ANALYSIS
On May 5, 2018, the City Council approved a professional service agreement with Transpo Group for parking consulting services following an RFP process. The city tasked Transpo Group to evaluate potential parking management strategies for the Downtown and Montrose Shopping Park District.

On November 5, 2019, the Downtown Glendale and Montrose Parking Analysis (Exhibit 2) was presented to the City Council which led to the adoption of parking management strategies outlined in the comprehensive parking analysis. One of the strategies highlighted was the need to update the Montrose Employee Parking Program, originally established in 2004, which was outdated and no longer effective in accommodating the parking needs of employees. Before Transpo Group was able to further evaluate the Montrose Employee Parking Program, the Covid-19 pandemic arrived, and the parking needs of the area changed overnight. It has been a slow recovery, but utilization is now back to pre-pandemic conditions, which provides the opportunity to finally update the Montrose Employee Parking Program.

On November 1, 2023, the Montrose Parking Analysis and Employee Parking Program RFP was released and posted on the city’s website. On December 20, 2023, the City received three proposals to review, develop, update all aspects of the Montrose Parking Analysis, and provide recommendations to the Employee Parking Program for the City’s parking operation in the Montrose Shopping Park under RFP # PWA 2023-014.

An evaluation team of staff from PWD and the Montrose Shopping Park reviewed the proposals. The proposals were ranked based on the following criteria: proposer’s background/experience/staffing, project approach/work plan, proposal responsiveness/project understanding, best value, and references. Based on the combination of written submittals and the results of the interviews, Transpo Group was determined to be the top ranked firm to perform the work.

Transpo Group prepared the original parking analysis report in 2019 and developed trust with key stakeholders through their prior public outreach process. Transpo Group’s foundation and data driven approach to this project is to leverage the experience and work completed on the previous Montrose Parking Analysis to develop a robust employee parking program for the future. A clear data collection technique was included that emphasized accuracy. A final comprehensive report will incorporate information based on data collection of existing parking conditions, analysis of the current program, input from business surveys and public outreach, and an implementation plan.

Transpo Group provided examples of similar projects that showcased their ability to meet the needs of our city. These examples provided detailed parking data and an optimal collection approach, parking supply and management solutions, on and off- street parking strategies and comprehensive reporting materials. considerable relevant experience providing parking consulting services to municipalities since 1975. Some of their past and present local municipal clients include the City of West Hollywood, Pasadena, Temple City and Glendale. Based in Seattle Washington, Transpo Group has a knowledgeable and experienced team to respond to all of Glendale’s needs.

STAKEHOLDERS/OUTREACH
Public Works reached out to consultants known for data collection and employee parking program development when advertising the RFP. The department directly e- mailed the consultants as well as published the RFP on the City’s website.

Further outreach efforts are included as part of the scope of work. Transpo Group will engage directly with city staff, stakeholders and the community at large during this process. Stakeholder outreach will focus on aligning all groups with common objectives and goals throughout the process.

FISCAL IMPACT
The Montrose Parking Analysis and Employee Parking Program services contract will cost $193,250. The Public Works Parking Fund budget can absorb this cost and therefore no new appropriation is being requested at this time. The funding is outlined below:
