A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA, APPROVING THE RESPONSE TO THE 2023-2024 LOS ANGELES COUNTY CIVIL
GRAND JURY FINAL REPORT ON MICROBILITY DEVICES AND DIRECTING THE
CITY MANAGER TO TRANSMIT SAID RESPONSE TO THE PRESIDING JUDGE OF
THE LOS ANGELES COUNTY SUPERIOR COURT
WHEREAS, California Penal Code section 919(b) provides: “The grand jury shall inquire into the condition and management of the public prisons within the county[.]”;; WHEREAS, on or about June 28, 2024, the Los Angeles County Civil Grand Jury released to the public its report entitled “Micromobility Devices: Pay Now or Pay Later” (“Micromobility Devices Report”) in its 2023-2024 Los Angeles County Civil Grand Jury Final Report and said report contains recommendations;
WHEREAS, California Penal Code sections 933(c) and 933.05 require a public agency to provide a written response to recommendations contained in a final report of the Los Angeles County Civil Grand Jury;
WHEREAS, staff has reviewed the Micromobility Devices Report contained in the Los Angeles County Civil Grand Jury’s Final Report and has prepared proposed responses to the recommendations contained therein; and WHEREAS, the City Council has reviewed and considered the proposed responses, as set forth in the Report to the City Council by the Chief of Police dated September 17, 2024, to the recommendations by the Los Angeles County Civil Grand Jury in the Micromobility Devices Report.
NOW, THEREFORE, THE COUNCIL OF THE CITY OF GLENDALE,
CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. The proposed responses, as set forth in the report by the Chief of Police to the City Council dated September 17, 2024, to the recommendations contained in the Micromobility Devices Report are hereby approved as the City of Glendale’s official 2 response.
SECTION 2. The City Council does hereby authorize the Mayor to sign a letter containing the City of Glendale’s official response and authorizes and directs City Manager, or his designee, to transmit said letter forthwith to the Presiding Judge of the Los Angeles County Superior Court.
