Dear Counsel Members,
I am writing to put my full support behind the actions to name the Verdugo Woodlands a historic district.
I am not able to attend the council meeting because of another previous commitment.
However, I am extremely concerned about the deterioration of our neighborhood. We have lived for 40 years in the same Spanish-style house on Capistrano Avenue in the Woodlands. We selected this neighborhood because of it's older California feel, tree-lined streets, its serenity, and lack of congestion. Now with the addition of unsightly ADUs our street looks like a parking lot with cars lined up on the curbs -- several generations of a family crammed in together. New homes do not fit in with the original architecture. Large trees have been cut down and replaced with more and more concrete. It is sad to see. I fear that if this trend continues it will continue to degrade our living space.
Again, I urge you to move forward in making the Verdugo Woodlands a historic district. City zoning and lack of oversight have already impacted our neighborhood for the worse. We have a house adjacent to us that raised their backyard 3 to 4 feet, and built an ugly oversized ADU that replaced a small citrus orchard. Now we look at a cinder block wall and panel of electric equipment and concrete where there was once greenery.
I hope you take this seriously and do what is right for those homeowners who have made a life here.
Sincerely,
Chris Blatchford
Woodlands Homeowner

Hello,
I am one of the petitioners of the Verdugo Woodlands Historic District.
I value low profile homes and the character of our community. I love Glendale and Verdugo Woodlands. The City Services are top notch. Never do I, my family or friends have any concerns in attention to city services. I don't what it to become Silverlake or Los Feliz or other parts of LA!
My sole desire for supporting this historic district is to preserve the charm and low-profile homes. I remodeled my home and love the fact that neighbors are updating their homes. Many of my neighbors are doing it in the character of the community. What concerns me is losing the character and charm of our community. Many of you live here and know exactly what I mean or else you would not be living in Glendale.
Anyhow - I will be at City Hall on the 17th and I look forward to your support. Many of you during your campaigns promised your support. Thank you in advance and see you soon.
Thank you for all that you do for our City.
Sincerely,
Annet Arakelian
Cell - 818-326-2053
PS - I am cc'ing City Attorney and Director of Community Development to let them know that I am one of the petitioners. Furthermore, as you know there are anonymous mailings that are being distributed criticizing the City and targeting me. I have been advised to inform the FBI so I suspect they may reach out to you if this is beyond just an anonymous mailing. I am concerned for my safety and that of my neighbors and friends.

To all of you who should be concerned in preservation of the history, beauty and diversity of Glendale, California and have the authority to maintain this precious Community and its future, I encourage you to support the Verdugo Woodlands West Historical District.
I am in support of the Verdugo Woodlands West becoming a designated Historical District. I am a registered Voter and I Vote. I have lived in the Woodlands for 26 years. It is one of many beautiful neighborhoods in Glendale. That is why my wife and I chose to live here.
Over these years we have seen multiple changes in policies, development and neighborhoods. One would hope that decisions on the direction of our Communities future development and preservation of its Historical past would strike a balance. You can replace history with stories, documents and memorials. But, how much better is a Community that is proud to preserve its unique neighborhoods and maintain the natural and physical value within the neighborhood?
If you are familiar with the Woodlands, you know how unique it is. The wildlife, rural nature within a City dynamic and beauty of the multiple architectural styles create a cohesive environment. In recent years there has been introduced new architectural designs that are starting to displace the cohesive nature of the neighborhood. I would be discouraged if this becomes a new model in the Woodlands.
Thank you for your consideration of the Historical proposal.
Sincerely,
Mark & Yvonne Crawford

Dear Councilmember Najarian,
I urge you to support Consent Items 4(h) & 4(i) at tomorrow’s regular City Council meeting. If approved, these Consent Items will fund four historic surveys including surveys for the proposed Verdugo Woodlands and Cleveland Knoll Historic Districts.
My wife and I are residents of Cleveland Knoll.
Residents have volunteered extraordinary time, research and effort in drafting the Applications for these two proposed HD’s under Glendale’s new, streamlined HD process. And they have waited two years for their Applications to be reviewed by City staff, the Historic Preservation Commission and City Council in order to simply begin the HD process.
A small number of vocal opponents to the proposed Verdugo Woodlands HD are lobbying against Council approval of the HD survey using misinformation and scare tactics . I have been a witness to this at the 8/15/24 HPC Community Forum/HPC meeting and at the 9/27/24 City Council meeting.
Two anonymous mailings containing blatant misrepresentations and misinformation have previously been mailed to residents of the proposed Verdugo Woodlands HD.
Jay Platt gave an excellent presentation about what owning a home in an HD actually entails during the 9/15/24 five-hour Community Forum/HPC meeting.
Jay Platt also responded in detail to all questions and comments from opponents attending that Forum and clarified any misunderstandings expressed about HD’s.
Jay Platt also informed the opponents to the Verdugo Woodlands HD that they are allowed to gather signatures and submit an Opposition Petition on behalf of owners opposed to the HD. If owners of at least 20% of the frontage in the proposed HD sign the petition, then final approval of such HD would require five Councilmember votes rather than four.
A vote against these two Consent Items tomorrow would set a terrible precedent by allowing a vocal minority to shut down the HD process prematurely before it has had any chance to gain traction.
There will be plenty of time during the remainder of the HD process for Councilmembers to obtain demonstrable evidence
(rather than hearsay) of the
level of owners’ support or opposition to these two HD’s.
Therefore, I urge you to vote in favor of Consent Items 4(h) & 4(i) at tomorrow’s regular City Council meeting. It’s vital to allow these two HD Applications to proceed to the historic survey stage under the streamlined HD process.
Respectfully,
Allan Durham

Dear Mayor Asatryan and Glendale City Councilmembers,
I am writing in support of the proposed Verdugo Woodlands Historic District to be discussed at the city council meeting this evening. I am a strong proponent of this historic district and ask that the council vote to move forward with the historic resources survey.
My partner Domenico Ingenito and I bought our home in the Verdugo Woodlands in 2017, and one of the primary reasons we were drawn to this neighborhood was its well-preserved and unique historic character. Having lived in various neighborhoods in the Los Angeles area for more than 15 years, I can say with absolute certainty that there is something truly special about the Woodlands.
It’s a neighborhood cherished by its residents and sought after by homebuyers. And unfortunately, we’ve already seen too many beautiful historic homes demolished in favor of oversized “box” homes that don’t align with the established charm of this area.
I also want to address some of the misleading claims that have surfaced in opposition to the district.
The idea that new requirements will halt projects in their tracks simply isn’t true. In fact, historic districts provide a framework for managing change, not preventing it. Residents still have the freedom to make alterations and improvements; it just ensures that changes respect the neighborhood’s character. Since 2008, Glendale has successfully nominated several historic districts, where homeowners have continued to make approved alterations and additions. The vast majority of that work is approved efficiently at the staff level, without requiring lengthy reviews.
The Historic Preservation Commission and city staff have already found compelling evidence that our neighborhood qualifies for designation under four separate criteria. I trust their expertise and encourage you to do the same by voting to move forward with this survey.
Thank you for your time and consideration of this important step toward preserving the Verdugo Woodlands.
Sincerely,
Victor Mazzone

RE: Cleveland Knolls Historical Zone
I have lived 62 years, in my same home, in the above area being considered for Historical Zone designation. It is a stable area of many different architectural styles and a varied ethnic population.
The integrity and diversity of the homes should be preserved and protected from the boxy, uninteresting, mansionization that is beginning to, one by one, tear down and replace a smaller home.
These homes are very family oriented, located within walking distance to the three schools, Keppel, Toll & Hoover, transportation and a small shopping center. These homes are loved and well maintained.
PLEASE HELP US TO PRESERVE OUR LOVELY AREA.

Council members Asatryan, Brotman, Gharpetian, Kassakhian and Najarian:
I’m writing to all of you to urge you to vote YES to authorize all the historic surveys for pending historic districts. I was a proponent for the Casa Verdugo Historic District, and feel passionately about the need to retain the neighborhoods that give Glendale its character and uniqueness.
Those of us who value our community have no issue identifying ourselves and going on record to preserve the community’s heritage. You should not be swayed by anonymous persons who apparently are concerned only with unbridled development and are deliberately spreading misinformation and fear among Glendale residents. Instead:
Please place your confidence in the expert recommendation of staff and the Historic Preservation Commission who recommend proceeding with the Survey and trust the evidence that indicates the proposed Verdugo Woodlands historic district qualifies for designation under the necessary criteria.
Support Glendale residents who are more than capable of managing — not preventing -- change in their neighborhoods
The nominating process for historic districts is a long and arduous one, and it doesn’t succeed unless the majority of those living in those districts — long term and short term — support it! I know this from the 5-year process it took to create the Casa Verdugo Historic District. TRUST THE PROCESS which requires historic surveys -- the results that will either support or deny moving forward.
TRUST that alterations and additions to properties in historic districts WILL continue to be approved as is appropriate. Many properties in Casa Verdugo have been altered since the creation of the district, but our neighborhood STILL retains its uniqueness, charm and historic integrity.
We are all stewards of our communities and our future. Please work with homeowners all over Glendale to encourage designation of historic districts and honor your commitment to maintain Glendale’s character while steering our community to a responsible future. THANK YOU! Best,
Laurel Whitcomb Perlman

Dear City Councilmember,
We urge you to vote to authorize all the historic surveys in items 4G and 4H.
We have lived in Glendale for 35 years and in the pending Verdugo Woodlands Historic District for 9 years. When looking to buy a house and we saw the Woodlands area, we were immediately drawn to the older architecture of the homes which emotionally brought back the eras of the past and the periods in which our parents/grandparents had lived. For us, it’s preserving our heritage and history.
Historic districts do allow residents to manage change. In the 16 years since Glendale has had historic districts modifications and additions have been approved in historic districts including second story additions.
We urge you to stand up to the threats from anonymous sources who are deliberately trying to frighten people with misinformation. We urge you to follow the recommendation of city staff and the Historic Preservation Commission and vote to authorize all historic surveys.
Thank you.

CAUTION: This email was delivered from the Internet. Do not click links, open attachments, or reply if you are unsure as to the sender. I feel Council should support the Historic Preservation Commission recommendation for our area. Glendale has been nominating and successfully approving other historic districts. Our area deserves the same considerations as the already approved neighborhoods. I am a resident/owner of two properties in the Woodlands. I grew up in south Glendale, in an area that was dense when my family first moved there in the 60's and has continued to become increasingly denser as more development is allowed. I spent many nights driving through the Woodlands as a teenager knowing that this was the neighborhood I wanted to live in due to its trees and beautiful homes. I got my wish 28 years ago.
There is not a moment (and I walk twice a day) when I walk out into my neighborhood and not appreciate its uniqueness. I have met many people out walking who not only live in the area, but many who come from other areas to specifically walk the Woodland neighborhood.
The historic district designation would preserve the history and character of this Glendale neighborhood. As you are aware, historic districts do not handcuff homeowners from improving their homes, or even building ADU's. Our city is intent on protecting our trees, so why should the architecture be any different? I am not thrilled to have anyone tell me what I should do with my property, but in the interest of my fellow neighbors and maintaining the character of the area, I would welcome help and guidance from the HPC should I want to alter the frontage.
Regarding the anonymous literature circulating the neighborhood, it includes misinformation about the approval of historic districts. The fact that it is anonymous speaks volumes. The literature authored by the Woodlands Historic District applicants not only provides truthful information, but also allows dialogue among those concerned with questions. The last two VWWNA (Verdugo Woodlands West Neighborhood Association) yearly meetings held in October at the Adobe addressed the historic district proposal and answered questions that anyone in attendance asked. Individuals have disseminated accurate information to every household in the proposed district.
Please do not be influenced by those spouting misinformation.

Mayor Asatryan and Members of City Council.
I am writing to express my fierce opposition to the misinformation, disinformation, and flat-out lies that are being disseminated in these "anonymous” flyers discrediting the value, importance, and TRUTH of historic districting. I would also add how disappointing it is to see some of our elected officials so easily swayed, and bullied, by these anonymous, and ignorant, voices.
With that, I would also like to express my anger and frustration at members of council who ignorantly claim “my neighborhood is going to be next!” or those who make associations of historic districts with racist agendas.
You know who you are - and everyone knows what you mean. You are capitalizing on the current wave of grievance and divisive politics that is festering in our society as a whole.
And shame on you.
Historic districts are not about gentrification or redlining, they are simply about preserving the architectural, and natural, landscapes of our neighborhoods. Neighborhoods comprised of craftsmanship that no longer exists in modern construction. Materials that are no longer available in modern construction. A fabric of different styles birthed out of our city's (and our country’s) departure from two world wars. They contain OUR HISTORY - which INCLUDES the many Armenians who settled in Glendale going back to the end of the 19th century.
MANY people of MANY different backgrounds currently live in, love, support, promote, and work to create our historic districts.
Please turn off the noise, do your own homework, and listen to the experts that work for the city - and that you appointed to the Historic Preservation Commission.
I ask that you follow the guidance of staff and the HPC, who recommend proceeding with ALL the Historic Surveys that are on the table before you - which includes the pending survey for the Verdugo Woodlands Historic District.
Sincerely,
David M.

Dear Mayor, Council Members, City Staff:
My name is Garen Hagobian, I am a resident of Glendale, in the Verdugo Woodlands neighborhood. I am aware that there is a push to create a Historic District in the area. I am writing to let you know that we (my wife and I) are opposed to his proposal and to date we have not been contacted by any proponent for our opinion on this matter.
I understand the local homeowners association may be behind this push. As homeowners in the VW, we are not members of this association, nor do the views, opinions, and wishes of this association reflect or represent any of ours. Also, there has been zero outreach from the City regarding this matter. Speaking with my next door neighbor this morning, he was completely unaware of this proposal.
This City already has strict building codes and a lawful process to obtain permits for any proposed construction. We don't need any more barriers or another level of bureaucracy to take away property owner's rights. This is a dangerous road, with possible legal implications, that we should not go down.
I am, however, in full support of any individual property owner in the VW (or in any part of Glendale) to petition to have his or her property registered as a historic site. This is a right that should be left to the individual, not forced on an entire neighborhood by a seemingly small group of people and in a covert fashion. If the proponents of this proposal are so passionate about preserving history, I support and encourage them to start with their own homes and property.
We have lived in our home for 20 years. We are well aware of the difficulties of home ownership in and around Glendale. We did not ask for this nor do we want it. We ask that this proposal move no further.
-Garen and Talin Hagobian
