AGENDA ITEM
CITY OF GLENDALE, CALIFORNIA
REPORT TO THE CITY COUNCIL
Report: Fire Department annual presentation of the status of state mandated fire inspections.
1. Resolution recognizing the Glendale Fire Department’s level of compliance with California Health and Safety Code Sections 13146.2 and 13146.3
COUNCIL ACTION
EXECUTIVE SUMMARY
Under California state law, the Fire Department must report annually its performance as it relates to conducting fire and life safety inspections on specified occupancies.
Acknowledgement of this report by City Council in the form of a resolution is required under Senate Bill 1205.
Item Type: Consent Calendar
Approved forSeptember 10, 2024 calendar
2 RECOMMENDATION
That the City Council approve the attached resolution recognizing the Glendale Fire Department’s level of compliance with California Health and Safety Code Sections 13146.2 and 13146.3.
ANALYSIS
California Senate Bill 1205 (SB 1205) was signed into law on September 27, 2018, after the tragic Ghost Ship Fire (December 2016) brought national attention to California and put a spotlight on fire safety laws as well as the performance of fire inspections. This law amends preceding law such that an annual report on state mandated inspections is now required to be submitted to the governing body of each jurisdiction having authority for inspections. The report must be acknowledged in a resolution or similar formal document.
State mandated inspections were enacted by the California Health & Safety Code Sections 13146.2 and 13146.3 and requires all fire departments that provide fire protection services to perform annual inspections in every building used as a public or private school, hotel, motel, lodging house, apartment house, and certain residential care facilities for compliance with building standards. The California Health & Safety Code Sections 13146.2 and 13146.3 did not require fire departments to report or demonstrate compliance as the new law (SB 1205) does. The Glendale Fire Department is dedicated to protecting life and property through the highest level of service to the community. One way we provide essential risk reduction service to our community is through inspections.
The Fire Department will provide City Council with a fire inspection report summarizing inspections activities on an annual basis. While there are no penalties identified in the law, adoption of the resolution will establish the City of Glendale’s compliance with the new California health and safety code mandates.
Public and private schools are generally classified as Educational Group E occupancies.
They are schools used by more than six persons at any one time, for educational purposes through the 12th grade. Within the City of Glendale, there are 50 Group E occupancies, buildings, structures, and facilities. During calendar year 2023, the Glendale Fire Department has completed 100% of the annual inspections for Group E occupancies, buildings, structures and/or facilities.
Hotels, motels, apartments (three units or more), residential care facilities and other residential occupancies that contain sleeping units are generally classified as Residential Group R occupancies. Within the City of Glendale there are 4030 Group R (and their associated sub-categories) occupancies. During calendar year 2023, the Glendale Fire Department has completed 99% of the annual inspections of Group R occupancies, buildings, structures and/or facilities.

REPORT TO THE CITY COUNCIL
AGENDA ITEM
Report: Revised Specifications for Vault Dewatering, Hazardous Waste Disposal and Emergency Response Clean-Up.
1. Resolution adopting revised Specification No. 3982R to furnish materials, equipment and labor for vault dewatering, hazardous waste disposal and emergency response clean-up for Glendale Water & Power (GWP) and directing the City Clerk to advertise for bids.
COUNCIL ACTION
Item Type: Consent Calendar
Approved for September 10, 2024 calendar
EXECUTIVE SUMMARY
Glendale Water & Power (GWP) plans to contract with a company that provides support services such as vault dewatering, hazardous waste disposal and emergency clean-up of GWP facilities to allow staff to conduct repair and maintenance, and restore power and water services, as soon as possible following interruption of services. In performing operation and maintenance services, GWP is faced with challenges that prevents the continuous service to its customers. Occasionally, an overhead transformer explodes that requires immediate clean-up or an equipment failure in the underground vault needs to be repaired to restore power immediately to the vicinity.
To conduct the repairs, the vault must first be cleaned and dewatered for staff to safely conduct the repairs. Additionally, the oily water cannot be discharged to the street in compliance with the federal and state environmental regulations. The clean-up and emergency response usually generates hazardous waste that should be disposed of properly and by certified contractors.
The original Specification approved by the City Council, was posted on May 9 and May 13, 2024, on the Glendale Independent and the City’s website, and emailed to ten potential bidders. However, no contractor responded to the bid due to questions they had relating to prevailing wages, bonds, the engineer’s estimate, and response time on- site after GWP’s call. GWP has addressed the questions and increased the incident response time from 1-2 hours to 3-4 hours onsite, with a requirement to respond to GWP’s first phone call within a half hour.

RECOMMENDATION
Adopt the revised Specification No. 3982R to furnish materials, equipment, and labor for vault dewatering, hazardous waste disposal and emergency response clean-up for Glendale Water & Power, and to direct the City Clerk to advertise for bids.
ANALYSIS
Glendale Water & Power (GWP) provides power and water services reliably to the residents and businesses in Glendale. In conducting these services, GWP is faced daily with operational, maintenance and construction and regulatory challenges that prevents the continuous service to the public. Occasionally, an overhead transformer explodes and spills oil into resident’s pool or garden, a pipeline breaks and discharges polluted water into the street, or an equipment fails inside an electric vault that is full of water. Additionally, a chemical spill at the Power Plant may require immediate clean-up to protect the public and the nearby river. To conduct some repairs, for example inside the vault, the vault must first be cleaned and dewatered for staff to safely perform the repairs. The oily water cannot be discharged easily to the street as GWP needs to comply with the federal and state discharge regulations. Thus, GWP needs a contractor that can provide support services such as vault dewatering, hazardous waste disposal and emergency response cleanup for GWP restore operation.
Vault Dewatering - Underground vaults accumulate water from rain, yard cleaning or from residents’ lawn irrigation. An equipment failure in the vault requires cleaning and dewatering these vaults, as soon as possible, for GWP staff to safely repair the defective equipment and restore power immediately to the customers. The water sometimes cannot be discharged to the street as GWP electric has to comply with the water discharge requirements. Additionally, the vault dewatering clean-up and emergency response usually generates hazardous wastes that requires timely and proper disposal as required by federal and state environmental laws.
Hazardous Waste Disposal - Aside from the waste generated from the emergency clean-up, the GWP water and power O & M and construction activities generates and accumulates hazardous wastes in their work areas. These wastes must be stored and managed and disposed of properly and timely. GWP relies on contractors who can transport the wastes to certified disposal in-state or out-of-state facilities for appropriate treatment and disposal.
Emergency Response Clean-Up - In some instances GWP operations may generate spills in their work areas that require immediate clean-up because of the proximity to a storm drain or water body, or the spill is large and is beyond GWP staff capacity to clean-up. For example, a transformer that blew up where contents sprayed into the resident’s swimming pool or vegetable garden, or a spill that occurred in the Power plant area and has potential of discharging to the river.
Staff has addressed the contractors’ questions relating to prevailing wages, bonds, the engineer’s estimate, and response time on-site after GWP’s call, and increased the incident response time from 1-2 hours to 3-4 hours onsite, with a requirement to respond to GWP’s first phone call within a half hour, along with some other minor changes to the Bid list by including other bid line items identified in the review. 3{{section.number}}f

EXECUTIVE SUMMARY
The Genesis Group is the sole provider of software that is compatible to monitor and maintain the City’s radio system. RECOMMENDATION
Approve the Resolutions to dispense with competitive bidding and authorize the Deputy Director of Finance to issue purchase orders with The Genesis Group for the software of the radio system redundancy project and on-going software maintenance.
ANALYSIS
The Wireless Division utilizes various services from The Genesis Group to operate and maintain the City’s radio system. The services allow monitoring of system use patterns and anomalies as well as providing billing data used by the ICI System to determine Glendale’s portion of the shared revenue.
The radio system redundancy project is important to maintain continuity of operations in the event a catastrophic failure of the radio system master site happens. The redundancy allows data to remain available and accessible at all times. The Genesis Group is the only provider of the software solution that is compatible with the City’s current radio system. Therefore, the Police Department is requesting to dispense with competitive bidding and issue a purchase order to The Genesis Group for the software needed for the redundancy.
The software maintenance support provided by The Genesis Group is proprietary to the vendor due to the technical support services required to install, configure, and maintain products acquired as part of the overall radio system project and must be performed by The Genesis Group. For this reason, the Glendale Police Department is requesting to issue annual purchase orders to The Genesis Group for the life of the equipment for the software maintenance.
