EXECUTIVE SUMMARY
A PSA is needed for a consultant to provide professional engineering services for the development of a Stormwater Master Plan that will be an integral planning tool for the Public Works Department to help monitor, prioritize, and maintain the city’s storm drain infrastructure system, including assisting the city on the National Pollutant Discharge Elimination System (NPDES) Permit/Stormwater Discharge compliance reporting as mandated by the State of California.
Following a Request for Proposals (RFP) process, the consulting team of Wood Rodgers, Inc., is recommended to perform the work. The proposed PSA with Wood Rodgers, Inc. will cost $848,206.

ANALYSIS
The Public Works Department (PWD) maintains stormwater infrastructure in the public right-of-way, which is primarily composed of approximately 5,500 linear feet of storm drain pipes and 4,350 catch basins in an Enterprise geodatabase using Geographic Information System (GIS) and Microsoft SQL Server. The database does not indicate or report the condition of the pipes, nor does it plan for the upgrade and maintenance of the system on a necessary basis. The city also needs to comply with the NPDES Permit and stormwater discharge requirements by collecting and reporting stormwater data to the State of California on a routine basis.
In order to hire the most qualified consultant to develop a stormwater master plan and ensure compliance with NPDES requirements, an RFP was issued on December 11, 2023, for Professional Engineering Services for this project. To further ensure competitive proposals, the city advertised the project on the city website and multiple plan holder websites which are distributed to an extensive network of professional consultants.
On January 26, 2023, the city received three proposals from consulting firms for the Storm Drain Master Plan under RFP # PWA 2023-013.
An evaluation team of staff from PWD reviewed the proposals. The proposals were all ranked based on the following criteria: proposer’s experience, measurable and trackable results, quality of submittal, and best value. All the proposers were then interviewed.
Based on the combination of written submittals and the results of the interviews, the Wood Rodgers, Inc. consultant was determined to be the top ranked. Staff then held a negotiation conference with the consultant and were able to successfully reduce their proposed cost from $929,995, to $848,206, which translates to a nine percent reduction.
Wood Rodgers, Inc.’s services will include gathering information of watershed hydrology and existing storm drain infrastructure, establishing a system-wide condition assessment plan that includes inspection and field review, developing a repair program for storm drain facilities, preparing a stormwater rate and revenue plan, verifying and reporting conditions of the pipes, planning for the upgrade and maintenance of the storm drain infrastructure and system, and assisting the City with NPDES permit and stormwater discharge compliance and reporting.
Wood Rodgers, Inc. has relevant experience on a variety of stormwater master plan projects and NPDES compliance of similar scope of work and cost. They have successfully delivered projects for City of Beverly Hills, City of Los Angeles, Alameda County, and City of San Jose. City staff checked Wood Rodgers, Inc.’s references and they were all positive.

ALTERNATIVES TO STAFF RECOMMENDATION
Alternative 1: Do not approve the motion authorizing a PSA for Professional Engineering Services for the development of the Stormwater Master Plan and Discharge Compliance Reporting and resolution of appropriation. Doing so, however, will not provide Public Works with the necessary tools to effectively implement planning and maintenance improvements for the City’s storm drain infrastructure and stormwater discharge compliance.
Alternative 2: The City Council may consider any other alternative not proposed by staff. 4{{section.number}}c
