CITY OF GLENDALE, CALIFORNIA

REPORT TO THE CITY COUNCIL

AGENDA ITEM
Report: Acceptance of funding from the United States Department of Homeland Security, 2023 State Homeland Security Grant Program (SHSGP).

1. Motion to approve the Glendale Fire Department's participation in the FY 2023 State Home Security Program (SHSGP) Grant Subaward and to authorize the City Manager to accept grant funds in the amount of $9,100, and to execute the necessary agreements, certifications, and other documents required to accept the grant funds.

2. Resolution of Appropriation

COUNCIL ACTION

Item Type: Consent Calendar
Approved for December 17, 2024 calendar

EXECUTIVE SUMMARY
The Glendale Fire Department has received $9,100 in funding from the 2023 State Homeland Security Program (SHSP) for staff to participate in the Mobex training. There are no cost or matching funds needed from the City.

RECOMMENDATION
Approve the motion authorizing the participation in the 2023 State Homeland Security Grant Program and accept the funds in the amount of $9,100 and adopt the resolution of appropriation.

ANALYSIS
The projects associated with the SHSGP grant program are for the purposes of continuing efforts to strengthen capabilities and enhance public safety and preparedness efforts within Glendale and the region. These projects are part of the Los Angeles Operational Area's regional funding priorities and have been vetted through the Los Angeles Area Fire Chief's Association, the Los Angeles County Police Chief's Association, and the County of Los Angeles Office of Homeland Security. All projects have been approved by the State of California Office of Emergency Services Homeland Security authorizing branch.

2 {{section.number}}{{item.number}}
The City has been successful in obtaining $9,100 under the State Homeland Security Grant Program (SHSGP). These grant funds are allocated between the County of Los Angeles and those cities recognized by the County of Los Angeles Operational Area (OA), including the City of Glendale. The grant is administered by the County of Los Angeles. These funds are available for purchases of approved equipment, supplies, and for the training of first responders that meet identified national, state, county, and local priorities. 95% of all rescues in times of disaster or national emergency are performed by spontaneous rescuers. This means that neighbors will rely on neighbors for basic life needs including securing homes, providing shelter, managing medical needs, and communicating with first responders regarding community needs. The funding received will help fund the backfill cost associated with staff participation in the Mobex training, which is provided to help enhance first responders’ coordination and practice readiness responding to threats, hazards, and emergencies.

ENVIRONMENTAL REVIEW
This item is considered a ministerial activity and therefore, not subjected to CEQA/NEPA review. There is no possibility that the acceptance of this award may have a significant effect on the environment. (14 Cal. Code Regs. § 15061(b)(3)).

CAMPAIGN DISCLOSURE
This item is exempt from campaign disclosure requirements.

ALTERNATIVES
Alternative 1: The City Council may deny the Fire Department’s request. To which, expenses for training will be absorbed by the department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GLENDALE,

CALIFORNIA, ADJUSTING THE GLENDALE CARE PROGRAM DISCOUNT RATE FROM $23.50 TO $35.00 PER MONTH EFFECTIVE JANUARY 1, 2025 WHEREAS, Glendale Water & Power ("GWP") currently provides electric utility bill discounts to qualifying low income customers through the Glendale Care Program which was created by the Glendale City Council on November 12, 2008, and is funded through the Public Benefits Charge ("PBC"); and WHEREAS, in 2008 GWP set the discount at a flat rate of $10 per month for program participants, which at the time equaled approximately 20% of the average low-income customer's bill; and
WHEREAS, on November 28, 2023, the City Council adopted Resolution No. 23-185, which increased the discount from $17.50 to $20.50, effective January 1, 2024, from $20.50 to $23.50, effective July 1, 2024, and from $23.50 to $26;50, effective July 1, 2025; and
• •. WHEREAS; the current discount of $23.50 represents 23% of the average monthly low-income bill; and
WHEREAS, increasing the discount to $35.00 will increase the discount percentage to approximately 34% of the average monthly low-income bill; and WHEREAS, the Glendale Care Program currently has approximately 11,314 participants, with program costs totaling $2.7 million in FY 2023-24; the annual recurring cost for increasing the discount rate from $23.50 to $35.00 is estimated at $1.6 million; and
WHEREAS, the PBC fund currently collects approximately $8.25 million per year, which would leave approximately $3.5 million per year for energy efficiency programs also funded by the PBC; however, as of June 30, 2024, the PBC fund has a balance of $15.1 million, which would sustain all PBC programs for a period of approximately four years.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF GLENDALE:

SECTION 1: The Council has considered the Report dated December 10, 2024 by the Interim General Manager of GWP, and hereby approves the adjustment of the Glendale Care Program discount rate from $23.50 to $35.00 per month, effective January 1, 2025.
8e1

SECTION 2: The Council does hereby authorize the City Manager or his designee to move appropriations without limit between detail accounts comprising the budget detail and budget appropriation of the various approved PBC programs set forth in the GWP PBC Plan in order to implement the new Glendale Care Program assistance amounts as set forth in Section 1 of this Resolution for qualifying GWP electric customers .
