ANALYSIS
The City of Glendale owns the Exchange, Civic Center, Marketplace, and the Orange Street parking facilities. These facilities provide parking for employees and customers of surrounding businesses, commuters, and visitors to the city. Parking management as well as the operation and maintenance of these facilities is an important service 2{{section.number}}{{item.number}}

provided to the public. These facilities represent the first and last experience visitors have when visiting shops, restaurants, and other establishments in downtown Glendale.

The current contract for these services is with Modern Parking, Inc. and will expire on June 30, 2024. The contract for these services was last awarded through a competitive RFP procurement process in 2009. The current vendor provides parking staff for daily parking operational activities at all four downtown facilities including the collection and processing of fees from daily and monthly parkers, monitoring and issuing monthly keycard access, assisting customers with parking activities, financial reporting, and providing security, janitorial, and other facility maintenance services.

Parking management services contractors have historically been selected in Glendale via an RFP process because the wide range of parking services and programs provided by these contractors does not readily lend itself to a formal bidding process and a contract award to the lowest responsible bidder, as required by the City’s Charter and the Glendale Municipal Code because of the nature of operating the City’s parking management services, which require the consideration of other critical factors, such as customer service and industry expertise. The RFP process allows for parking management firms to develop proposals that maximize their corporate strengths while still being crafted to the specific needs of the Glendale community. This selection process fosters innovation and the delivery of higher quality services to the public, important criteria that cannot be considered if the traditional competitive bidding/lowest responsible bidder procurement process were used.

On December 28, 2023, the Parking Management Services RFP was released and posted on the city’s website. A mandatory pre-proposal meeting and parking facilities tour was held on January 11, 2024, and attended by eleven firms.

On February 15, 2024, the city received eight proposals for parking management services under RFP# PWA 2023-017 from the following firms:

1. ABM Industry Groups, LLC

2. Ace Parking

3. Diamond Parking Services

4. EverPark Inc.

5. LAZ Parking California, LLC

6. Parking Concepts, Inc.

7. SP Plus Corporation

8. VPNE Parking Solutions, LLC
An evaluation team of staff from the Public Works Department reviewed the proposals which were ranked on the following criteria: company background and experience, operational plan, best value, innovation/recommendation, references and 3{{section.number}}{{item.number}}
