RESOLUTION NO.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, DISPENSING WITH COMPETITIVE BIDDING; APPROVING A

CONTRACT AWARD AND AUTHORIZING THE CITY MANAGER OR A DESIGNEE

TO EXECUTE AN AGREEMENT FOR A FARE COLLECTION SYSTEM WITH

GENFARE, LLC, FOR THE BEELINE TRANSIT SERVICE
WHEREAS, the City of Glendale provides the Beeline fixed-route bus service for the community and charges passenger fares; and
WHEREAS, the current fare collection system is past its useful life and needs replacement; and
WHEREAS, the City has federal grant funding and local match to procure the new fare collection system; and
WHEREAS, the City being a subrecipient of both federal and state grant funds, must comply with state and Federal Transit Administration (FTA) procurement and contracting requirements; and
WHEREAS, pursuant to grant funding requirements, the fare collection system must be compatible with the regional Transit Access Pass (TAP) program and be able to integrate with the TAP system; and
WHEREAS, Glendale City Charter, Article VI, Sec. 9 provides an exemption to competitive bidding when the Council determines it is in the best interest of the City to dispense with competitive bidding; and
WHEREAS, given the need to continue providing transit services to the public, it appears that adequate justification exists and it is in the City’s best interest― upon recommendation of the Director of Public Works― to dispense with competitive bidding and award a contract to Genfare, LLC for a fare collection system.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:

1. The foregoing facts are deemed to be true and correct, and are a basis for dispensing with competitive bidding, and approving a contract award through a sole source procurement.
