Council Member Gharpetian , that, with respect to the October 1, 2024, report of the directors of Community Development and Community Services & Parks, the City Council of the City of Glendale hereby:
(1) Approves the reprogramming of returned and undesignated Community Development Block Grant (CDBG) funds in the amount of $724,949.63, awarded by the U.S. Department of Housing and Urban Development (HUD), to the Homenetmen Glendale Ararat Roofing Project in the amount of $351,052, to the YMCA of Glendale All-Inclusive Locker Room Project in the amount of $314,767, and to the City of Glendale Pacific Park Splash Pad Project in the amount of $59,130.63; (2) Authorizes the City Manager or a designee to execute all agreements, amendments, certifications, and documents necessary to carry out the reprogramming of funds; (3) Authorizes submission to HUD of a substantial amendment to the FY 2024-2025, 2023-2024, and 2022-2023 CDBG, Emergency Solutions Grant, and HOME Investment Partnerships Act Annual Action Plans regarding the reprogramming of funds; and
(4) Authorizes the City Manager, or a designee, to redirect excess, cancelled, or unused program funds under $50,000 among projects with CDBG Advisory Committee approval.

Moved by Housing Authority Member Brotman , seconded by Housing Authority Member Asatryan , that, with respect to the October 1, 2024, report of the directors of Community Development and Community Services & Parks, the Housing Authority of the City of Glendale hereby authorizes submission to the U.S.
Department of Housing and Urban Development of a substantial amendment to the FY 2024- 2025, 2023-2024, and 2022-2023 Community Development Block Grant (CDBG), Emergency Solutions Grant, and HOME Investment Partnerships Act Annual Action Plans regarding the reprogramming of returned and undesignated CDBG funds totaling $724,949.63 to the Homenetmen Glendale Ararat Roofing Project in the amount of $351,052, to the YMCA of Glendale All-Inclusive Locker Room Project in the amount of $314,767, and to the City of Glendale Pacific Park Splash Pad Project in the amount of $59,130.63.
