Dear City Council Members:

As a 23-year resident of the Rossmoyne neighborhood adjacent to the Civic Auditorium, I oppose this “exclusive negotiating agreement” for the following reasons:

This came up out of nowhere – without any outreach to the community – we literally just learned of this yesterday!
Unsolicited proposal – this does not seem transparent or equitable to other organizations that may have a similar interest if the city is seriously considering outsourcing operations of the Civic Auditorium – it should be a competitive process with full open disclosure
Concerns about the impact on our neighborhood – parking, traffic congestion, and litter.

Please vote NO on this item.

Mayor Asatryan and Members of the Council,
Thank you for the opportunity to comment on this item. The Board of Directors of the Rossmoyne/Mountain HOA finds it troubling that public input was not solicited to help build terms for a Request for Proposal (RFP) for the project noted above. While it is not unusual for the City to receive unsolicited proposals, it is highly unusual for City Council to move straight to a vote on the proposal without first seeking public input and publishing an RFP to seek other competitive bids. As our neighborhood stands to be the most impacted by this proposal including the potential for additional cut-through traffic, street parking, noise, and litter, the community should be engaged in the visioning process for any new use of this public facility including projected tenant improvements, parking plans, grounds and landscaping plans, programming, and management plans.

We urge you to deny authorization to approve the ENA and provide direction to staff to engage in public outreach and to publish an RFP to review competitive bids. The fact that this item was placed on a 3:00 PM agenda when most residents are working, that it does not follow the normal process for granting of an ENA, and that public input was not sought to help Council determine what is in the interest of the residents does not give us confidence in the intent of this proposal.

We appreciate your consideration.

Lorna Vartanian, President
Rossmoyne/Mountain HOA
