A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA,
ADOPTING AND SETTING THE PUBLIC BENEFITS CHARGE (PBC) IN SECTION
13.44.425 OF THE GLENDALE MUNICIPAL CODE, 1995 IN ACCORDANCE WITH
STATE OF CALIFORNIA PBC MANDATES
WHEREAS, Glendale Municipal Code, 1995 (GMC) Section 13.44.425, in accordance with State of California mandates, authorizes Glendale Water and Power Department (GWP) to apply a public benefits charge (PBC) to its customers’ electric charges, the funds from which must be used for: 1) cost- effective demand side management (DSM) services to promote energy efficiency and energy conservation; 2) new investment in renewable energy resources and technologies; 3) research, development and demonstration programs; and 4) services provided for low-income electricity customers, including but not limited to, targeted energy efficiency service and rate discounts; and WHEREAS, the City Council, with an ordinance adopted concurrently herewith, is amending GMC Section 13.44.425, subsection A, to implement the PBC rate in an amount set and mandated by the State of California law; and WHEREAS, the current State of California mandate calculates and sets the PBC rate at 2.85% of annual retail electric revenues.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE, CALIFORNIA:
Pursuant to Glendale Municipal Code, 1995 (GMC), Section 13.44.425 and the State of California mandates pertaining to the public benefits charge (PBC) rate, the City Council hereby adopts and sets the PBC rate at 2.85% of the charges made for such electricity, and for any supplemental services or other associated activities directly related to and/or necessary for the provision of electricity to the service user as set forth in GMC Section 13.44.425.
