CITY OF GLENDALE, CALIFORNIA
REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Request for Proposals for the Design-Build of the Fire Systems Improvements at Various City Facilities Project.
1. Resolution authorizing the Director of Public Works, or a designee, to issue a Request for Proposals (RFP) using the Design-Build Project Delivery Method for the Fire Systems Improvements at Various City Facilities Project.
COUNCIL ACTION
Item Type: Action Item
Approved for July 9, 2024 calendar
EXECUTIVE SUMMARY
Upgrades to fire systems at several vital city facilitates are needed due to the age of these systems and for continued reliability of these systems. Fire life systems are highly specialized and require a great deal of expertise to both design and construct their upgrades and like-for-like system replacements. This action will allow staff to issue an RFP for the Design and Build of the replacement of Glendale Police Building’s fire alarm panels, installation of a pre-action fire sprinkler system at the General Services Building Radio Room, and replacement of fire sprinkler piping at Fire Station 21 Verdugo Dispatch.
A design-build project approach is preferred in this instance due to highly technical and specialized scope of work for this project.
RECOMMENDATION
Approve the resolution authorizing the Interim Director of Public Works, to issue an RFP using the Design-Build Alternative Project Delivery Method for the Fire Systems Improvements at Various City Facilities Project.

Work for this project will take place at three vital city facilities including the Police Building, General Services Building and Fire Station 21. The intent of this project is to provide increased reliability and support for the facilities that house important public safety operations.
The design- build project approach is preferred due to the highly technical and specialized work involved. Additionally, there are significant benefits from having a single firm responsible for both the design and construction project phases including improved accountability, speed and cost control.
Police Building Fire Alarm Panels
The project entails a significant degree of complexity and specialty that demands a level of expertise that a design-build approach will provide. The fire alarm control panels at the Glendale Police Building are outdated and no longer able to receive upgrades. After more than 20 years of service-life it is now necessary to install new fire system panels to maintain regulatory compliance of the fire-life-safety system at this facility. This project includes the replacement of four Engineering Systems Technology (EST) fire alarm panels with new current generation EST panels in order to preserve the compatibility with the rest of the system and minimize the cost of the improvements. These four fire panels consolidate fire detection alarm points such as smoke and heat alarms, and active alert points such as strobes lights and audible alarms.
GSB Radio Room Pre-action System
The installation of a pre-action system at the General Services Building will provide an upgraded level of protection to the primary city-wide radio communication hardware from the building's fire sprinkler system. The existing fire suppression system at the Radio Room is a wet-pipe system. This project will replace this system with a “dry-pipe" system intended for data rooms which is preferred and safer for this application. The dry-pipe system will not cause water damage to the expensive and critical electrical equipment housed at this facility. Since the Radio Room was not originally designed to house data equipment, a pre-action system was not previously installed. The pre-action system installation is a retrofit within the existing fire sprinkler system that will improve the protection and reliability of the critical radio equipment.
Fire Sprinkler Piping at Fire Station 21 Verdugo Dispatch Over the past few years, Public Works has made several emergency repairs to leaking fire sprinkler pipes in the Fire Station 21 Verdugo Dispatch area. While the repairs have been successful, the recurrence of leaks in this area are indicative of deterioration of the piping. To ensure the protection and reliability of the dispatch operations it is prudent to replace a large section of the existing fire sprinkler pipe that transects the third floor. As fire sprinkler piping is a standard component of fire life systems, it was included in the project scope.
STAKEHOLDERS/OUTREACH
The Public Works Department will coordinate with each location to minimize any disruption to operations and the public.
