EXECUTIVE SUMMARY
On March 4, 2024, the CDBG Advisory Committee met to make funding recommendations for capital improvement projects (CIP) for FY 2024-2025. At the time of the meeting, the U.S. Department of Housing and Urban Development (HUD) had not yet released final funding allocations. The Committee left the CIP fund balance to be reprogrammed at the August 2024 meeting when allocations would be finalized. This funding totaled $254,370.13.

In addition, two community agencies: 1) Boy Scouts, Verdugo Hills Council ($92,696), and 2) YWCA of Glendale and Pasadena ($377,883.50), notified the City in March 2024 of the cancellation of their CIP projects.

In June 2024, staff informed community agencies that met the following criteria of the availability of additional CIP funds: agencies that either (1) have an open general contractor estimate, or (2) are currently in construction and able to spend the additional funds to complete a project.

Four community agencies that met the criteria were notified and three submitted a Letter of Interest requesting additional funds:
•Door of Hope (DOH) DV Transitional Housing Expansion Phase I •Homenetmen Glendale Ararat Roofing Project
•YMCA of Glendale All-Inclusive Locker Room Project
Catholic Charities of Los Angeles, the fourth agency, did not request additional funding for its current Glendale Community Center CIP project.

Days prior to the August 28, 2024, meeting of the CDBG Advisory Committee, DOH withdrew its request of $500,000 for the DV Transitional Housing Expansion Phase I project, as DOH intended to seek funds from other sources, but informed staff that DOH may request CDBG CIP funds in the future for this project.

The Committee made the following funding recommendations for the returned and undesignated CDBG funding:
•$351,052 Homenetmen Glendale Ararat Roofing Project
•$314,767 YMCA of Glendale All-Inclusive Locker Room Project •$59,130.63 City of Glendale Pacific Park Splash Pad Project {{section.number}}{{item.number}}3

RECOMMENDATION
That the City Council pass a Motion to approve reprogramming returned and undesignated CDBG funds totaling $724,949.63 as recommended herein, authorize the City Manager to execute all agreements, amendments, certifications, and documents necessary to carry out the reprogramming of funds, authorize submission to HUD of a substantial amendment to the FY24-25, FY23-24, and FY22-23 CDBG, ESG, and HOME Annual Action Plans regarding the reprogramming of funds, and authorize the City Manager to redirect excess, cancelled, or unused program funds under $50,000 with CDBG Advisory Committee approval; and adopt a Resolution of Appropriation to appropriate returned and undesignated CDBG funds as recommended herein.

That the Housing Authority pass a Motion to authorize submission to HUD of a substantial amendment to the FY24-25, FY23-24, and FY22-23 CDBG, ESG, and HOME Annual Action Plans regarding the reprogramming of funds.

ANALYSIS
The following two projects, which are returning funds, were approved by the Council/Housing Authority as part of the FY 22-23 and FY 23-24 Annual Action Plans:
•$92,696 Community Center ADA Project
Boy Scouts, Verdugo Hills Council- approved June 6, 2023 •$377,883.50 Lexington Building CIP Project
YWCA of Glendale and Pasadena- approved June 14, 2022.

The Boy Scouts, Verdugo Hills Council Community Center ADA Project, was a facility improvement project for its newly acquired property, which will also be its headquarters, at 421 North Glendale Ave (the old Charles Music Store). On March 13, 2024, Boy Scouts, Verdugo Hills Council, notified City staff by letter that the agency intended to cancel its CDBG-funded project because construction started before meeting CDBG requirements.

The YWCA Lexington Building project included making upgrades and improvements to Building #1, which is the original building constructed in 1939. On March 6, 2024, YWCA notified City staff by letter that the agency intended to cancel its CDBG-funded project due to scope of work changes and use of alternative funding sources for the project.

Additionally, $254,370.13 remains as the undesignated fund balance from canceled and returned projects from various CDBG program years. At the time of the March 4, 2024, meeting, the federal government had not yet released the CDBG grant funding allocation for FY 24-25. In addition, Door of Hope, a community agency that had submitted a proposal for CDBG CIP funding for FY 24-25, was also awaiting notice of federal grant funding for which it had applied through HUD and Los Angeles County. Therefore, the CDBG Advisory Committee decided to reconvene at the August 2024 meeting to make final funding recommendations for the remaining undesignated funds.

On Monday, June 10, 2024, staff informed CDBG community agencies that qualified {{section.number}}{{item.number}}4

based on the following criteria that the City of Glendale’s CDBG Capital Improvement Program had additional funds in the amount of $724,949.63 available for reprogramming:

1. Agencies with currently funded CDBG CIP project(s) in construction. •Homenetmen Glendale Ararat
•YMCA of Glendale

2. Agencies that submitted a CIP proposal in FY 2024-2025. •Door of Hope – not funded
•Catholic Charities – fully funded
•Homenetmen Glendale Ararat – fully funded
The criteria above was selected based on the following factors: agencies that either have an open general contractor estimate or are currently in construction and able to expend the funds to complete a project.

Of the four agencies contacted, three submitted a Letter of Interest. Catholic Charities of Los Angeles did not request additional funding. One agency that initially submitted a Letter of Interest, Door of Hope, withdrew its request.

Homenetmen Glendale Ararat Roofing Project/HVAC Project CDBG Request: $351,052
Leverage: $356,920
Total Project Cost: $1,450,373
Homenetmen is in final construction phase of the Roofing and HVAC projects with general contractor Bedrock Inc., and as of September 2024, was completing a final punch list walk. Due to three change orders and additional unanticipated costs, the agency is seeking an additional $351,052 in funding to complete the project. To date, Homenetmen has been awarded $742,401 in CDBG funding. Additional CDBG funding would bring the total CDBG allocation for this project to $1,093,453. Project is set to be completed in Summer 2024.

YMCA of Glendale First Floor All-Inclusive Locker Room Project CDBG Request: $314,767
Leverage: $311,898
Total Project Cost: $1,751,665
The YMCA of Glendale finalized the construction phase of the First Floor All-Inclusive Locker Room Project with general contractor SBC Inc. A second punch list walk is scheduled by the architect and the YMCA in September 2024. YMCA has submitted a Notice of Completion with Los Angeles County. Due to 38 change orders and additional unanticipated costs, the agency is seeking an additional $314,767 to complete the project obligation. To date, YMCA has been awarded $1,125,000 in CDBG funding. Additional CDBG funding would bring the total CDBG allocation for this project to $1,439,767.

Project is set to be completed in Summer 2024.

With Door of Hope’s withdrawn request for additional funding, $59,130.63 remains available for reprogramming. Staff recommended to the CDBG Advisory Committee that the remaining funds be reprogrammed to the City’s Pacific Park Splash Pad Project. This project had unforeseen change orders that led to additional costs, such as a site survey that was not part of the original scope, and trenching the restroom and equipment room to install new plumbing and pour concrete.

STAKEHOLDERS/OUTREACH
As part of the Citizen Participation Plan, HUD requires the City to place a public notice to receive public comments on the CDBG, ESG Home funding plan for a 30-day comment period. The City placed a Public Notice in the Glendale Independent to receive comments from September 1, 2024, to October 1, 2024. At the time this report was submitted, no comments were received.

FISCAL IMPACT
The proposed substantial amendments to the CDBG, ESG, and HOME Annual Action Plans for FY 2024-2025, 2023-2024, and 2022-2023 were not included as part of the FY 2024-2025 budget.

When the funds were returned and left undesignated, the appropriation was reduced and not included as a part of the FY 2024-25 budget. Therefore, staff is requesting for an appropriation of $724,949.63 from grant revenue in order to reprogram the funds to the following projects. The appropriation request is outlined below:
