seconded by Council Member __, that, with
respect to the appeal filed August 6, 2024, by Daniel Hernandez, director of the Department of Public Works (“Appellant”), regarding the decision of the Transportation and Parking Commission not to approve the installation of all-way stop controls at the intersection of South Adams Street and Scofield Drive, the Council of the City of Glendale hereby finds that substantial evidence warrants referring the matter back to the Transportation and Parking Commission for further consideration consistent with the following directions:
