD) in the Point-In-Time (PIT) count. Eligible applicants were required to submit a Standard Agreement to Apply by October 15, 2021, to receive the initial funding disbursement of 20 percent of the individual applicant’s total allocation. To be eligible to receive the remainder disbursement, eligible applicants were required to engage with HCFC before submitting a final application by June 30, 2022.

On January 4, 2022, the City was awarded the initial disbursement amount of $72,739.21 which was appropriated as part of the FY 2022-23 budget process. The City received the second of HHAP-3 funds on January 30, 2023.

On October 16, 2023, the City released a Request for Proposal (RFP) to community agencies. On December 19, 2023, City staff worked with the CoC Board to review proposals, interview agencies that submitted proposals and finalize funding recommendations to agencies under the HHAP-3 program (Exhibit 1).
