RECOMMENDATION
Approve a motion authorizing a five-year GSA with SCS Engineers for 957,602 for the operation, maintenance, installation of environmental control systems, and environmental compliance for the Scholl Canyon and Brand inactive landfills.
ANALYSIS
The City of Glendale Public Works Department has oversight of the city’s Scholl Canyon & Brand landfills. These responsibilities involve monitoring the landfills for environmental regulations compliance. Both Scholl Canyon and Brand Park Inactive Landfills utilize environmental control systems to comply with applicable regulations. The environmental systems at both sites have continued to age and require regular maintenance and repair.
Due to degradation of environmental systems in place, upgrades are regularly needed to meet regulatory standards mandated by the California Regional Water Quality Control Board, California’s Department of Resources Recycling and Recovery (CalRecycle), South Coast Air Quality Management District, and the Local Enforcement Agency (Los Angeles County Department of Public Health).
SCS Engineers, the incumbent contractor performing this scope of work, has a current contract that expires on 8/31/2024. A new five-year contract is recommended to keep the landfills maintenance activities ongoing.
SCS Engineers continue to be one of the few companies in the region that specialize in landfill engineering and technical services. The firm is a recognized leader in landfill design and landfill engineering services and has maintained an excellent track record with its last contract with the city. SCS Engineers has become fully knowledgeable of Glendale’s inactive landfills and well known and respected by various regulatory agencies; it would benefit the city’s goals for maintenance and compliance to approve a new five-year agreement until such time as the plans to fully close the landfills arrives.
