RESOLUTION NO. 24-124
A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA
AUTHORIZING THE DIRECTOR OF PUBLIC WORKS, OR A DESIGNEE, TO ISSUE A
REQUEST FOR PROPOSALS (RFP) USING THE DESIGN-BUILD ALTERNATIVE
PROJECT DELIVERY METHOD FOR THE FIRE SYSTEMS IMPROVEMENTS AT
VARIOUS CITY FACILITIES PROJECT, AND AUTHORIZING THE DIRECTOR OF
PUBLIC WORKS TO SOLICIT PROPOSALS
WHEREAS, the Director of Public Works has proposed for the improvement of fire systems at various city facilities ("Project") using Design-Build, an alternate project delivery method authorized under Chapter 4.13 of the Glendale Municipal Code ("GMC"); and
WHEREAS, on May 31, 2024, the Director of Public Works presented a memorandum to the City Manager, as required by GMC Section 14.13.070(A)(1), describing the Project's attributes and stating the reasons and justifications for proposing the Design-Build method of project delivery; and
WHEREAS, the memorandum, which is attached as an exhibit to the April 12, 2022 Report to the City Council, states that:
1. As required by GMC Section 4.13.070, the Project is being proposed for the following reason(s) and justification(s):
a. The Project entails a significant degree of complexity. Installing the new fire alarm panel for the Glendale Police Building, as well as upgrading it, necessitates the expertise of a certified installer, as the new system is custom designed to seamlessly integrate with the existing fire monitoring systems. Moreover, the installation of the pre action system at the General Services Building will require careful planning and design adjustments to accommodate the existing conditions in the building. Lastly, over the past few years, Public Works has made emergency repairs to leaking fire sprinkler pipes at Fire Station 21 's Verdugo Dispatch area. Although these repairs have been successful, the recurring leaks indicate poor-quality pipes. To ensure the protection and reliability of the dispatch operations, it is prudent to replace a significant section of the existing fire sprinkler pipe that runs above the third floor.
b. The Project demands a level of expertise that the city staff currently lacks. Given the technical intricacies of the fire systems involved, a design-build approach is highly appropriate. For this procurement, we will be seeking the assistance of equipment manufacturers who specialize in fire safety systems that are compatible with the existing equipment within the building.
{{section.number}}b 8b1
c. The Project encompasses a scope of work and technical demands that are challenging to precisely delineate. Because our staff lacks expertise in these highly specialized fields, preparing the Technical Specifications is proving to be a formidable task.
d. The Project benefits from early contractor involvement. By having the Contractor involved in the design phase of the project, we can eliminate possible change order costs that are typical of this type of project.
e. The Project necessitates stringent risk management and risk mitigation measures. Ensuring the safety of the Contractor, Staff, and the Facility Structure is of utmost importance, particularly when working on an active fire monitoring system. The Contractor's responsibilities encompass design, procurement, installation, inspection, and certification of all aspects of the project. f. The Project has complex phasing. The site will require the removal and repairs to be sequences as to maintain accessibility of the facility.
2. Justification for the Alternative Project Delivery Method [GMC Section
4.13.060(6)]:
Design-Build achieves or improves:
a. The Project's schedule by:
i. Minimizing the project delivery time.
The Design-Build delivery method is typical for Fire Systems Improvements due to the coordination of design, procurement, installation, and inspections it is expected that the overall project schedule will be accelerated to the maximum extent possible.
b. The Project's cost by:
i. Minimizing its cost;
ii. Maximizing its budget; and,
iii. Completing it within budget.
Using the Design-Build method on this Project will enable constant communication and coordination between the
Project designer and the builder (the designer and builder will likely be the same company), thereby reducing design errors and constructions mistakes, which in turn, ultimately shortens the construction period, reduces change orders, and lowers the Project's costs. This Project will benefit from additional cost savings, realized through Design-Build, because of early 2 {{section.number}}b
coordination of the construction means, methods, and
materials.
c. The Project's quality by:
i. Providing a high-quality design and construction that best;
ii. Addresses the complexity of the project;
iii. Providing a design and construction that minimizes or eliminates project risk borne by City;
iv. Providing the most highly qualified organization to perform the work; and,
v. The Design-Build method will ensure that the
Contractor complete the Project in a manner that is
designed and approved by Building and Safety
• Department prior to construction.
WHEREAS, the City Manager, as required by GMC Section 4.13.070(A)(2), reviewed the Project and, on Ma7 31, 2024, approved the use of Design-Build; and WHEREAS, having received the City Manager's approval and having satisfied one or more reasons under GMC Section 4.13.060(A), and one or more justifications under GMC Section 4.13.060(8), the Project meets the procedural and substantive requirements for using an alternative project delivery method.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GLENDALE:
Section 1. The foregoing facts are deemed to be true and correct, and are a basis for authorizing the use of the Design-Build delivery method on this Project Section 2. The Request for Proposals (RFP) Proposals for the Design and Build of the Fire Systems Improvements at Various City Facilities Project is hereby approved and adopted and will be known as RFP No. 3961.
Section 3. The Director of Public Works is hereby directed to advertise for proposals for the project's design, work, equipment, and materials.
Section 4. The Director of Public Works is directed to return to the Council for the Council's award of a contract.
