RESOLUTION TO DISPENSE WITH COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER, OR HIS DESIGNEE, TO ENTER INTO A 5-YEAR AGREEMENT WITH PEREGRINE TECHNOLOGIES INC. FOR THE INTEGRATION, TRAINING AND MAINTENANCE/SUPPORT IN THE AMOUNT OF $590,000 PLUS A 10% CONTINGENCY FOR A TOTAL AMOUNT NOT TO EXCEED $649,000.
WHEREAS, City Council recently approved building a Real Time Information Center (RTIC) for use at the Police Department;
WHEREAS, police data is housed in multiple databases including Central Square (current CAD and RMS system), Flock (current/future cameras and license plate reading technology), AXON/Evidence.com (body worn cameras, in-car cameras, taser technology, drone viewing capabilities), Veritone (RIPA) and IA PRO; WHEREAS, during the Police Department’s research of other RTIC’s, it became clear that to fully leverage technology, a platform would be needed that would ingest all data sources, both real time and historical, into one centralized system.; WHEREAS, Peregrine Technologies Inc., is a real-time decision and operation management platform which centralizes and organizes historical and real-time data, making it readily accessible and actionable.
WHEREAS, Peregrine Technologies is a platform that will bring together all the data, both real time and historical, under one centralized location in a user-friendly manner and with a proven track record.;
WHEREAS, Peregrine Technologies is the only solution on the market that offers a fully integrated set of user-facing applications for search, map-based analysis, link analysis, reporting and dashboarding that allow for seamless movement of data between those applications without the need to export and import data manually; WHEREAS, Peregrine is the only solution that offers desktop, laptop, tablet, and mobile device accessible versions of those integrated applications so that they can be accessed by authorized users whenever and wherever they are needed; WHEREAS, Article VI, Section 9 of the City of Glendale Charter provides an exemption to competitive bidding where the City Council determines it is in the best interests of the City to dispense with competitive bidding; and WHEREAS, Peregrine Technologies is the only source from which to obtain the platform with all the required features and compatibility as set forth above. 2 NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:
1. That the foregoing facts are deemed to be true and correct and a basis for dispensing with competitive bidding and the Council hereby finds that it is in the best interest of the City to dispense with competitive bidding.
2. That the City Manager or a designee is authorized to execute an agreement with Peregrine Technologies, Inc. for the integration, training and maintenance/support.
