National Demographics Corporation (NDC) began the meeting by sharing the background of the process, the role of NDC and Tripepi Smith and why district formation is a topic of discussion in Glendale. NDC then walked through the focus maps and several other draft maps to give participants an understanding of what type of feedback City Council is looking for.

Members of GHCC discussed why the City, GCC and GUSD can’t have the same maps and shared concerns that the ambiance of the “Jewel City” will be lost in renter-dense districts. A representative of the Montecito Neighborhood Association expressed feeling a stronger connection with Crescenta Highlands than with Verdugo Woodlands and that they should be in a district with the north. A representative from Adams Hills shared that their organization prefers being with Glenoaks Canyon rather than renters.

GHCC leadership shared that it is difficult for them to take a stance as an organization.

However, their priority is that neighborhood associations are respected and kept together. Their leadership encouraged associations to get involved, meet with the districting team and share their feedback on parts of maps or whole maps they prefer.

Participants were invited by NDC and Tripepi Smith to share their feedback via email and attend the upcoming public forums.

Residents also discussed the impact districts would have on the City and what that would look like for them. Some residents expressed concern about the cost of moving to district elections and the outreach needed to reach all residents. NDC and the City Attorney shared some of the pros and cons of district formation and shared brief information related to the costs of the project requirements and the associated deliverables.

Rossmoyne discussed the focus maps, briefly touching on the possibility of creating renter-dense and Hispanic districts. Some residents expressed concern that heavy renter districts may not care to elect City Councilmembers. No stance was taken by individuals or the organization about a specific map. Rossmoyne members were invited to share their feedback about maps or the process in general with the City throughout the night.

NDC and the City Attorney provided background information and explained the legal requirements related to these questions.

A member of the Filipino-American Business Association, and resident of northern Glendale, shared that Map 126d represents the northern area of the City well. The representative of Adams Hill Neighborhood Association shared that districts 2 and 3 of Map 106b work well. They also expressed a desire to keep downtown together and shared that the Adams Hill area should not include the canyons because the needs of homeowners in the canyons do not align with those who rent in Adams Hill. NDC walked through the focus maps and shared Map 120b as well. The representative of GCC expressed the opinion that Map 126b divides the City most logically, keeping neighborhoods together.

They also expressed a concern that district formation is being explored at the wrong time. They believe district formation should be considered; however, they feel the City is already divided and implementing districts at this time would not help the City manage issues peacefully.
