RECOMMENDATION
CSP respectfully recommends that the City Council authorize the acceptance of $50,000 in OTO baseline funding from Los Angeles County AD for the FY 2023-2024 Elderly Nutrition Program; authorize the City Manager or a designee to execute Amendment Thirteen to the ENP202106 Subaward period July 2020 – June 2024 to accept and implement funding; and appropriate the funds to C-2 Home Delivered Meals Program.
ANALYSIS
CSP has been providing meal service to seniors 60 years of age and older in the greater Glendale area since 1979 with grant funding administered from Los Angeles County AD through the federal Older Americans Act. The ENP provides an important opportunity for social contact and is the only meal many seniors receive in a day.
The ENP is operated through the Senior Services Unit, which provides comprehensive, long-term services that include: Congregate Meals (C-1), Home Delivered Meals (C-2), Emergency Meals, and Telephone Reassurance and Supportive Services. The primary goal of these services is to assist the elderly in maintaining their independence and live in their own homes.
The City’s ENP Congregate Meals Program operates three (3) congregate meal sites serving lunch seven (7) days per week at the Adult Recreation Center, five (5) days per week at Sparr Heights Community Center, and three (3) days per week at Pacific Community Center. An average of 4,000 meals per month are served in the program to over 400 unduplicated seniors.
The ENP Home Delivered Meals Program is for homebound seniors requiring food delivery assistance due to physical and/or medical reasons and is substantiated by a doctor’s order before beginning program services. Program services include a weekly delivery of seven (7) frozen meals that include bread, fruit, milk and dessert. The Emergency Meals Program is part of the Home Delivered Meals Program and provides three (3) days’ worth of shelf-stable meals to unduplicated clients enrolled in the program.
The Telephone Reassurance Program is also part of the Home Delivered Meals Program, which ensures that seniors who are shut-in receive a weekly well-being phone call to check on their status.
The City contracts with TRIO Community Meals, LLC, to provide congregate and home- delivered meal catering services for the ENP. The contract period is from December 1, 2022, through November 30, 2026.
The cost per meal rate is as follows:
•Congregate Meals $4.56 per meal
•Home Delivered Meals $4.75 per meal
Los Angeles County AD originally awarded CSP an ENP grant for baseline funding in FY 2023-2024 through a noncompetitive process whereby the City entered into a subaward 3{{section.number}}d

agreement for a one (1) year term, commencing July 1, 2020, through June 30, 2021, with three (3) additional options to renew annually, for an anticipated total subaward term of four (4) years. Baseline funding for the program requires a 15% cash match.
Amendment Thirteen is part of year four of the four-year subaward term.
On April 26, 2024, LA County informed the City of additional grant funds from OTO baseline in the amount of $50,000 to be used for the C-2 Home Delivered Meals Program for FY2023-2024 from July 1, 2023, through June 30, 2024.
OTO baseline is a reimbursable grant with a 15% cash match. The LA County AD reimbursement rate for ENP funding for C-2 Home Delivered Meals Program service delivery for FY 2023-2024 is as follows:
Meal Type Funding Source Reimbursement Rate Per Meal
Home Delivered Meals OTO baseline $7.39
Emergency Meals OTO baseline $9.70
$50,000 in OTO baseline funding will enable the City to deliver an additional 6,766 home- delivered meals through June 30, 2024, and provide 80 unduplicated seniors with three (3) days’ worth of Emergency Meals totaling 240 Emergency Meals for the year.
STAKEHOLDERS/OUTREACH
The Elderly Nutrition Program is part of the Senior Services Unit, which operates out of the Adult Recreation Center and has two (2) additional meal sites at Sparr Heights Community Center and Pacific Community Center. Program services are advertised quarterly in the CSP Leisure Guide, periodically in the CSP Newsletter and on the department website, and outreach is conducted with other community agencies to ensure that the public is aware of the available services.
FISCAL IMPACT
The $50,000 in additional grant funds will allow the City to serve additional meals. The OTO baseline grant award of $50,000 was not appropriated as a part of the FY 2023- 2024 budget. Therefore, staff is requesting for an appropriation of $50,000 from grant revenue.
