CITY OF GLENDALE
INTERDEPARTMENTAL COMMUNICATION
Date: May 31, 2024
To: Roubik R. Golanian, P.E., City Manager
From: Daniel Hernandez, Interim Director of Public Works Subject: Request for Approval of Alternative Project Delivery Method: Fire Systems Improvements at Various City Facilities Project, Specification No. 3961 The Public Works Department respectfully requests your approval of the proposed Design–Build project delivery method for the Fire Systems Improvements at Various City Facilities Project (“Project”). Under Chapter 4.13 of the Glendale Municipal Code (GMC), the City Manager or designee must review and approve the proposed alternative delivery method before presenting the Project to the City Council and seeking its approval.
SECTION I: As required by GMC Section 4.13.070, the following information about the Project is provided:
1. Purpose and Function:
The Project will include the replacement of the Glendale Police Building’s Fire Alarm Control panels, Installation of a pre- action fire sprinkler system at the General Services Building and the replacement of fire sprinkler piping at Fire Station 21 Verdugo Dispatch.
2. Design and Features:
The proposed design- build will include meeting with City personnel to ensure all aspects of the required work are included, create scope that will identify locations of work, materials to be used, local drawings, and post installation inspection/certification.
3. Projected Cost:
The preliminary cost estimate for the construction is $525,000.00 which includes design, procurement, construction, and project management.
4. Estimated Completion Date:
It is anticipated that all work will be completed within six (6) months from Notice to Proceed.
2 5. Potential Design, Constructability, Maintenance, Repair, or Operability Issues:
Upgrading the Fire systems mentioned above will lessen the City’s risk to life and property loss in the event of a fire emergency and eliminate emergency maintenance calls for these systems.
6. I mpact on The Public and City Services until the Project’s Completion:
During the construction the work will be phased to ensure accessibility for city staff and the public and continuity of operations.
SECTION II: As required by GMC Section 4.13.070, the Project is being proposed for the following reason(s) and justification(s):
1. Reason for the Project [GMC Section 4.13.060(A)]:
a. The Project entails a significant degree of complexity. Installing the new fire alarm panel for the Glendale Police Building, as well as upgrading it, necessitates the expertise of a certified installer, as the new system is custom designed to seamlessly integrate with the existing fire monitoring systems. Moreover, the installation of the pre- action system at the General Services Building will require careful planning and design adjustments to accommodate the existing conditions in the building. Lastly, over the past few years, Public Works has made emergency repairs to leaking fire sprinkler pipes at Fire Station 21's Verdugo Dispatch area. Although these repairs have been successful, the recurring leaks indicate poor -quality pipes. To ensure the protection and reliability of the dispatch operations, it is prudent to replace a significant section of the existing fire sprinkler pipe that runs above the third floor.
b. The Project demands a level of expertise that the City staff currently lacks. Given the technical intricacies of the fire systems involved, a design-build approach is highly appropriate. For this procurement, we will be seeking the assistance of equipment manufacturers who specialize in fire safety systems that are compatible with the existing equipment within the building.
c. The Project encompasses a scope of work and technical demands that are challenging to precisely delineate. Because our staff lacks expertise in these highly specialized fields, preparing the Technical Specifications is proving to be a formidable task.
3 d. The Project benefits from early contractor involvement. By having the Contractor involved in the design phase of the project, we can eliminate possible change order costs that are typical of this type of project.
e. The Project necessitates stringent risk management and risk mitigation measures. Ensuring the safety of the Contractor, Staff, and the Facility Structure is of utmost importance, particularly when working on an active fire monitoring system. The Contractor's responsibilities encompass design, procurement, installation, inspection, and certification of all aspects of the project.
f. The Project has complex phasing. The site will require the removal and repairs to be sequences as to maintain accessibility of the facility.
2. Justification for the Alternative Project Delivery Method [GMC Section 4.13.060(B)]:
Design-Build achieves or improves:
a. The Project’s schedule by:
i. Minimizing the project delivery time.
The Design- Build delivery method is typical for Fire Systems Improvements due to the coordination of design, procurement, installation, and inspections it is expected that the overall project schedule will be accelerated to the maximum extent possible.
b. The Project’s cost by:
i. Minimizing its cost;
ii. Maximizing its budget; and,
iii. Completing it within budget.
Using the Design- Build method on this Project will enable constant communication and coordination between the Project designer and the builder (the designer and builder will likely be the same company), thereby reducing design errors and
constructions mistakes, which in turn, ultimately shortens the construction period, reduces change orders, and lowers the Project’s costs. This Project will benefit from additional cost savings, realized through Design- Build, because of early coordination of the construction means, methods, and
materials.
c. The Project’s quality by:
i. Providing a high-quality design and construction that 4 best;
ii. Addresses the complexity of the project;
iii. Providing a design and construction that minimizes or eliminates project risk borne by City;
iv. Providing the most highly qualified organization to perform the work; and,
v. The Design-Build method will ensure that the Contractor complete the Project in a manner that is designed and
approved by Building and Safety Department prior to
construction.
The Fire Systems Improvements at Various City Facilities Project will preserve and protect the fire systems of the Facilities to ensure accessibility and the integrity of the facility for years to come.
