Item Type: Action Item
Approved for June 4, 2024 calendar
EXECUTIVE SUMMARY
In December 2023, the City initiated negotiations with representatives from the Glendale Management Association (GMA) on behalf of the Sworn Police Managers, comprising Police Lieutenants and Police Captains. These management-level employees, totaling 17, are represented by the GMA, and their negotiation periods typically coincide with those of the Glendale Police Officers’ Association (GPOA). The goal is to reach an agreement on a successor MOU before the current MOU expires on June 30, 2024.
After six months of negotiations, staff brings forth resolutions adopting a three-year MOU with the GMA on behalf of Police Managers (GMAP) which will run effective July 1, 2024 through June 30, 2027.

RECOMMENDATION
That the City Council approve the attached Resolution and Memorandum of Understanding between the City of Glendale and GMAP, as well as approve the attached Resolution concerning the compensation of affected employees as submitted.
BACKGROUND/ANALYSIS
The City recently reached a tentative agreement with the GPOA for a three-year MOU which will run through June of 2027. This MOU is expected to be adopted on June 4, 2024 and addresses wages, hours and terms and conditions of employment for the rank and file sworn officers and sergeants of the Glendale Police Department.
The sworn management-level employees at the ranks of Police Lieutenant and Police Captain are represented by the GMA, whose negotiations typically run concurrent to the underlying bargaining unit of GPOA. Late last year, the City began negotiations with representatives of GMAP with the hopes of coming to agreement on a successor MOU, similar to the GPOA. The previous MOU has a three-year term and will expire on June 30, 2024.
Similar to recently concluded negotiations with the GPOA, the primary objective for these negotiations with the GMAP was to address compensation and ensure that the police managers maintain a competitive position in the labor market. The GMAP also sought to ensure that compaction would not develop between the police managers and their underlying subordinates within the ranks represented by GPOA. The Police Department has, in the past, experienced challenges in attracting candidates internally to the managerial position of Lieutenant. Efforts to incentivize promotion to management, with the additional responsibilities and loss of overtime potential, is one of the discussion points covered during this process.
After several negotiation sessions, and the exchange of various proposals, the City and GMAP have come to terms on a series of agreed-upon proposals designed to meet the objectives set forth above. Staff believes that this tentative agreement, which provides for a fair across-the-board cost of living adjustment is reasonable and addresses competitiveness. Specifics are:
1) 4.0% Cost of Living adjustment (COLA) effective the pay period that includes July 1, 2024; a 5.0% COLA effective July 1, 2025; and a 5.0% COLA effective July 1, 2026. 2) A $25 deferred compensation matching effective July 1, 2025. 3) 1% adjustment to salary Step 7 effective July 1, 2024. 4) $400 supervisory and management POST pay adjustment effective July 1, 2026.
The proposed MOU between the City and GMAP is provided as an attachment. The document includes the changes that have been agreed to and the modifications made to the expiring MOU. The terms set forth in the proposed MOU were successfully ratified 3{{section.number}}a

by GMAP’s membership with 100% voting in favor of this agreement, therefore staff recommends City Council adoption of the proposed three-year MOU Management effective 7/1/2024.
Finally, the city is currently facing citywide compensation compaction issues. In each of the MOUs approved thus far, the concerns brought forward during the negotiation process were addressed. While plans are in place to further review new issues comprehensively during the next negotiation cycle, staff proposes a salary adjustment to Principal Power Systems Operator, a position covered by the GMA. As it stands the subordinate position of Power System Operator II would see a decrease of 6.54% if promoted to the higher classification of Principal Power Systems Operator in Glendale Water and Power.
FISCAL IMPACT
The primary costs of the three-year agreement set forth in these Resolutions are primarily related to the compensation adjustments, specifically COLA, and POST pay adjustment spread over three years. The total cost compounded over three years is $2,524,614 charged to the General Fund. The breakdown below represents costs for each of the three years of the proposed City/GMAP MOU.
Term Fiscal Year Cost .
Year One 2024/25 $ 340,776
Year Two 2025/26 $ 775,659
Year Three 2026/27 $ 1,408,179
Total $ 2,524,614
Funding for Year One of this MOU shall be requested during the regular FY24/25 budget process. No appropriation is requested at this time.
GMA Class/Comp Resolution
The cost of the updated compensation for Principal Power Systems Operator will be absorbed by the Glendale Water and Power budget once there is an incumbent in the classification.
